Fiscal Impact Statement [Provide documentation of the costs and benefits of the
proposed modifications to the code for each of the following entities. Cost data
should be accompanied by a list of assumptions and supporting documentation.
Explain expected benefits.]:
A.
Impact to local entity relative to enforcement of code:
This change provides for clearer and more straight forward code enforcement by
providing a clear understanding of flashing requirements.
B.
Impact to building and property owners relative to cost of compliance with
code:
Flashing has always been required within the code documents. This change
merely clarifies the requirement and does not add additional cost.
C.
Impact to industry relative to cost of compliance with code:
Flashing has always been required within the code documents. This change merely
clarifies the requirement and does not add additional cost.
Rationale [Provide an explanation of why you would like this Proposed
Modification to the Florida Building Code.]:
This change clarifies flashing requirements and will resulting in uniform
enforcement and better construction practices, thus resulting in less leaking
doors and windows.
Please explain how the proposed modification meets the following requirements:

welfare of the general public:
This change clarifies flashing requirements and will resulting in uniform
enforcement and better construction practices, thus resulting in less leaking
doors and windows and therefore less property damage.
2.
Strengthens or improves the code, and provides equivalent or better
products, methods, or systems of construction:
This change clarifies flashing requirements and will resulting in uniform
enforcement and better construction practices, thus resulting in less leaking doors
and windows and therefore less property damage.
3.
Does not discriminate against materials, products, methods, or systems of
construction of demonstrated capabilities:
This change does not discriminate against products, methods or materials
4.
Does not degrade the effectiveness of the code:
This change clarifies and reinforces proper flashing techniques and will improve
the installation practices for windows and doors.
