DECREE NUMERO 475 OF 1998
(March 10)
By which technical norms of quality of the drinkable water are sent off.
The President of the Republic of Colombia, in exercise of the faculties conferred by the
numeral 11 of the article 189 of the Political Constitution and, in development of the Laws 09 of
1979 and 142 of 1994
It DECREES:
I SURRENDER I
Definitions
Article 1º. For the effects of the present decree, adóptanse the following definitions:
Acceptable:
Description that approves the characteristic organolépticas of the water For
human consumption.
Raw water: It is that that has not been submitted to process of processing.
Water for human
consumption: It Is that that is utilized in direct beverage and preparation of
food for consumption.
Drinkable water: Is that that by meeting the requisItos organolépticos, physical, chemical and
microbiológicos, in the conditions indicated in the present decree, can be consumed for the
human population without producing adverse effects to its health.
Sure water: It is that that without complying some of the norms of potabilidad definite in the
present decree, can be consumed without risk for the human health.
Analysis of vulnerability: It is the study that permits to evaluate the potential risks to that are
submitted the different components of a system of Supply of water.
Analysis microbiológico of the water: They are those tests of laboratory that are performed to a
sample to determine the presence or absence, type and quantity of microorganisms.
Analysis organoléptico: For the end of the present decree It refers to smell, flavor and visual
perception of substances and floating materials and/or suspended in the water.
Waterphysical-chemist analysis: They are those tests of laboratory that are performed to a
muesta to determine its chemical, physical characteristics or both.
Environmental authority: Is the responsible for the caution, recovery, conservation,
protection, code, management, use, aprovechamiento and control of the renewable natural
residues and of the environment.
Sanitary authority : Is the entidaD competent of the General System of Social Security
(S.G.S.S.) with which exercises functions of caution of the sistenmas of supply of water in
accordance with the norms, dispositions and contained criteria in the present decree, as well as
the other aspects that have relation with the quality of the water for human consumption.
Quality of the water: Is the assembly of characteristic organolépticas, physical, chemical and
microbiológicas own of the water.
Drinkable Water Regulation commission and Saneamiento Basic (CRA) :
It is the
ncargada to indicate the general politics of administration and control of efficiency of the home
public utilities.
Contamination of the water: It is the alteration of their characteristic organolépticas, physical,
chemical, radioactive and microbiológicas, as result of the human activities or natural
processes, that produce or can produce refusal, illness or death al consumer.
Control of the quality of the drinkable
water: They are the analyses organolépticos, physical,
chemical and microbiológicos carried out al water in any point of the network of distribution with
the purpose to guarantee the fulfillment of the dispositions established in the present decree.
Criterion of quality of the drinkable
water: It is the value established for the characteristics of
the Water in the present decree, in order to conceptuar on its quality.
Disaster: It is the damage or serious alteration of the normal conditions of life in a geographical
area determined, caused by natural phenomena and by disastrous effects of the action of the
man in accidental form or intencional, that require because of it of the special attention of the
agencies of the State and of other companies of humane character or of social service.
Emergency: It is the sudden and unexpected event that is presented in a water supply system
for human consumption, as a result of technical failures, of operation, of design, of control or
structural, that can be natural, accidental or caused that they alter its normal operation or the
quality of the water, and quAnd they oblige to adopt immediate measures to minimize their
consequences.
Trial of tratabilidad: They are the studies performed to level of laboratory or of pilot plant, to a
source of specific provision, to establish the potential of application dAnd a process of
processing.
Escherichia Strain, (AND-coli) : Bacillus aerobio gram-negative that does not produce spores,
belongs the family of the enterobacteriáceas and is characterized for possessing the enzimas b
- Galactosidasa and b - gluoroanidasa. Develops to 44 ± 0.5 ºC in complex media, ferments the
lactose freeing acid and gas, produces indol from the triptófano and does not produce oxidasa.

the processes that permit to comply with the norms of quality of the drinkable water.
