1.1 Project Description - Architectural
With the passing of bond funding in late 2014, Central Carolina Community College (CCCC) has several initiatives
underway to accommodate new and expanding programs at their Sanford locations. The Veterinary Medical
Technology program at CCCC was the first of its kind in NC. As demand for veterinary technicians has increased,
CCCC seeks to expand enrollment and update its facilities.
Scope
Among the VMT program's facilities is a 4,000 square foot 1-story building, the existing lab and kennel building,
which houses the program's animal colonies and a clinical practices (CP) lab. This project will include scope relative
to the existing building, and construct a 13,434 square foot addition.

Scope at the existing building includes the creation of a ramp to create an accessible connection between the
existing building and the addition, and associated relocation of elements to facilitate the creation of the ramp.
Abatement of asbestos-containing materials will also be performed as part of the project scope (refer to the ACM
Survey in the Appendices section of the report). The canine and feline colonies will be relocated to the new addition.
The former canine kennel area will be converted to a storage space, and the former feline spaces will allow for a
rearrangement of small rodent colony housing.
New construction scope involves the construction of a 13,434 square foot 2-story addition, which will house the
newly relocated canine and feline colonies. The addition will provide two new 30-seat classrooms, two new teaching
labs, office space, canine/feline housing, and associated support spaces.

A programming document was completed as part of pre-design efforts, and is reproduced below. However, updates
have been made to the program during the SD process, and are represented by the current floor plans.

Architectural Systems - Existing Building
Architectural modifications to the existing building are limited to those that facilitate the creation of an accessible
ramp connecting the two buildings, and abatement of asbestos-containing materials. Construction of the ramp will
require some re-work of the existing building's slab, and potential shoring/underpinning of a segment of existing

foundations adjacent to the new addition. Storage of medical gas cylinders will be relocated to the exterior to make
way for the proposed ramp, and an existing storage closet will be demolished to enable proper clearances.
Architectural Systems - New Addition
The Vet Tech addition will consist of 2 floors, totaling 13,434 sf. Architectural context of the surroundings buildings,
most built in the 1970s, consists of low-rise brick buildings with metal panel parapet / fascia cladding. The addition
seeks to mimic this context (heavy brick appearance below an upper, lighter material) with its massing. Key views to
and from the building are via the central campus courtyard, as most student traffic will approach the building from
the western (courtyard-facing facade). The main entry will be at the juncture of the addition and existing building,
allowing convenient access to both buildings. A service yard, created by the space between the addition and existing
building, will be created at the eastern side of the building, enabling space for deliveries, dumpster, and other service
functions. No loading dock is required, however.
Exterior walls will be composed of load-bearing CMU backup, continuous air/vapor barrier, insulation, and
associated accessories, ties, and flashing. Brick veneer will be the cladding material at the first floor level, and will
transition to a rainscreen system at the second floor, with exterior cladding of fiber cement siding/panels. Selected
feature areas will receive ACM (aluminum composite material) metal panels in a rainscreen (dry joint) installation.
Roofing will be a single-ply TPO system, on insulation and sloped structure. A central ridge will drain towards the
north and south sides of the two story volume, to either internal roof drain piping, or exterior roof drain leaders and
overflow scuppers.
Fenestration will consist of insulated glazing units with high performance coatings to reduce solar heat gain.
Aluminum framing systems are proposed to be limited in height to enable construction with storefront framing, versus
curtain wall framing.
interior Space Plan
A detailed finish schedule has not been generated yet, but an overview of finishes is as listed below:






Classrooms and office spaces will have gypsum board walls and acoustic ceiling tile. Flooring will
consist of carpet or vinyl/linoleum tile.
Restrooms will include gypsum board and porcelain / ceramic tile on the walls and floors, and acoustic
ceiling tile.
Storage, housekeeping, electrical, and other "back of house" spaces will include gypsum walls with tile
or FRP, flooring of vinyl tile or exposed concrete, and acoustic ceiling tile or exposed ceilings.
The dog housing area will likely include a heavy duty epoxy flooring, acoustic ceiling tiles, acoustic
baffles and/or wall panels, and sealed CMU walls. The cat housing area will contain similar finishes, but
may omit acoustic baffles or wall panels.
Animal work areas and the laundry room will have exposed concrete or epoxy floors, acoustic ceiling tile,
and sealed CMU walls.
The labs will likely include sealed concrete or vinyl tile floors, acoustic ceiling tiles, and CMU/gypsum
board walls.
Conveyances
A holeless hydraulic elevator is proposed for the building.

