DRAFT Scope/Terms of Reference for Signalling Programme
Stakeholder Working Groups: ONBOARD (F BANE)
Title of Working Group: ONBOARD (F BANE)
INTRODUCTION
Banedanmark's signalling systems are aging to a point, where many of the present
signalling systems have overrun their technical service life. This leads to an increase
in failures and delays for passengers and a general decrease in train traffic service
level.
The existing signalling systems generate app. 39.000 delayed trains pr. year and
account for about half of all the delays that Banedanmark as infrastructure owner is
responsible for. A renewal based purely on life expiry would mean that 60% of all
signalling installations would have to be replaced before 2025. So no matter what,
major investments lay ahead. In 2006 Banedanmark conducted a strategic analysis
demonstrating that a total renewal strategy would be the best economical and
technical way of renewing the signalling systems. Further detailing this strategy in a
detailed project proposal led to the final Governmental approval and decision to
replace all signalling on all Banedanmark's railway lines before 2021.
This workshop will be a key element of keeping the key stakeholders fully engaged in
the Signalling Program and keeping them up to date in its progress.
The Signalling Program is being under taken in a number of Phases:-
SCOPE
Scope of the working group is broadly the standard ETCS equipment to be fitted on
board the rolling stock to allow it to operate it on ETCS fitted infrastructure The
diagram below illustrated the physical scope of the ERTMS F Bane on board project.
It can clearly be seen that:


All the systems and subsystems contained in the light blue representation of a
train are within the scope of the onboard project up to and including the GSMR data aerials and the balise readers and odometry under the train.
The RBCs, Balises, control centre, trackside equipment and GSM-R
infrastructure are not within the scope.

The main task of the group is to agree the technical and financial mechanisms of how
this kit is to be procured and fitted to the agree Danish Rolling Stock.
The precise content of the working group cannot yet be set as it has not yet been
agreed at Signalling Project level were the responsibility for some associate projects
best resides, i.e. GSM-R, STM.
The working group will work in a collaborative manor to achieve the deliverables
below, minimise costs to the project, indentify project risks and propose mitigations.
From time to time this working group will need to co-ordinate its work with the other
projects in the Signalling Program (namely; Operational Rules, Fjernbane, S-Bane
and Civil Works).
The working group will concentrate on generic issues for the fitting of ETCS
equipment to the Danish Rolling Stock Fleet, i.e. the agreement of a Common
Template Contract. Specific issues such as the unique environment conditions of
each rolling stock class will be managed at a local level with each TOC individually.
Issues such as existing signalling reliability are outside the scope of the working
group.

The information gathered will be assembled in the following documents
 Single rolling stock fitment report – this will outlines the Generic Issues in the
main body and have appendix for specific TOC related issues.
 Template Contract
Inputs will also be made the overall Signalling program Risk Register, and to other
associated Working Groups when the need arises.
All the above documents will be used as key documents to support the Tender
Documents that will be sent to the supply industry. They will also be used to create
the evaluation criteria by which the suppliers bids will be judged.

Before the first meeting Work Group Leader will send to members materials which
need to be read or looked at.
At meetings the members will have professional and technical discussions on subject
matters, the Group will make proposals forming basis for decisions on technical
solutions.
Between meetings members may be asked to:
 examine a given issue (such as response time or wishes to operations)
 discuss and obtain viewpoints from colleagues or cooperating partners on a given
issue
 find data on a given subject and to report back to the group.
 give feed back on documents – such as draft concept notes Workshops will be the larger forum for discussion and feed back, where Managers
and other stakeholders who are not members of the group can participate.
Tentatively workshops are proposed at the start up and midway and/or towards the
completion of the work.
Brief minutes of meetings and workshops, written reports and draft final documents
will be the responsibility of the work group leader.
Meetings will take place in Banehuset unless the Working Group decides otherwise.
