The first stage of land reform
• the process of restitution of
agricultural land was completed in
2001
• at the end of 2002 the woodlands and
forests had been restituted
• the land parcels register (agricultural
land register) and a computerised
information system for graphical
display and register of agricultural land
and forestry regions have been done

The second phase of the land reform, i.e.
the consolidation of land, has started
• Legislation was adopted allowing for
different possibilities to consolidate land
such as renting or leasing of agricultural
land in government property and exchange
of land;
• creating a legal basis defining the land
ownership bodies and extending the
competence and staff of the MAF.
• The increased number of transactions and
the slowly rising prices indicate that the land
market is gradually developing -also from
fairly low levels.

STATUS OF LAND FRAGMENTATION

As a result of the implementation of the
activities according to the Law on
Ownership and use of agricultural land, land
reallocation plans by Territories Belonging
to Settlements (TBSs) were drawn up and
came into force for the entire territory of
the country. There were established about
10 million land properties, belonging to
approximate 2 million owners, which means
that the average area of a property is about
0,6 ha, including perennial plantations,
meadows, and pastures.

STATUS OF LAND MARKET
Agricultural land market
• 1998
The market exist in result of pursued
reform. Part of the owners are able to
manage their restored land. Exceptionally
poor and chaotic land market.
• 1999
Active supply, poor demand, big price
differences. Poor and unadjusted market.
• 2000/2001 Active land market at whole territory. The
price margin decreased.
• 2004
Dynamic land market. The land
transactions increased on purpose of land
consolidation.
LAND CONSOLIDATION IN BULGARIA

Several acts dealing with farm land consolidation have
been passed in Bulgaria. The last one - Cadastre
and Land Consolidation Act was passed in 1941.
Land consolidation processes took place in a
number of farm land areas in the North-West part
of Bulgaria. After the cooperation, land
consolidation process was stopped. However, for
starting land consolidation now, after the restitution
of farm land and the supervening multiple land
divisions, it is necessary to execute land
consolidation within some pilot areas. This can be
considered as a first step for working out of
regulations and norms about future draft low on land
consolidation.

Aims of pilot projects
• acquisition of practical experience;
• establishment of an appropriate for our conditions
technology;
• preparation of the normative framework;
• ensuring public support to the land consolidation and
analyze of public opinion;
• introduction of a modern system for use and protection
of farm land, by means of consolidated farming and
application of modern effective agricultural
technologies;
• incorporating deserted farm land;
• activation of agricultural land market;
• creation of an interest in investments in agriculture and
credit relief;
• creation of conditions for proper organisation of the
land use in farms;
• accounting and registration of farms.
• Full of data base necessary for creation of cadastral
map and property register.

Rules for designing on land consolidation plans
• The existing ‘structure’ of the massifs will be
respected
• Total ‘value’ for each owner in LC plans must be
equal to the present total
• Consolidation of some parcels, owned by one owner
is more important than moving one parcel, owned by
other owner.
• First wish of an owner who wants to consolidate his
parcels in a massif, he is already in, is more
important than the first wish of an owner who wants
to consolidate his parcels in another massif (he
does not posses any parcel there)

Criteria's for definition of TBSs
• Agreement from land owners, including the
municipality and the state, and users for
consolidation of agricultural land
• Available flat terrain
• If it is possible equally land category
• Not to have established irrigation systems or
cultivated land in whole TBS to be included into the
fund of irrigation area.
• Not to have stipulated establishment of linear
infrastructure objects in next 5 years

1. Collection, actualization and analysis of the source
materials and data
2. Defining the final list of owners (participators) and
evaluation of their properties
3. Public hearing
4. Design (first draft plan, second draft plan and final

Pilot land consolidation projects in Bulgaria

Why the project in Lomtzi
was discontinued?
• A lot of rent contracts
• Less State Land Fund
• One of land owners possesses more
than 120 ha. He wanted to consolidate
his land into the most attractive
massive. The rest owners didn’t agree.
• Different soil characteristics of the

Hurletz – Total number of investigated owners is 722 – 59 % of available
for an investigation with aria 1810 ha, which is 58 % from the area in
the regions for land consolidation.
Botevo - Total number of investigated owners is 920 – 68 % of available
for an investigation with aria 1840 ha, which is 65 % from the area in
the regions for land consolidation.
Abrit - Total number of investigated owners is 40 – 80 % of available for
an investigation with aria 629 ha, which is 84 % from the area in the
regions for land consolidation.

Legislation initiative at Ministry of
Agriculture and Forestry
Due to the need of a legal basis for successful timely finalization
of the pilot projects for land consolidation, implemented under
the agreements with the Netherlands and the World Bank,
MAF initiated amendment of the Ownership and Use of
Agricultural Land Act, in order to introduce an easy procedure
for changing the map of restored ownership by means of
consolidation of land properties.
According to an agreement on owners of agricultural land with
notified legalized signatures the operated plan for land division
and the approved map of existing or restored on terrain old
real boundaries of agricultural land, as well as map of restored
ownership, may been changed for the establishment of
consolidate land properties…”