2nd floor corridor will receive a 1 hour rating. No large scale exterior ratings are
anticipated, due to distance from adjacent buildings, however, 10' of exterior walls
will be rated in certain areas adjacent to stair egress.
ADA Accessibility
All primary spaces within the building, including restrooms, labs, classrooms, and
offices will be accessible and on an accessible route.
* The governing codes for this project include the 2012 North Carolina Building, Administrative, Mechanical, Fuel Gas,
Plumbing, Energy, and Fire Codes, and the 2011 National Electrical Code (NFPA 70) with 2011 NC Amendments. By
reference, ANSI A117.1 and DoJ Accessibility Standards are included.
The authorities having jurisdiction (AHJ) over this project include:




Due to the relatively small size of the building, it is proposed to be considered as a Type VB building to enable a
connection to the existing kennel building without a fire wall. Actual construction methods of the new addition will be
more in line with Type IIB construction, however.
The project proposes to provide a fully accessible new building with associated accessible parking spaces located
across the street. All primary spaces within the building, including restrooms, labs, kennels, classrooms, and offices
will be accessible and on an accessible route.
Original drawings indicate the presence of Vinyl Asbestos Tile in the lab and toilet room in the existing building. The
existing kennel/lab building was surveyed in April 2015 by Blue Ridge CC EHSI and was determined to contain

asbestos-containing materials. These materials will need to be abated as part of the project scope. The testing report
has been included in this report.
A building-wide sprinkler system is not required due to the size and anticipated construction type of the building,
however, a dry standpipe will be provided at each stair, and an FDC will be provided at the eastern facade.
The minimum required plumbing fixture counts are four water closets/urinals and three lavatories for men, and four
water closets and three lavatories for women. Two drinking fountains are required.
(Refer to the plumbing fixture spreadsheet included in the appendix.)
Sustainability Goals
Although not subject to the requirements of Senate Bill 668, nor seeking any form of green building certification such
as LEED or Green Globes, this project will seek to specify sustainable materials and equipment where possible.
HVAC and lighting design is mainly driven by rigorous environmental requirements associated with animal - oriented
spaces. However, the design team has proposed the consideration of certain strategies to reduce energy
consumption while still achieving functional and budgetary goals, including total energy heat recovery and LED
lighting.
1.2 Project Description - Civil / Landscape
Soils investigation efforts are underway, and the geotechnical report will be submitted with the DD submission.
Suggested boring locations have been identified based upon the building's current layout.
The proposed site work associated with the new Vet Tech building will consist generally of the following:
Site demolition will include the removal of an existing 23 space parking lot and adjacent sidewalks in the immediate
site of the proposed building. Portions of curb and gutter will be removed along the adjacent campus roadway. An
existing fire hydrant will be relocated and several site lighting fixtures will be removed and/or replaced.
A limited amount of earthwork and very minor clearing will be required on the flat site to establish the building’s
subgrade elevations. Additional clearing and grading will be required across the campus roadway to the northeast of
the building site in preparation for the construction of new parking spaces.
Two new handicap accessible parking spaces will be developed in the base bid scope of work and an additional 22
spaces will be included as an alternate scope. The parking spaces will be constructed of asphalt pavement with
concrete curb and gutter and will be oriented 90-deg to the existing roadway which will serve as the aisle for the new
parking spaces. The new parking spaces will be constructed with approximately 3-ft of additional stall depth to
compensate for the existing driveway width with is slightly narrower than the standard 24-ft wide parking space
access aisle.
New sidewalks will be installed around the perimeter of the new building to maintain the campus’s network of
pedestrian pathways. A concrete-paved service area connecting to the campus roadway will be constructed near the
northeast corner of the new building.
A new system of storm drain inlets and pipes will be installed to convey stormwater from the areas adjacent to the
new building to the existing storm drainage system located with the adjacent campus roadway. The site is not
located within a water supply watershed and no stormwater treatment or detention is required or proposed for this
project. Stormwater from the site will drain to the existing drainage system which discharges to an established
channel that eventually drains to Lick Creek in the Cape Fear River basin.

