meeting on Thursday 24 October 2013 at 7.00 p.m. in the Council Offices, 137 London Road,
Southborough, Kent TN4 0ND.

APOLOGIES AND REASON FOR ABSENCE

DISCLOSABLE PECUNIARY AND OTHER SIGNIFICANT INTERESTS
Members who have a Disclosable Pecuniary or Other Significant Interest within the meaning
of the Kent Code of Conduct 2012 in any matter appearing on the agenda, are invited to
declare that interest at this stage and sign the register accordingly.

PUBLIC OPEN SESSION
Standing Order 60(a). Members of the public may speak under this item as long as 24
hours notice of their wish to do so has been given the Town Clerk, and that the subject is
relevant to this Committee. No speech may be for longer than five minutes except by
resolution of the Committee or Council.
4.
MINUTES OF THE MEETINGS
The minutes of the meeting held on Thursday 19 September 2013 were approved by Full
Council on 26 September 2013.

ACCOUNTS
a) Outstanding cheques – A list of cheques requiring signature and payment will be tabled.
b) Financial Statements – Members to note the attached statements of income and
expenditure for 1 September to 30 September 2013.
c) Financial Summary – Members to note the attached financial summary from 1 April to 30
September 2013.

FINANCIAL MATTERS
a) Audit – Members to note the attached audit page from PKF Littlejohn our outside Auditor.
b) Investment - Members to note that the Town Council’s investment of £100,000 has been
invested with LloydsTSB for 6 months at a rate of 1.01% and £50,000 for 12 months at a
rate of 1.10%. Documentation attached.
c) Victim Support – Members to note the attached letter, acknowledging our recent donation.
d) Home start - Members to note the attached letter, acknowledging our recent donation.
7.
OTHER MATTERS
a) Twinning Matters - An update will be given on any recent twinning matters.
b) Communication with Stakeholders – Members to discuss the ongoing inaccurate content
of face book and other forms of media.
c) Royal Victoria Hall - Licence to Occupy – Members to see the attached information
received from our insurers. This information relates to all use of the hall, and not
specifically if Members decide to progress the Licence to Occupy. If it is agreed to go
ahead, then Members need to be aware that many more details will be required, before a
draft licence and can be prepared and advertising of the availability of this licence is
progressed. This will also have an impact on the staffing of the hall.
d) Christmas Lights Working Group – Members to note the minutes from the meeting held
on 30 September 2013. A discussion needs to take place on the delivery plans for the A5
advertising leaflets to all homes in Southborough. The cost of the leaflets is approximately
£300.00. An alternative would be to place an advertisement in the local newspaper, contact
the local radio stations and the usual posters outside the hall and in a variety of locations
around the town.
8.
CONFIDENTIAL MATTERS
It is proposed that during consideration of the following items of business the public and
press would be temporarily excluded (Standing Order 76).
These items are considered confidential for the following reason(s)
Information relating to individuals.
a) Staff Wages – Details of the staff wages for September 2013 are attached. Members to
note.
b) Land Adjacent to 26 Bounds Oak Way – The progress of this land sale has stalled
due to our Solicitors Kent Legal requiring that the permitted uses of the land be listed
specifically. Please see the attached correspondence from both Kent Legal and The
proposed purchasers. Members to discuss the matter and advise the Clerk of their
decision on our requirements as land owner.
c) Outstanding Debt Update – Please see the attached response from the Collection
Agency when asked for an update. Members need to discuss and advise the Clerk of
their agreement to write these debts off, ensuring that neither of the debtors is
permitted access to our facilities in the future.
d) Southborough Hub – Members to note that the consultations with stakeholders
have now been completed. A list of those who attended is attached. AMUP are now
working towards the possible options for the site. There will be an exhibition held in
the foyer of the Royal Victoria Hall on 13 November where the options will be
displayed and all other stakeholders and residents will have the opportunity to speak
with AMUP.
