CITY OF SAVANNAH HISTORIC DISTRICT BOARD OF REVIEW REQUEST FOR CERTIFICATE OF APPROPRIATENESS STAFF RECOMMENDATION PETITIONER: Flint North Speedi Sign Savannah, GA 31401 FILE NUMBER: 14-006066-COA ADDRESS: 36 West Broughton Street PIN: 2-0004-37-001 ZONING: B-C-1 STAFF REVIEWER: Sara Farr DATE: January 14, 2015 NATURE OF REQUEST: The applicant is requesting approval for two projecting principal use signs at 36 West Broughton Street as follows: Café Sign Location: The sign will be located on the Broughton Street façade of 36 West Broughton Street. Size: The sign will have a diameter of 24 inches for a total of approximately .79 square feet. Materials/Mounting: The sign will be mounted to the building using a black bracket with a gold finial. The bracket will project 31.82 inches. The sign will provide 10 feet of clearance from the sidewalk. The sign will be constructed of HDU/PVC. Design/Colors: The circular sign will read Café in raised letters and be grey and white. Lighting: The sign will not be illuminated. Paris Market Entrance Sign Location: The sign will be located on the corner of the building. Size: The sign will be sized 30.5 inches by 42.25 inches for a total of approximately 8.8 square feet. The sign will provide 10 feet of clearance and be constructed of HDU and PVC. Design/Colors: The circular sign will read “The Paris Market & Brocante”. It will have a white background with a grey design and brown lettering. It will be double sided. Lighting: The sign will not be illuminated. FINDINGS: 36 West Broughton Street was constructed in 1878 and is a contributing structure within the Savannah National Historic Landmark District and the Savannah Local Historic District. The following standards from the Historic District Section (8-3030) of the City of Savannah Zoning Ordinance apply: Preservation of historic structures within the historic district. An historic structure, and any outbuildings, or any appurtenance related thereto, visible from a public street or lane, including but not limited to walls, fences, light fixtures, steps, paving, sidewalks, and signs, shall only be moved, reconstructed, altered, or maintained in a manner that will preserve the historical and exterior architectural features of the historic structure or appurtenance thereto and are consistent with the current edition of the Secretary of the Interior’s Standards and Guidelines for Rehabilitation published by the U.S. Department of the Interior. The visual compatibility factors [Section (m)] and the design standards [Section (n)] shall apply. For the purposes of this section, exterior architectural features shall include but not be limited to the architectural style, scale, general design, and general arrangement of the exterior of the structure, including the kind and texture of the building material, the type and style of all roofs, windows, doors and signs. In considering proposals for the exterior alterations of historic structures in the historic district the documented original design of the structure may be considered. Secretary of the Interior’s Standards 2– Historic Character. The historic character of a property will be retained and preserved. The removal of distinctive materials or alteration of features, spaces, and spatial relationships that characterize a property will be avoided. Secretary of the Interior’s Standards 5– Distinctive Features. Distinctive materials, features, finishes, and construction techniques or examples of craftsmanship that characterize a property will be preserved. Secretary of the Interior’s Standards 9– New Additions to not Damage. New additions, exterior alterations, or related new construction will not destroy historic materials, features, and spatial relationships that characterize the property. The new work shall be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment. New additions and adjacent or related new construction will be undertaken in such a manner that, if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. The preservation standards are met. Visual compatibility factors. New construction and existing buildings and structures and appurtenances thereof in the historic district which are moved, reconstructed, materially altered, repaired or changed in color shall be visually compatible with structures, squares and places to which they are visually related. The following factors shall be considered in determining the visual compatibility of such a building, structure or appurtenance. These factors shall not be the basis for appeal of an adverse decision. Greater weight shall be given to adjacent historic structures. Relationship of materials, texture and color. The relationship of materials, texture and color of the facade of a structure shall be visually compatible with the predominate materials, textures, and colors used on contributing structures to which the structure is Visually Related. The standard is met. The signs are visually compatible. The following standards from the Broughton Street Sign Section (3-3119) of the City of Savannah Zoning Ordinance apply: Principal use and supplemental identification signs. Principal use and supplemental identification signs shall be permitted subject to the following: Number of principal use and supplemental use signs per establishment. One principal use sign shall be permitted for each business establishment. One such sign may be mounted or erected as a facia sign, or one such sign may be erected as a projecting sign. Where a business establishment fronts on more than one street or pedestrian walkway providing public access, one principal use sign for each frontage shall be permitted; provided, that only the maximum sign area computed for a given street frontage shall face that street. The copy area shall not exceed 40 percent of the display area of a principal use sign. In addition to the principal use sign, supplemental identification signs, not exceeding an aggregate sign area of four square feet, shall be permitted adjacent to each entrance of the principal use. Such identification sign shall be limited to providing the trade name or logo of the establishment and shall be mounted or attached flat against the building. The standard is met. The main entrance sign is on the corner, so the business is allowed a second sign over the entrance to the café. Size, height and location of principal use signs. Such signs shall be limited by the most restrictive of the following: Projecting signs. Staff Recommendation - Petition of Flint North for Speedi Sign 36 West Broughton Street File No. 14-006066-COA January 14, 2015 Page 4 For all principal uses occupying 125 or less linear feet of street frontage, "projecting" signs shall be permitted one square foot of display area per sign face per linear foot of frontage occupied by each principal use; provided, that a maximum sign area of 45 square feet shall be permitted per sign face for each projecting principal use sign allowed. For all principal uses with building frontage exceeding 125 linear feet, one additional square foot of sign area shall be allowed for each additional foot of building frontage occupied over 125 feet; provided, such sign shall not exceed 175 square feet in area. The outer edge of a projecting sign shall not extend more than six feet from the building to which it is attached. The height of a projecting sign shall not extend above the parapet wall of the building, and the lowest point of the projecting sign shall not be less than ten feet above the established grade. The standards are met. The main entrance sign is 8.8 square feet and the building maintains 50 feet 2 inches of street frontage on Whitaker Street and 45 feet 7 inches of frontage on Broughton Street. The Café sign is sized .79 square feet. Both provide 10 feet of clearance from the sidewalk and project less than 6 feet. Restrictions on the material used in sign construction. Paper and cardboard shall not be used as materials for a principal use sign in the Broughton Street sign district. The standard is met. STAFF RECOMMENDATION: Approval of two new projecting principal use signs at 36 West Broughton Street, because the signs meet the standards and are visually compatible.