An existing fire hydrant that will conflict with the new building will be relocated across the campus roadway. Domestic
water for the new building will be provided by an extension of the existing campus domestic water system on the
southern side of the building.
The sewer service for the new building with either be extended by gravity to the southwest to connect into an existing
gravity main that flows to the campus’s existing Joyner Pump Station or a new small grinder pump station will be
installed to serve the new building. The force main from the grinder pump station would connect either to the existing
force main of the adjacent Vet Lab Pump Station or extend to the existing gravity main located on the southeast side
of the Vet Med Tech building. The feasibility and cost of each option are currently being evaluated.
1.3 Project Description - Structural Engineering
Structural systems proposed for the project are as follows:
Foundations
Foundations will be designed in accordance with the recommendations in the geotechnical engineering
report. This report is not currently available, as the geotechnical investigation in the location of the proposed new
building structure has not been conducted. It will be assumed, for the purposes of this design narrative, that a
shallow foundation system will be recommended for the new building. Additionally, it will be assumed that the
seismic site class is D. Should the geotechnical engineer recommend a different foundation system or a different site
class, foundation adjustments will be made to meet those recommendations.
Columns will be supported on conventional spread footings, while continuous wall footings will support exterior
foundation walls, exterior masonry walls and load bearing interior masonry walls. Support for interior non-load
bearing masonry partition walls will consist of a thickened slab-on-grade.





Foundation concrete will be f’c = 3000 psi, normal weight
Slab-on-grade concrete will be f’c = 3500 psi, normal weight
Elevated slab concrete will be f’c = 3000 psi, normal weight
Top of footing elevations will typically be 1’-4” below the finished floor elevation
Slabs-on-grade will be 4" thick reinforced with welded wire reinforcing on 15-mil vapor retarder and a 4”
depth of porous fill.
The finished floor elevation of the new building addition will be approximately 4 feet below the finished floor elevation
of the existing building. Underpinning and strengthening of the foundation wall and footings of the existing building
will be required where the new addition connects to the existing building. A ramp will be provided for access between
the two buildings.
Primary Structural System
The building structure for the new addition will consist of 2-story load bearing masonry walls, except that the 1-story
connector element will use steel tube columns. Elevated floors will be framed with steel bar joists supporting a
normal weight concrete slab on steel form deck reinforced with welded wire reinforcing. Roof construction will consist
of open web steel joists supporting a 1-1/2” roof deck. Resistance to wind and seismic loads will be accomplished
with reinforced masonry shear walls. A building expansion joint will be provided between the new addition and the
existing building to avoid imposing additional loads on the existing building for which it was not designed.
Design Loads
Design of this building will be in accordance with the 2012 North Carolina State Building Code. Structural
design loads are anticipated to be as listed below:

Existing Building To Remain
The structural occupancy of the existing building to remain will not change; therefore, unless the local building official
requires it as an exception, bringing the entire structure up to current code is not required. It is anticipated, however,
that a portion of the existing building foundations will need to be altered and strengthened where the new building
addition connects to the existing building. These alterations are not
expected to cause an increase in loading to any other element other than those being altered.
1.4 Project Description - Mechanical Engineering / HVAC
HVAC loads and type of systems are driven primarily by the amount of ventilation required for this facility.
Recommendations by Animal Arts indicate the need for a minimum of 12 air changes of fresh air for the dog kennels,
20 air changes for the cat wards and 12 air changes for the lab areas. The lab ventilation recommendations are also
applied to the two large class rooms on the second floor as animals are being used in these rooms. Separate
systems are also recommended for the dog and cat areas.
Preliminary load calculations to accommodate the high ventilation rates, estimates peak building loads of 98 tons of
cooling with 590 mbh of heating. The dog and cat wards will require 100% outside air to maintain these ventilation