It plants pilot: Is the model That it permits to simulate operciones, processes and conditions
hydraulics of the plant of processing utilizing for this effect the water of the source of provision.
Person that lends the public utility of acueducto: It is every person natual or legal that tien as
an objective the installment of the public utility of acueducto with the complementary activities,
according to it established in the state of the home public utilities, that complies its object
through the planning, execution, operation, maintenance and administration of the system or of
part of him, low you defined criteria of efficiency, cover and quality, established in the plans of
managementResults.
Population served: Is the number of persons supplied by a system of suministrOr of water.
Polución of the water: Is the alteration of the characteristic organolépticas, physical, chemical or
microbiológicas of the water as result of the human activities or natural processes.
Drinkablewater supply system: Is the assembly of workS, teams and material utilized for the
collecting, aducción, conduction, processing, storage and distribution of the drinkable water for
human consumption.
Superintendencia of Home public Utilities (SSPD) : Is the company responsible for the control,
iNspección and caution of the persons that lend the home public utilities.
Subscriber:
Natural or legal person with which a contract of uniform conditions of public
utilities has been celebrated.
Floating substances: They are those materials that maintain itself in equilibrium in the surface
of the water and that influence in its appearance.
Processing: It is the assembly of operations and processes that are carried out on the raw
water, in order to modifying its characteristic organolépticas, physical, chemical and
microbiológicas, doing it drinkable according to the norms established in the prsente decree.
User: Natural or legal person that is benefited with the installment of a public utility, well as
proprietary of the real estate where this is lent, or as direct receiver of the service, to you go you
last consumer is called also.
Admissible value: It is the value established for the concentration of a component or
substance, that guarantees that the water of human consumption does not represent risk for the
Health of the consumer.
Caution of the quality of the water:
They are the activities carried out by the competent
authorities to verify, to examine and to inspect the fulfillment of the norms of quality of the
drinkable water established in the present decree.
I SURRENDER II
General dispositions
Article 2º.
The dispositions of the present decree are of public order and of obligatory
fulfillment and with them are regulated the activities related to the quality of the drinkable water
for human consumption.
Article 3º. The water supplied by the person that lends the public utility of acueducto, should be
apt for human consumption, independently of the characteristics of the raw water and of its
origin.
Parágrafo.
The users propenderán by maintaining in adequate sanitary conditions the
installations of distribution and storage of water for human consumption to level intradomiciliario.
Article 4º. The persons that lend the public utility of acueducto, are the responsible for the
fulfillment of the norms of quality of the drinkable water established in the present decree, and
should guarantee the quality of the drinkable water, in every epoch and in any of the points that
conform the system of distribution.
Parágrafo. The persons that lend the public utility of acueducto, low normal conditions, they
should guarantee their provision in continuity and pressure in the network of distribution,
harmonious with the arranged thing in the plans of management and results (PGR), elaborate
by the persons that lend the public utility of acueducto and approved by the Department of
Economic Development, according to it stipulated in the Law 142 of 1994.
Article 5º. For the effects of the article anterio, the responsibility of the persons that lend the
public utility of acueducto, will be indicated according to the following criteria:
a) In urban or rural zones, the responsibility will arrive to the places where they have
themselves installed devices for regular or to measure the water consumed by the users;
b) Not existing in zones urbAnas and rural the devices to that refers the literal previous one, the
responsibility will arrive to the point where the tubing enter to the private property or to the
registration or key in transit, that have placed the person that lends the public utility of
acueducto as final point of the network of distribution, respectively.
I SURRENDER III
Norms organolépticas, physical, chemical and microbiológicas of the quality of the drinkable
water
Article 6º. The norms organolépticas, physical, chemical and microbiológicas of the quality of
the drinkable water established in the present decree govern for all the national territory and
should be complied in any point of the network of distribution of a drinkable water supply
system.
Norms of quality organolépticas, physical and chemical
Article 7º. The criteria organolépticos and physicists of the quality of the drinkable water are
the following:
