INTRODUCTION
01
This specification covers the general requirements for Fixed Position colour
closed circuit television surveillance of Accommodation Corridors and
Circulation Areas at HM Prisons.
02
The Contractor shall note that the specific requirements on performance for
each system or component part shall be as noted in Appendix to this
specification.
2.0
STANDARDS
01
.
Materials and components shall be in accordance with the relevant current
British Standards, or where applicable, European and International standards.
3.0
GENERAL REQUIREMENTS
01
This specification is for the provision, installation and commissioning of a
colour closed circuit television system to provide continuous surveillance
and recording of accommodation corridors and circulation areas.
02
Digital Recording and Management System shall allow continuous
uninterrupted recording.
03
The System design shall be such that the tests covered in the 'Performance
Requirements' shall be obtained 24 hours a day throughout the year.
04
All parts of the system shall be fed from a single Rugby sourced clock on
Rugby time or synchronised by a similar accurate source.
4.0
PURPOSE
01
To provide continuous surveillance, monitoring and recording of
accommodation corridors, circulation and association areas.
5.0
LIGHTNING PROTECTION AND EARTHING
01
General aspects of earthing and protection of equipment against lightning
damage shall be as follows :–
a.
Solid state equipment is prone to damage from lightning, therefore
equipotential bondings shall be provided for all items of equipment.
b.
The requirements for protection of structures against lightning
damage are detailed in the specification BS:6651.
c.
In all CCTV systems appreciable distances exist between the
individual pieces of equipment and between control rooms and
apparatus rooms. In these cases it is not unusual to have equipment
connected to earth via a three pin mains connector. In the event of
lightning strike, a difference of potential could occur where there is a
significant electrical resistance between the various earth terminals of
a system. With the very large currents involved, there is a strong
possibility of damage at the equipment interface.
It is therefore necessary to ensure that mains earth connections take
the shortest route, preferably via a heavy duty conductor, that
equipment cabinets are bonded together and that there is a low
resistance earth connection between the pole earth and the nearest
equipment interface, cable shall not be less than 6mm square.
d.

All earth connections involved in the system shall be subjected to
regular and periodic testing.
Lightning and Transient Over Voltage Protection
a
The mains supply to the new distribution board/s shall be protected
at source.
b
Protector housings shall be provided with clear front cover such
that protection indicators can be clearly seen. Housings shall be
positioned such that they are easily accessible for maintenance. All
protectors shall be bonded to a local earth supply which shall be
tested to ensure that it meets the current requirements.
c
Protectors shall conform to :-
BS6651 : 1992 Protection of structures against lightning (Appendix
C)
BS EN 60099 : 1994 Surge arrestors for low voltage installations
IEEEC62.41 Guide for surge voltages on low voltage ac power
circuits.
d
The protector shall not interfere with or restrict the systems normal
operation. It shall not :1

Corrupt the normal mains supply.
Break or shutdown the power supply during operation.
Have an excessive earth leakage current.
LIGHTING
01
7.0
System shall perform to the required standards throughout the 24 hour
periods using natural and/or existing lighting.
POWER
01
Contractor shall supply and install all cabling, Distribution Board/s, MCB's
etc. that are required for the CCTV installation.
02
The system is required to operate from a single phase AC supply complying
with the statutory requirements outlined in current IEE regulations. The
system shall comply fully with the performance specification for the supply
voltage variations of –10% +6% and supply frequency variations of 1.5Hz
from normal. Camera voltage to be as per IEE regulations on all supplies.
03
Supply to system shall be fed from a new separate distribution board/s
installed at a convenient location to be agreed with the Head of Works, this
distribution board/s shall be supplied and installed as part of this contract.
04
Details of power supply source for the new distribution board/s shall be
given to the contractor on the site visit at tender stage. The power supply
source shall be obtained from a protected supply. i.e. supply that is fed from
the Standby Generator in the event of external supply failure.
05
Contractor shall be responsible testing all earth circuits prior to installation.
Problems of a minor nature shall be rectified as part of this contract, major
problems shall be reported to the P.M.
06
It shall be possible to isolate the supply to individual cameras.
07
Each supply to a camera shall be designed and protected to the current
edition of the IEE regulations.
08
UPS
Contractor shall provide at tender stage a separate costing for the supply and
installation of a suitable UPS with sufficient capacity to power the complete
CCTV system in each Wing for a period of thirty minutes.
8.0
EQUIPMENT
8.1
Colour Cameras/Lenses
01
The cameras/lenses supplied shall be sourced and shown to be from the
manufacturer, no third party labeling or distributor branded product
shall be acceptable.
02
Cameras/Lenses installed shall be :a.
‘Silent Witness’ Model V28 with High Resolution Colour Camera, or
equal and approved.