rates. In addition to the high heating and cooling loads, humidification and dehumidification will need to be
provided.
Use of total energy (enthalpy) heat recovery in the units or as separate exhaust/makeup units, decreases the heating
and cooling loads as well as the need for humidification and dehumidification. Estimated cooling and heating loads
with the use of total energy heat recovery are 65 tons of cooling and 450 mbh of heating.
Physical size of the necessary equipment dictates the equipment be placed on the roof especially since separate
systems are required for the various areas. Several options are available and have been considered for the facility.
The option that appears to be best is that of self-contained DX equipment with supply and exhaust/return fans, total
energy wheel, hot gas dehumidification and internal controls. Use of this type of package equipment eliminates the
need for a separate chiller, boiler, pumps and associated piping. Controls are also integrated such that only
communication links and space sensors are needed for the equipment.
Cost estimates are provided for both the packaged equipment described above and for a system with chiller and
boiler. Roof top equipment for the chiller/boiler option would be similar without the compressors, condenser and gas
furnaces but would include chilled water and hot water coils and a total energy wheel. An air cooled chiller would be
provided on the ground and a condensing boiler located in a mechanical room with associated pumps, air control,
piping etc. DDC controls is included for all systems.
Both of the options described utilized constant volume systems for the 1st floor animal care areas and a variable
volume system for the second floor. The second floor is divided into separate zones served by parallel fan terminals.
The lab fan terminals will have controls set for minimum ventilation rates when in use to provide the necessary
ventilation rates. Although the animal care areas are constant volume, variable speed drives will be utilized on the
fans to allow adjustment to the total flow based on animal occupancy. Use of variable speed drives also allows the
exhaust fan to control space pressurization and adjust with filter loading.
The first floor common areas will be served by a standard packaged unit if the package DX systems are used or a
chilled water unit if the chilled water option is selected.
Rooftop equipment will be curb mounted on rigid curbs. Interior space within the curb will be filled with layers of gyp
board and rigid insulation for sound attenuation.
Ductwork will be galvanized sheet metal with wrap insulation. All ductwork is anticipated to be concealed at present.
Return duct will be used rather than ceiling plenums to maintain isolation of the spaces, reduce potential
contamination above ceilings and allow use of non-plenum materials in the ceiling cavity.
Insulated flexible
ductwork will connect rectangular duct to air terminals and ceiling diffusers. Diffusers will be square louver face
diffusers for ceiling mounting or lay-in installation matching the ceiling type. Return grilles in the dog and cat wards
will be filter type grilles to aid in maintaining filtration, keep return ducts clean and reduce filter maintenance at the
units.
Stainless steel sheet metal hoods will be provided over designated sinks and dishwasher areas and served by inline
or rooftop fans to provide general exhaust in those areas. Exhaust duct will also be provided for the lab hoods
provided as part of the veterinary equipment. Toilet and janitor room exhaust will be connected to a single roof
mounted exhaust fan controlled by time of day.
Scavenger system ductwork will be provided in the work areas and the lab classroom wherever anesthesia
equipment is provided. Systems will consists of PVC piping above the ceiling and flexible hose dropdowns for
connection to anesthesia equipment.
Four inch dryer exhaust will be provided for each of the dryers in the laundry.
Dedicated ductless wall mounted air conditioners will be provided for the IT and elevator equipment rooms and be
enabled at all times. Condensing units will be roof mounted.

