 GoI announces National Urban Sanitation Policy (NUSP)
in October 2008
 Sets two year time period for States to develop their
“State Sanitation Strategies”; recognizing:
 Sanitation as state subject
 Specific situation of states and cities
 NUSP lays out draft framework for developing State
Sanitation Strategies
(besides CSP and Award Scheme for Cities)
 A few states developped a draft SSS (Odhisha,
Chhattisgarh, Tripura, UP, Bihar)

The Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition)
Act, 1993
prohibits manual scavengers.
As per the act“manual scavenger”- means a person engaged in or employed for manually carrying
human excreta and the expression "manual scavenging" shall be construed accordingly;
