Case Officer Name & Number: Owain Williams – 01788 533789 Site Description The proposed site is located on the Junction of Bank Street and Regent Street and is situated within the Town Centre boundary and also a Conservation Area. The building is a three storey building which is part of a block of development which runs along Regent Street and turns the corner into Bank Street. The ground floor is fully glazed all the way round and used to be an estate agents but is now vacant. The two upper floors are both accessed via a door and stairway off Bank Street. The windows to the first and second floors are all sash windows Proposal Description The proposal is for the conversion of the first and second floor into 3 apartments. Two of the apartments will be situated on different floors with the third spilt over the two floors with a bedroom and shower room in the first floor and kitchen, lounge and dining area on the second floor. All the existing openings to the building are to be utilised with no new openings created. The existing access to the first and second floors will be used and the existing ground floor readied for use as a retail unit. The proposal is to convert the first and second floor of the building currently in A2 use into three residential units. Policy TCR3, Town Centre Uses, states that within Rugby town centre, as defined on the Proposals Map, uses within the Use Classes B1, C1, C2, C3, D1 and D2 of the Town and Country Report Sheet Planning Act Use Classes Order 2006 will be permitted. As the residential apartments would be a C3 use and would not be replacing any B use the principle of the development would be acceptable complying with policy TCR3 of the Local Plan. The building is situated within a Conservation Area and therefore it would be important that the conversion of the buildings does not detract from the character and appearance of the building and the surrounding area. The conversion of the first and second floors into residential apartments would not result in any alteration to the external appearance of the building as existing openings will be utilised to allow access and also light. As the appearance will not alter there will be no impact on the conservation area therefore complying with policy GP1 of the Local Plan and also the guidance contained in PPS5. As the building had an existing A2 use and is situated within the town centre where all kind of services, facilities and uses are located the amenity of the residents and neighbouring residents would be minimal therefore complying with policy GP3 of the Local Plan. As the proposed development is within the town centre it is not expected that parking spaces have to be provided for the units as the location is sustainable and there is sufficient public transport and public car parking available.