1.5 Project Description - Plumbing
Schematic drawings include a load demand summary for water and sewer requirements. Peak water demand is 75
gpm requiring a 2” main water line within the building. The water service will enter the building using Type K copper
underground and connect to a 2” RPZ backflow preventer inside the building. Water distribution piping will be Type L
copper routed overhead. Hot water demands are dictated by dog wash areas and washing machines and will be
provided with a high efficiency sealed combustion natural gas water heater with 80 to 100 gallons of storage and a
minimum of 150 mbh heating capacity. Water will be stored at 140 degrees and distributed through a mixing valve at
110 degrees throughout the space. Hot water recirculation will be provided and controlled by time of day and/or
return temperature.
Drain Waste and Vent systems will be standard weight cast iron with no-hub joints. A four inch building drain/sewer
will be required for the building. The schematic drawings indicate a single 4” line running along the northwest side of
the building and connecting to a new lift station. This will allow separate connections for the trench drains in the dog
kennel area, laundry and general waste. Separate connections with cleanouts will provide ease of maintenance in
case of stoppages without affecting the entire building. A central hair separator is not presently provided on the
existing facility and not planned for the addition. However fixture drains and floor drains serving animal areas are
planned to have strainers and/or baskets for capture of hair prior to entering the drain system.
Trench drains are planned for the kennel areas, one trench for each row of kennels, internally sloped to a single
connection with HDPE grates. Floor drains will be provided in mechanical rooms, toilets, labs and other areas as
desired. Dog wash stations include wash enclosures provided with the veterinary equipment and drain to floor
sink/drains with strainers for hair capture.
Flushing fixtures will be manually operated, flush valve, low flow fixtures. Lavatories in the gang restroom with have
tempered water provided by motion sensor mixing faucets. Single location lavatories and sinks will have single lever
faucets. Dual wrist blade type faucets will be provided in the lab area and work sinks. Janitor sinks will include
molded stone receptacles with faucets and hose connections.
Hose reels with cold water only are provided in the dog kennel area for wash down. Hose bibs inside will be
provided for general use and in toilets for cleanup. Outside hose bibs will be freeze resistant, key operated.
A split level electric water cooler is provided in locations shown. Utility boxes with water hammer arrestors are
provided at each washing machine and refrigerator with ice maker.
Medical gas (NO2 and O2) piping will be routed throughout the space as desired. A central gas storage area will be
provided outside the building and gas piping racked overhead from the storage area to the building and above the
ceilings within the space. Piping shall be Type L seamless medical gas tubing with brazed joints.
1.6 Project Description - Fire Protection
Per conversations with the City of Sanford Fire Marshal, dry standpipes will be included in each stair, and an FDC
connection will be provided at the building's east side.
1.7 Project Description - Electrical
Electrical Systems
This project is an addition to the existing building which currently has its own service. In order to provide a service of
adequate size for the existing and new facility, a new service will be provided as part of the new building and the
existing building will be sub fed out of the new service. A load summary is provided on the schematic drawings and
estimated service size is 1000 amps at 208 volt, three phase. This provides a 400 amp branch feeder to the existing