All cameras and associated equipment shall operate in a satisfactory manner
over a temperature range of –20degC to +55degC with a humidity range of
20 to 75%, non condensing.
04
The need for a high standard of reliability is emphasised.
05
It is essential that the camera chassis be sufficiently robust to prevent
movement between the pick-up device and any lens fitted due to the weight
of the lens. A separate support for the lens shall be supplied and fitted.
06
Camera character identification which shall be displayed on the monitors
when a camera is selected either automatically by the system or manually by
the operator. Character identification shall be sourced from the Digital
Recording and Management System.
07
Details of requirements concerning Para 02 a. and b. shall be given in the
Appendix to this Specification.
8.2
Vandal Resistant Camera Housings
01
The housings may be placed at locations where there is a risk of damage to a
camera from vandalism and riot. Emphasis is placed, therefore, on
robustness and small dimensions to permit ceiling, wall or corner mounting.

The following features are required :-–
a
The case shall be constructed of stainless steel 1.5mm thick minimum,
Continuously welded construction with no sharp edges, IP65 standard.
b
Window: this shall be of optically perfect toughened glass of minimum
thickness 6mm. Anti-glare coating is required. The window shall be capable
of being renewed by site staff. Quantity four spare glazing units shall be
supplied by the contractor.
c
Housings shall fit flush with the ceiling/wall with no gaps or gripping points.
Access to the camera for servicing shall be supplied. Any external screws
shall be Mushroom Head Torx type 20 or equal and approved. Quantity two
appropriate screwdrivers shall be supplied by the contractor.
d
8.3
Conduit feeds to the camera housings shall be fitted with the
appropriate adapters, bushes and nuts.
Video Monitors
01
The monitor supplied shall be original branded product and shown to be
from the manufacturers factory, no third party labelling or distributor
branded product shall be acceptable.
02
Quantity one Video Monitor shall be supplied and installed. Monitor shall be
connected to the Digital Recording and Management System to act as a
‘Spot’ Monitor. ie. any installed camera, up to sixteen, may be displayed
Full Screen by the operator as required.

Video Monitors shall be 430mm (17").
04
General Features
a.
All monitors are required to be of solid state design (except CRT)
and rated for continuous operation in an indoor environment.
b.
All monitors are required in the metal case normally supplied with
the model.
.
05
There shall be no significant mains or time base interference between two or
more nearby monitors in their operational array, having common power
supply and video inputs from separate non-synchronous picture sources.
06
Monitors supplied shall be compatible with both mono and colour video
signals. Monitors shall be of the type which auto sense mono/colour signals
(colour burst) and automatically adjust to suit type of signal received.
07
No connection to earth of either pole of the power supply shall be introduced
by the installation of any equipment supplied to this specification.

