TOWN OF GIBSONS POLICY & PROCEDURE MANUAL SUBJECT: MEMORIAL PROGRAM ADOPTED: REVISED October 19, 2004 1. SECTION: Parks NUMBER: 6.2 PAGE 1 OF 3 RESOLUTION NO.: Preamble The Memorial Program provides a means for individuals, businesses or organizations to donate funds to the Town specifically for memorial benches, picnic tables, trees, tree markers and stones for enhancement of the community. Donations will be accepted when space is available for the placement of memorial benches, picnic tables, trees, tree markers and stones. Placement availability will be determined and monitored by the Town. 2. Goal To provide guidelines for the addition of memorial benches, picnic tables, trees, tree markers and stones in the Town for the use and enjoyment of the public, and for the enhancement of the community. 3. Policy 3.1 Sponsors Individuals, groups of individuals (such as families), businesses, and other organizations. 3.2 Dedication A bench, picnic table, tree, tree marker or stone may be dedicated to a deceased person as an "in-memory" donation or may be dedicated to commemorate a special event or an occasion. More than one item may be donated or dedicated at one time. Bench and picnic table dedications are for a ten year term and sponsors are given the first opportunity to repurchase the site after that period. 3.3 Financial Issues 3.3.1 Cost The cost to the sponsor of the bench or picnic table and the plaque will be $1,500.00. The cost of a tree marker shall be $500.00. The cost of the memorial stone shall be the cost of the rock and placement plus the plaque. Fees are subject to change to provide for increasing material and labour costs. 3.3.2 Receipt to Sponsor As donations to Canadian municipalities are tax deductible, each donation of $500.00 (or more) will be receipted. 3.4 Placement 3.4.1 Location Placement of benches, picnic tables, trees, tree markers or stones will be determined on an individual basis, with consultation occurring between the sponsor and the Town's staff, and other agencies if required. Although staff will endeavour to place benches, picnic tables, trees, tree markers or stones in requested areas. The Town is to perform the selecting, planting, locating and placement of memorial items. Further the Town does not guarantee and is not responsible for the survival of trees. The Town reserves the right to relocate any bench, tree or tree marker for operational or other reasons. 3.5 Plaque Plaque inscriptions will be provided to Town staff by the sponsor at the time of the application for memorial bench, picnic table, tree, tree marker or stones dedication and payment of donation.