service panel. Service grounding will be disconnected from the existing service once the new feeder is installed and
connected to the new service.
The new service will provide general purpose power throughout the building for receptacles, elevator, roof top
equipment, lighting and veterinary equipment. It is expected a new pad mount transformer will be provided at the
northeast end of the building and feed in a concrete duct bank underground to the electrical equipment room. All
wiring will be copper installed in conduit per State Construction Guidelines. Disconnects, variable speed drives and
similar devices will be provided by the specific trade providing the equipment and connected on the lineside by the
electrical subcontractor.
Lighting for this facility will be primarily LED. Most all areas require a high degree of dimming associated with the
needs of the animals. While fluorescent can be considered, cost of dimming usually favors the LED fixtures. In
addition LED power consumption is considerably less making it much easier to achieve the requirements of the NC
Energy Code or ASHRAE 90.1. Maintenance costs are also reduced due to the long fixture/lamp life of LED fixtures.
Exterior fixtures will be building mounted and use LED illumination. Emergency lighting will be provided by battery
back-up within the individual fixtures.
Lighting control will use a central control panel for the second floor and 1st floor common areas that can be operated
from a building management system providing time of day shutdown. Animal areas will utilize localized dimming
controls as these areas should be controlled and maintained at various settings as determined by the users. Remote
control of the animal areas is probably not desired.
Parking lot lighting will consist of pole mounted LED lighting with timeclock and photocell control.
Fire Alarm
A central Fire Alarm Control Panel and addressable system will be provided for the building. A Fire Alarm
Annunciator Panel will be located near the entrance to the building. Detection devices will consist of corridor smoke
detectors, elevator smoke detectors and heat detectors, storage room detectors and duct smoke detectors. Manual
activation will include pull stations at exit doors and elsewhere as required. Signal annunciation devices will include
horn strobes and strobes throughout the building and will be required in almost all spaces except offices and storage
rooms.
Interface with the existing building is also required and will include replacement of all existing devices to be
compatible with the new system. Dedicated phone lines will be provided through the new phone/IT room and air
handler defeat included at the FACP.
IT/Phone
A separate room is provided on the second floor for IT/Phone service. These services are currently located on the
northeast end of the building. Conduits will be provided from the utility up to the second floor room for installation of
copper phone service and fiber optic cables. Fire rated plywood will be provided on the walls of the room and open
racks provided for equipment. Cabling will be provided from the IT racks to the various phone, wireless access
points and data outlets as well as building management system and lighting controls. All cables will be routed in
conduit or on wall hooks.
Security System
Security systems provided as part of the building contract will consists of raceways, wiring and outlet boxes for the
equipment provided by the Owner/security system vendor.

3: Estimated Project Cost
Estimated Project Cost
The enclosed 3-9 budget form reflects updated budget cost information. Given current market conditions, the current
estimate reflects a construction cost per square foot of $300 for an approximately 13,000 SF addition, including site
costs.
The enclosed budget form also reflects a 3% construction contingency, 3.25% design estimate contingency, design
fees, estimated Owner costs, and an escalation factor of 6% over the course of 12 months. The total estimated
project cost is approximately $4,991,784.
The design team evaluated the use of a chiller/boiler option instead of a DX packaged strategy. The current estimate
is based upon a DX system; a chiller/boiler option is anticipated to add approximately $75,000 to project costs.
The design team has identified a list of possible add alternates based on current design. As the project develops, the
design team will continue to work with CCCC to identify items that can be structured as add alternates to allow
flexibility on bid day. Currently identified alternates include:





Acoustic window/door units at spaces housing dogs
Dog shading structure at exterior dog run area
Roof screening assemblies, if allowed to be omitted by Sanford Zoning
Parking, except for required HC spaces, if allowed to be omitted by Sanford Zoning
Reduced glazing area on the west and east facades

Visit Activities: Asbestos Inspection
The inspection was conducted at the Vet lab building. Ten (10) samples were taken to be analyzed
to determine if they are Asbestos Containing Materials (ACM).
The samples were shipped to Scientific Analytical Institute (SAI), Greensboro, NC for analysis on
April 28, 2015. The samples were received on April 29, 2015 and analyzed under Lab Order ID:
1508238 to determine if they are ACM.
The samples were analyzed at SAI for asbestos by Polarized Light Microscopy (PLM). SAI is
accredited by AIHA (American Industrial Hygiene Association Lab # 173190) and NVLAP (NVLAP
Lab Code 200664-0).
The laboratory results were received on May 8, 2015. When analyzed, Sample IDs 5-B, 6-B, 9 and
10 tested positive for ACM and contained Chrysotile asbestos. EPA and OSHA regulations define
ACM as any material containing more than 1% asbestos. Below is a chart of the sample ID’s,
locations and % asbestos.

All ACM in the building should be removed and disposed of by an accredited asbestos abatement
contractor, prior to any renovations. Also the ACM should not be disturbed before the abatement.
All VCT and the ceiling surfacing material, like the material in the dog run area, anywhere in the
building should be considered as ACM.