8.4
The power supply to the monitors shall be derived from the ring main being
installed as part of the contract.
Digital Video Recording and Management System
8.4.1 Overview of Requirements
Provide a digital video recording and management system that is capable of
recording all of the CCTV cameras. The recording system shall operate
continuously, 24 hours per day, with storage capacity of 30 days.
The cameras shall be continuously recorded at the rate of 12.5 frames per second.
8.4.2
Particular Requirements
The system shall comprise of individual DVRs per 16 installed cameras,
configured to ensure that recording is equally distributed across the units. Each
DVR unit shall have 16 Composite video camera inputs and shall be capable of
recording at 25 frames per second at 4 CIF per channel at all times. The DVRs
shall be provided with sufficient hard drive capacity to store images for a period of
30 days (based on the recording rates detailed in 8.4.1 above) prior to archiving.
Recorded data shall overwrite existing data which has exceeded the 30 day period.
In this case, the ‘overwrite’ shall replace oldest stored data first. The DVR system
shall include composite video output for display of both real-time and recorded
image data.
The system shall be modular offering scalability, flexibility and maintainability
with a wide range of recording rates, modes, resolutions and quality settings for
each camera input.
The system shall also be capable of accepting monochrome/colour analogue/IP
camera inputs.
The DVR system shall automatically reboot following a system power failure. In
such cases the system shall revert to the previous operational condition and
parameter settings without corruption or loss of recorded data.

Disk Failure
The DVR system drive units shall be installed in a ‘physically secure’ manner.
This shall be achieved by installing the drive units within a lockable rack
enclosure.
The system video input modules shall be designed to guarantee no delay in the
timing of the capture process. The system design shall not allow single point
failure.
The camera number and alarm zone number, where applicable, shall also be
recorded.
System shall have the ability, whilst in engineer/system manager mode, for
individual camera frames of recording to be adjusted.
The storage shall be to Raid 5 standard.
System shall have Movement Sensing. Engineer shall have ability to select
various zones within the field of view of individual camera to generate a request
such that recording is activated when movement occurs within these zones if
required. The ability to set Movement Sensing Active/Inactive by clock control on
an individual camera basis as required.
The DVR system shall be capable of detecting video loss from any connected
camera, in such cases an alarm message shall be displayed on the monitor and the
information, including time, date and camera title, recorded in the system log.
Each DVR shall be of the pentaplex type, enabling simultaneous recording and
playback. During playback, the ability to record in high quality mode at the frame
rates stated above shall be maintained. Recorded data shall be selectable by time
and date information, camera title or alarm system zone. Recorded video shall be
reviewable frame by frame forwards and backwards.
The DVR system shall be provided with external backup and data downloading
facility at the Review Suite. This facility shall comprise of CD/DVD recorder.
Image Export shall comply with BS or Home Office guidelines.
Replay of archived recordings for display on the monitor, or for downloading shall
be selectable by date/time, camera number. System shall have the ability to replay
archived material previously stored to CD or Optical Disc.
The DVR systems shall provide time, date and camera title and this information
shall be recorded on all backup and downloaded image data. Data downloaded to
optical disc shall be encoded for validation purposes. Additionally, the system
shall allow for each camera input to be provided with a caption facility, so that
relevant information may be added in each case. This caption information shall
also be displayed during playback.
Replay of the information shall be capable of being carried out on any standard
M.S. Windows PC.
The DVR system shall be capable of providing different levels of operational
control functionality. The control functionality of each level shall be password
protected and shall provide:

Only Manager level system access shall allow adjustment of system parameters.
The system shall include an audit trail facility to log all system activities, accessed
by users at all levels recording that changes were made to system parameters.
The user (Manager Access) shall be capable of carrying out software configuration
changes for example to:Video recording rates, recording times, VMD, quality, add or remove cameras,
without the need to employ the Installer or Manufacturer.
System shall be fed from a GPS time signal and be updated such that the system
tolerance shall be +/- two seconds throughout any 24 hour period.
The system shall be provided with spare USB and Ethernet Ports and be NAS
compatible.
System software shall be capable of being installed on multiple PC’s. Each copy
shall have a unique code.
The system shall be expandable in modular increments. The CCTV Specialist shall
state optimum capacity.
Operator shall have the ability to display camera views as required, i.e. single full
screen, two, four etc. on a combination of SVGA, Flat Screen Monitors, GUI’s
networked PC’s or Video Walls.
Remote Recording Recovery, Live Viewing and Programming should be available.
It shall be possible to recover recorded images and carry out engineering changes
remotely via dial up ISDN, LAN/WAN or ADSL connection.
Changes to set up and scheduling engineering menus shall be possible via either
the dial up link or network connection.
Units shall be upgradeable to provide live viewing via the addition of a live
viewing module.
The system shall utilise an H263 type codec for viewing of live or recorded images
via the dial up or LAN/WAN network. However, images selected for archiving by
the remote viewing station will be transferred in full JPEG format.
A Review Suite shall be provided with a 17” LCD monitor matching the existing
monitors.
8.5
Trunking/Cable Trays/Conduit
01
All trunking/cable trays/conduit required for the system shall be supplied and
installed as part of this contract.
Note - Contractors attention is drawn to Para 8.7. 02. regarding Interference.

