Sub‐Regional Training Workshop on Changes in SNA 2008 affecting GDP Compilation 30 June‐4 July 2014, Astana, Kazakhstan. Annotated Programme of Work Overall Training Goals The goals of the training are to enhance the technical knowledge and skills of participating countries to: i.
Apply SNA 2008 concepts and definitions in the compilation of national accounts statistics and ii.
Expand the coverage of GDP in their respective countries. Learning Objectives: At the end of the training, participants are expected to be able to: i.

Understand key changes in the SNA 2008 and their implications in compiling GDP; Incorporate SNA 2008 changes relating to military expenditures, research and development expenditures and financial services in their GDP compilations; Apply good practices and methods in estimation of imputed rent, military expenditures, research and development expenditures; and Identify key data sources and apply appropriate techniques to improve coverage of the non‐

14.00‐15.00 Session 3: Round Table Discussion on SNA 2008 This session provides an opportunity for countries to raise specific questions and issues relating to the SNA 2008 to the experts. Specific changes in the SNA 2008 Session 4: SNA 2008 Changes Impact on GDP Expert Presentation [45 minutes] and 15 Minute Discussion: This session discusses specific impacts on current GDP data if the SNA 2008 is fully adopted. It also looks at other aspects of financial services such as central banking, financial markets, insurance and auxiliary financial services within the framework of the SNA 2008. Production accounts of financial services are also examined. Specific changes in the SNA 2008 Session 7: Military expenditures—estimation methods‐Expert presentation: T he presentation discusses the changes in the SNA 2008 regarding the treatment and classification of weapon systems and military related expenditures. The new changes are examined in how they affect GDP. Activity: 15 Minute Country Paper on Incorporating Military Expenditures in GDP calculation. Presenter: Andrej Mikus, ESCAP 10.15‐11.00 Module 3: GDP Exhaustiveness Session 1. Overview of GDP scope and coverage Expert presentation: The presentation discusses the concept of GDP as a measure of economic activity. Approaches to measuring GDP will be explained and the scope of GDP within the SNA 2008 production boundary outlined. Various measures will be discussed that can be applied in extrapolating specific components of GDP aggregates. The questions will be based on those raised in the country papers and any other that may arise during the training.
