The National Patent Offices' Network – a project of the European Commission fostering innovation Philippe Cadre, French Patent and Trade Mark Office, INPI Paris, for the NPO Network Working Group WIPO FORUM ON INTELLECTUAL PROPERTY AND SMEs FOR IP OFFICES AND RELEVANT INSTITUTIONS IN OECD COUNTRIES, The Hague, June 14 and 15, 2006 1 The National Patent Offices‘ Network Background • Lack of awareness about IP in general, especially among SMEs • Common market is getting more and more intensive, importance of IP is growing • Lack of information about IP protection options, especially about foreign procedures • Existence of parallel systems of IP protection in Europe • Lack of knowledge how foreign IP information may be obtained 2 The National Patent Offices‘ Network Objectives • • Enhance and support the role of NPOs in raising of awareness about IP Provide – general information on domestic, foreign, national, regional and international IP-application and granting procedures – and personalised services to SMEs (in their own language). • Improve the exchange of information, experience and concepts among NPOs • Intensifying the co-operation between NPOs and European bodies, such as IRCs, EuroInfo Centres and the IPR Helpdesk 3 The National Patent Offices‘ Network Previous activities forming a basis for the Network’s Operations • Pilot actions under FP 5 – IP Europe, – IPRguide, – LIIP • “One-stop shop system” initiated by the Austrian Patent Office in 2001 4 The National Patent Offices‘ Network Past activities • Joint request of 23 European NPOs for support to DG Entreprise on 21 June 2004 • European Commission support assured – Creation of a human network, financing of plenary meetings – Support with development and hosting of a website and an Intranet • Human network established in June 2005 5 The National Patent Offices‘ Network VISION Through the Network of National Patent Offices we will ensure that the system of Intellectual Property Rights is recognised and adopted as one of the key enablers for innovative businesses in Europe. MISSION Working with the Commission we will: • Offer SMEs and the academic sector in Europe a national “IPR one-stop shop” for IP related information and assistance covering the national, European and international IPR fields. • Share best practice between members of the Network of National Patent Offices. • Increase the value of services provided by National Patent Offices to SMEs • Enhance the role National Patent Offices play in raising awareness of IPR. 6 The National Patent Offices‘ Network Current Measures • Establishment of the Network • Website on the Internet • Creation of an Intranet 7 The National Patent Offices‘ Network Human network (1 contact point for each country) in charge of providing the personalised services. • All 25 NPOs within the European Union • Collaboration of non-EU countries is a potential option for the future • OHIM • EPO • Plenary meetings chaired by DG Enterprise 8 The National Patent Offices‘ Network Website • Content drafted and compiled by the Working Group • Programming and hosting by IPR Helpdesk, Alicante • Target group – – – – SMEs not aware of IP SMEs principally aware of IP, but seeking information Academic and research sectors Intermediaries • Language – English at the first stage – NPOs are free to translate in national languages 9 The National Patent Offices‘ Network Internet-website including two parts: • One part with general information and interactive tools about the IP-system (patents, trademarks, design, copyright, …). • One part with specific information about each European country. 10 The National Patent Offices‘ Network preparing Europe for global competition Marketing of the website • Activities on European level, request for funding by the Commission • Activities on national levels – By the NPOs – Within existing IP raising-of-awareness programs – By intermediaries, such as PATLIB centres, chambers of commerce, etc. 11 The National Patent Offices‘ Network preparing Europe for global competition Thank you very much for your attention. 12 13 preparing Europe for global competition 14 preparing Europe for global competition 15 preparing Europe for global competition 16 preparing Europe for global competition 17 preparing Europe for global competition 18 preparing Europe for global competition 19