All trunking shall be pre-drilled prior to installation, pop riveting shall be
carried out on acceptance of the system by the Prison Service.
03
Where liable to unauthorised interference, all trunking and conduit shall be
installed at high level.
04
Cable Trays shall not be installed in areas to which inmates have access.
05
All conduit shall be class 2 steel.
06
Any conduit shall be supplied with the appropriate adapters, bushes and nuts.
07
Any exposed conduit feeding a camera housing shall be back filled with
Epoxy Cement, in accordance with the manufacturers recommendations,
such that a ligature point cannot be formed around the conduit.
08
Any disturbed surfaces shall be reinstated to the satisfaction of the PM or the
Head of Works.
8.6
Cables
01
All cables installed as part of this contract shall be suitable for their purpose.
02
Interference
a.
The equipment shall be immune from induced, radiated or mains
borne interference whether transient or prolonged. The Data Link
cables shall be provided with the appropriate insulation and
shielding for lightning protection when distributed in underground
ducts.
b.
The equipment and cables shall not propagate interference with any
local line, induction loop or radio communication system.
c.
Where existing trunking/underground duct systems are provided by
the Home Office, it should be noted that other systems make use of
these ducts.
d.
Equipment Earthing and Shielding recommendations shall be
strictly observed in order to provide adequate immunity to the
effects of EMI and RFI.The Data Link shall withstand an "Impulse
Voltage" between cores of 5kV/50µs (BEMA impulse).

Each connecting cable or conductor shall be identified with an attached
numbered label and shall correspond to the maintenance manual and diagram
details.

All internal cables shall be of LSF type.
8.7
Monitor Arrays
01
Monitors may be required to be wall or rack mounted, necessary type of
mountings shall be supplied and installed as part of this contract.
8.8
Consoles
01

Necessary Console/s, if required, shall be supplied and installed as part of
this contract.
PRE SITE TESTING
01
All equipment shall be tested and set up prior to delivery to site, it shall be
noted that further setting up may be required when equipment installed in
permanent position.
02
Cameras shall be fitted with their appropriate lenses tested and set up,
installed in housings. Each assembly shall be clearly marked with its
particular site position
03
Contractor shall submit at tender stage testing and setting up procedures for
all equipment.
04
Contractor shall allow inspection of the contractors premises to ensure that
testing and setting up procedures can be met, this inspection may be carried
out at tender stage or following the letting of the contract.
10.0
INSTALLATION
01
All trunking, conduit and cameras shall be mounted as high as possible to
reduce the possibility of tampering.
02
Any exposed conduit feeding a camera housing shall be back filled with
Epoxy Cement, in accordance with the manufacturers recommendations,
such that a ligature point cannot be formed around the conduit.
11.0
OPERATION
01
System shall provide continuous surveillance and recording of Wing
Landing Spurs, operators are non technical personnel and use the system on
an intermittent basis, therefore the system supplied shall be user friendly.
12.0
PERFORMANCE REQUIREMENTS
01
It shall be demonstrated that the coverage of cameras is as required. i.e. That
each wing landing spur is completely viewed.
02
That monitor displays are steady and flicker free on single and multi camera
displays.
03
That continuous recording of all cameras is achieved.
04
Testing of the CCTV system shall be carried out using the 'Rotakin' test
target. Use of the target shall indicate that a minimum of 15% of the Spot
Monitor picture height is occupied at any position within a Landing Wing
Spur and that the "K" resolution is clearly visible on replay of a recording
carried out on the system. Results in table form shall be placed in the O & M
manuals.

