For Non-Roadway Projects
Introduction:
This cost estimate summary template is intended for use by sponsors of non-roadway projects or projects that
cannot otherwise use the Project Cost Estimate Summary Template (Appendix B) in the ACTC Cost Estimating
Guide. It is designed for projects at all development phases such as conceptual or final design. Sponsors must
submit backup documentation in support of their costs (e.g. cost estimates, quantity take-off, plans and/or
drawings).
The purpose of the summary sheet is to provide a consistent format for presenting cost estimates and to
account for contingencies and risk based allowances. The template provides general sections that comprise a
typical non-roadway project. If the project is very preliminary, the cost estimator will likely use lump sum
numbers for each of the categories. If more detailed information is available, separate line items may be added
and a rolled up total developed for each of the sections. Sponsors may also add sections as appropriate
according to the Construction Specifications Institute (CSI – Masterformat) or ASTM Uniformat II divisions.

If the project is conceptual in nature, the justification section of the estimate should explain the basis of the
estimate and the assumptions made in developing it.
A field review is required for all projects, as is responding to the Preliminary Risk Assessment Questionnaire
(PRAQ, Appendix A in the Guide). Unlike the preparation of an estimate for a roadway project, this template
does not specify which risk allowances should be applied to specific estimate categories. This is because of
the great variation among non-roadway projects. Cost estimators for these projects are asked to review the
methodology presented in the PRAQ, as well as the template for roadway projects in Appendix B, in order to
understand how risk based allowances are applied to various elements of a cost estimate. Appropriate risk
based allowances should be determined, based on the answers to the PRAQ, and the cost estimator will have
to use his or her judgment in determining which elements of the estimate should be increased to reflect the
probability of an identified risk.
The justification section of the estimate should also include a discussion of the identified risk categories and
how these were accounted for in developing the estimate.
NOTE: All sponsors must complete the Preliminary Risk Assessment Questionnaire (PRAQ, Appendix A in the
Guide) and submit it with a cost estimate summary for their project.

1. Complete the PRAQ by visiting the project site and answering the “yes” or “no” questions in each risk
category. Directions are on page A5 of the Guide, however, for non-highway projects, DO NOT apply
the determined risk allowances as prescribed.
2. Insert the lump sum or rolled up amounts from your cost estimate into the appropriate section of the
summary. As mentioned in the introduction, you may add sections or subsections as necessary. In
Sections I, II, and III pre-labeled lines (i.e. “Mechanical”, “Electrical”, “Civil 1”, “Civil 2”, etc.) have been
provided for convenience, however, it is encouraged to modify these labels as necessary for clarity and
understanding. Backup documentation should be submitted with your summary to support the costs.
3. For the Risk Based Allowance section, determine which sections from the cost estimate may be
affected by each of the risks identified in the PRAQ. For each identified risk, sum the costs of the
applicable sections and multiply by the developed risk allowance. Repeat for each identified risk
category. Provide justification for the selected sections applicable to each identified risk category.
4. Calculate the escalation of the Total Construction Cost.
5. Complete the Summary of Project Costs on page 5.
6. Complete the justification and basis of estimate on the last page and include it in your submittal.
