1. General poor state of the external plant network
which needs a lot of management attention.

Information Technology (IT) policy for management
of the External plant.

Management of networks by well established and
standard technical management procedures and
installation of TMN.
2.
Establishment of sub-regional management, operational
and maintenance centers.
3.
Maximum utilization of already established repair
centers in some countries on a sub-regional level.
4.
Monthly collection of network data and reports,
establishment of web sites with management, operations
and maintenance data by Regulatory Authority bodies.