All tests on the CCTV installation are to be carried out both by day and by
night.
06
The 'Rotakin' test target shall be supplied and retained by site as part of this
contract. Stand is not required.
CD’S
13.0
01
Quantity 20 CD-R’s shall be provided
02
Quantity one CD Stowage container suitable for a minimum of 20 CD’s shall
be supplied.
14.0
TRAINING
01
Adequate training shall be given to operators on the operation of the system.
Contractor shall allow for one day, and show a separate costing for this task.
The requirement for operator training is to train the ‘Trainers’, contractor
shall allow for six personal to be trained. For each person trained contractor
shall provide ‘Certificate of Competence’ which shall be signed by the
trainer and the trainee, these certificates shall be inserted in the Technical
Manuals.

Adequate training shall be given to site works staff on maintenance of the
system. Contractor shall allow for one day, and show a separate costing for
this task. For each person trained contractor shall provide ‘Certificate of
Competence’ which shall be signed by the trainer and the trainee, these
certificates shall be inserted in the Technical Manuals.
15.0
15.1
DOCUMENTATION
Operators Handbook
01
A comprehensive, but easily understood by non technical personnel, document
shall clearly state the operator control and functions. Two sets shall be
provided at acceptance of system by HM Prison Service.
02
Quantity six short form A4 laminated sheet listing basic operator functions
shall be provided at the time when beneficial use of the system is granted.
These may require to be updated on completion of the project to reflect the
final system. The contractor shall include for the updates within the tender.
15.2
Technical/O & M Manual
01
The manuals shall be indexed and contained in ring binders with stiff covers.
The name of the site shall be printed on the spine and the front cover. The
information shall be fully cross-referenced and co-ordinated with the Record
Drawings.
02
Copies of manufacturers' data may be incorporated to supplement the
descriptions and instructions, but shall not replace them. Only data relevant to
the system shall be included. Where non-relevant data appears on the same
sheet it shall be clearly marked to show that it is not applicable. The data shall
be cross-referenced within the text and included in the index. If possible it
shall be contained in the ring binder, but where this is not possible suitably
protected and identified box files or folders shall be provided.

The Technical/O & M manual shall include as a minimum the following :-
a
A description of the extent and manner of operation, including duration
periods of the standby power systems.
b
Copies of all test sheets.
c
Copies of any certificates of compliance with relevant standards or
schemes.
d
Comprehensive instructions for the switching on, operation, switching
off and isolation of the equipment.
e
Comprehensive instructions for dealing with emergency conditions and
any precautionary measures necessary.
f
Instructions for servicing the equipment to maintain it in good and safe
condition, including frequency of activities and the materials to be
used.
g
The names, addresses, telephone numbers and fax numbers of all
component suppliers, together with type and model references, serial
numbers, duty rating, capacity and the order number and date.
h
Drawings that show camera positions and camera footprint..
i
As fitted drawings indicating cable routes/draw pits/manholes and junction boxes.
j
Cable schedule complete with cable number, start, finish and function.
k
A set of drawings showing the schematic layout of the overall system
and the interconnection diagrams.
l
List of equipment supplied. Make/model number indicating lens focal
length etc.
m
Drawings showing each camera footprint and target resolution scale.

Quantity three sets of Technical/O & M Manuals shall be provided within one
month of acceptance by HM Prison Service.
05
Following acceptance by the Prison Service, a positive transparency of each
fixed focal length camera display, showing full screen display, on the monitor
shall be supplied as part of the Technical/O & M Manual, transparency size
shall be to fit the monitors supplied. Quality of the transparencies shall be
such that should a camera be moved then by placing the transparency over the
monitor face the camera view can be reset to its correct position. Quantity two
transparencies shall be supplied for each fixed focal length camera installed as
part of this contract.
16.0
MAINTENANCE AND SPARES (SITE)
01
Information on any basic preventive maintenance required and 1st line
repairs shall be provided.
02
A list of parts which may be replaceable by local Works Staff shall be
provided, indicating suppliers, together with a recommended stock quantity.
03
The following shall be supplied to site as part of the contract :-

