Approved by National Congress during COP-15 (Dec. 2009)
• Reduction target between 36.1 and 38.9% in relation to the
baseline projected to 2020.
– Baseline uses preliminary data from the Second National
Emissions Inventory – 2010 (reference year 2005).
• Establishes Sectoral Mitigation and Adaptation Plans.
• Main instruments:
• National Climate Change Plan
• National Climate Change Fund
• To be established: National Carbon Market

The National Climate Change Policy comprises mitigation and
adaptation actions represented on the following Sectoral Plans:
•Action Plan for the Prevention and Control of Deforestation in the
Legal Amazon and Cerrado (PPCDAM & PPCerrado: MMA/Casa Civil)
• Ten Year Energy Plan (PDE 2009-2018: MME)
• Low Carbon Agriculture Plan (MAPA & MDA)
• Steel Industry and Charcoal Plan
• Plan for the Consolidation of a Low Carbon Economy in
Transformation Industry (MDIC)
• Low Emissions Mining Plan (MME)
• Regional Transportation and Urban Mobility Plan (MT & MCid)
• Health Services Plan for Mitigation and Adaptation to Climate
Change (MS)

C. CLIMATE POLICY IMPLEMENTATION PROCESSES
2010 - First Sectoral Mitigation Plans in place:
Low Carbon Agriculture(Plano ABC), Energy (PDE),
Renewable Charcoal to Steal, Combat of Deforestation in
Amazon and Cerrado Biomes (PPCDAm and PPCerrado).
2012 - New Sectoral Mitigation and Adaptation Plans in place:
Mining, Health, Transport and Urban Mobility and
Transformation Industry
2012 - Review of National Plan of Climate Change
(conclusion date: 2013)
2013 - Policy Harmonization with State’s Climate Change Plans

Climate Policy Cycle: implementation
• Consolidation of an efficient Informational System.
• Establishment of tools to Measure, Reporte Verify GHG
emissions.
• Monitoring of Greenhouse Gases Emissions (GHG) of mitigation
actions proposed in the Sectoral Plans.
• Annual Assessment

Harmonization Of Intergovernmental Climate Change Policies
High Diversity in Climate Change Policies at the Federal Entities:
• 17 Brazilian States with Climate Change Legislation:(AM, BA, CE,
ES,GO, MA, MT, MG, PA, PR, PE, PI, RJ, RS, SC, SP, TO)
• 2 States already have mitigation targets (SP e PB)
• Establishment of Emissions Inventories in 5 States (BA, PR, SP,
MG, RJ) and 10 municipalities (Curitiba, BH, Betim, Goiânia, Palmas,
Porto Alegre, RJ, SP, Volta Redonda and Irati)
Need to Harmonize National and State Climate Change Policies:
• Unification of Public Emissions Registries
• Harmonization of Targets, Emissions Inventory, Sectoral
Regulations, Carbon Pricing Instruments, Finance Sources and
Incentives

Success Factors:







Define clear responsibilities and duties among
agencies.
Keep regular and frequent meetings
Distribute tasks among agencies
Understand and support different Institutional
Capabilities of each Agency
Play political and managerial leadership: facilitation,
Mediation, Articulation and Animation
Take action on conflict management
Establish trustful relations
D. LESSONS LEARNED
Challenges:
Potential for Institutional Conflicts between stakeholders
due to many aspects:

Wide difference in Stakeholders resources, capabilities and
also priorities.
Weak sanctions for failing to comply with climate regulations.

Complex decision-making process

To provide timely information on policy implementation
 To apply up to date management tools

D. LESSONS LEARNED
Future Challenges:
• Consolidate an efficient Management System for the
National Climate Change Policy, considering it’s
descentralized implementation.
• Promote effective integration with the Subnational Entities
and Civil Society.
• Realize Synergies between the National Climate Change
Plan and Sectoral Adaptation and Mitigation Plans.