a
Quantity one spare camera of the model used for fixed cameras.
b
Quantity one spare lens of the type most common to the system.
c
Quantity one spare ‘Silent Witness’ Model V28 with High
Resolution Colour Camera, or equal and approved unit, if installed.
d
Quantity two spare domes for the ‘Silent Witness’ Model V28, or
equal and approved unit, if installed.
e
Quantity four spare Windows for Vandal Resistant Housings if
installed.
MAINTENANCE/CALLOUT (CONTRACTOR)
01
17.1
The contractor shall provide maintenance and callout facilities over the 12
months maintenance period covered within the contract documents, as
follows :-
Routine Visits
01
Qualified Engineers with proven experience of the CCTV system installed
shall attend on site at intervals of not more than six months (i.e. two visits
during the guarantee period) to carry out the routine tasks and tests. First
visit shall be carried out six months after the system has been accepted by the
authority.
02
Seven days notice of an intended visit shall be given by the Contractor to the
H of WS in writing and confirmation that the visits will be allowed sought
by telephone 24 hours before intended visit.
03
The routine work shall be carried out during normal working hours which
will be ascertained when seeking approval to visit.
04
The contractor shall allow for in his tender for possible delays or breaks
during the visit of his engineers that may arise in connection with the
security of the establishments.
05
The contractor shall ensure that any spares held on site are tested and proved
serviceable during the routine visits.
06
On completion of each visit, the Contractors Senior Engineer shall submit a
certificate showing the tasks carried out and the recorded results of any of
the tests carried out.
07
Before leaving the site, the Contractors Engineer shall notify the Site
Manager or his representative of his intention to leave, his reason for leaving
and when he expects to return, if the work remains incomplete.
17.2

At the request of the H of WS or his representative by telephone to the
contractors office, an engineer with proven experience of the CCTV system
installed, shall attend site when so requested in order to rectify faults which
may occur on the system. Any such repairs shall be completed by the
contractor no later than 20:00 hrs on the second day following the day during
which the request is made.
Maintenance Tasks

Maintenance shall include at least the following tasks :–
a
Check of date time generator.
b
Cleaning of monitor screens, camera housings and lens surfaces
using appropriate materials. Following completion of cleaning,
each camera view shall be checked against the appropriate positive
transparency for correct alignment.
c
Testing each camera resolution with the Rotakin Test Target to
ensure that, on replay of a recording at the operators position, the
‘K’ Scale on the Rotakin Test Target is clearly identifiable on the
operators monitor.
d
Check individual camera displays on the Monitor using Positive
Transparencies to ensure correct camera alignment, adjust if
required.

Check Digital Video Recording and Management System to ensure
correct operation.
f
Making any repairs or adjustments necessary to ensure that the
resolution performance is maintained as per the specification and
demonstrated to the authority.

Personal details of staff who are liable to carry out maintenance and callout
over the 12 months shall be submitted to site as soon as possible after the
contract is let.

Contractor shall supply costing for maintenance contract after the guarantee
period for subsequent years based on current rates and average earning
indexes published by the Office of National Statistics Labour Market Trends.
Site visits shall be at six monthly periods.

a.
Proposed position of CCTV cameras and the area covered.
b.
A block schematic showing full control system design.
c.
Equipment proposed for Lightning and Over voltage Surge
protection.
d.
Any other information required by the specification
Full information including techniques and performance specification (as
appropriate) of :
a.
Cameras.
b.
Monitors.
c.
Lenses.
d.
Digital Recording and Management System.
g.
U.P.S.

Full statement of compliance indicating areas of non-compliance and
reasons.

Any further information including that requested separately in the
specification which would be helpful in the assessment of the system.
NOTE - SHOULD THE INFORMATION REQUESTED NOT BE PROVIDED
WITH THE TENDER RETURN THEN THE TENDER MAY BE REJECTED
AS 'NON-COMPLIANT.
