Traian Basescu participated in an extraordinary meeting of European Council in Brussels
President Traian Basescu participated in the extraordinary meeting of the European Council in
Brussels. Basescu attended also the European People's Party Summit, and the European Council
meeting with European Parliament President Martin Schulz.
President Basescu attended the meeting of Central and Eastern European heads of state
President Traian Basescu attended a meeting of Central and Eastern European heads of state in
Warsaw. He also attended a working lunch hosted by the Polish President, Bronislaw Komorowski.
President Basescu: We are interested in redefining NATO-Russian Federation relation
President Traian Basescu said that Romania had eight priorities concerning the forthcoming NATO
Summit taking place in September; one of these is envisaging the redefinition of the relation between
the Alliance and the Russian Federation.
'The first and utmost [priority] is the adoption of concrete measures in the long-term and reaching a
geographical balance of the Alliance military resources on the EU territory, namely we would not want
resources on the eastern side to be diminished to the detriment of the resources allotted to the northern
area, the Baltic countries and Poland. Both Romania and Bulgaria need to be treated with attention,
taking into account the realities, in the first place. For instance, Romania has a 649 kilometre border
with Ukraine, land, river and sea border, and with the illegal annexing of Crimea, we have an
immediate vicinity on the border of Romania's exclusive economic area with the Russian Federation,'
said the Romanian head of state before leaving for Warsaw to attend the meeting of Central and East
European heads of state, which tackled the situation in the region and the preparation of the NATO
Summit of September.
President Basescu: Anti-missile system operational in 2015 in Romania
President Traian Basescu declared that he would like the NATO Summit of September to acknowledge
the progress of the process of reducing new security threats and announced that the anti-missile system
will be operational in Romania as of 2015.

“We would like the NATO Summit to acknowledge the progress made in the process of reducing new
security threats and the development of anti-missile capacities in Romania,” said Traian Basescu before
leaving for the Reunion of heads of state from Central and Eastern Europe, held in Poland.
The president announced that in Romania the evolution was according to the program and the antimissile system in Romania, the second stage of the NATO system, would be operational as of 2015.
Moreover, the head of state mentioned that Romania considered that NATO should assume a much
more important role in guaranteeing Europe’s energy security, as well as the prevention and struggle
against cybernetic attacks.
Basescu also showed that another element in Romania’s stands and requests for the NATO Summit
held in Great Britain refer to the conclusion of missions in Afghanistan.
Prim minister Ponta reiterated Juncker Romania's option for Agriculture portfolio in future
European Commission
Prime Minister Victor Ponta reiterated the European official that the first option of Romania's
Government for occupying a position in the future European Commission is the Agriculture portfolio,
in a conversation with Mr Juncker.
'Mr Juncker took note of this proposal and informed the Romanian Prime Minister that he would
discuss with all PMs of the EU member states, to take over all the proposals on the structure of the
future European Commission. Afterwards, Mr Juncker will send the member states his proposals
concerning the portfolios they are going to receive in the prospects of the future Commission,' the cited
source points out.
PM Ponta payed a two-day visit to Serbia
Prime Minister Victor Ponta payed a two-day official visit to Serbia, at the invitation of his counterpart
Aleksandar Vucic, where he also met Serb President Tomislav Nikolici.
Ponta and Vucic also met representatives of the local Romanian community in Timok Valley.
The visit reconfirmed the joint commitment to intensifying political dialogue and consolidating the
bilateral relationship. Talks were focus on promoting economic cooperation projects as well as projects
for other areas, such as internal affairs, cross-border cooperation, environment and tourism, as well as
Romania's concrete support for Serbia's EU bid.
Also discussed were ways of intensifying ministerial dialogue, cooperation under the Danube Strategy,
aspects of the Romanian minority of Serbia and coordination inside regional cooperation formats.
Also featuring on the agenda of the talks was the situation in the Eastern neighbourhood and the latest

developments in the Western Balkans.
The Romanian delegation also included Interior Minister Gabriel Oprea and Foreign Minister Titus
Corlatean.
Foreign Minister Corlatean participates in Foreign Affairs Council meeting in Brussels
Minister of Foreign Affairs Titus Corlatean participated in the Foreign Affairs Council (FAC) meeting,
where the current situation in the region was discussed, as well as the fact that a Malaysian Airlines
airplane was shot down on Ukrainian territory, near the border with the Russian Federation.
After the FAC meeting, the EU foreign ministers, together with the ministers of the Eastern
Partnership, participated in the Eastern Partnership ministerial meeting, during which the directions of
action after the signing, on June 27, 2014, of the Association Agreements of the Republic of Moldova,
Georgia, and Ukraine were discussed.
Romania joined US and EU's position on Ukraine
Prime Minister Victor Ponta reiterated Romania's message of taking a coordinated position with the
political stand of the US and the EU concerning the situation in Ukraine, of condemning the terrorist
attacks that killed so many innocent people, that the Russian Federation must be compelled to assume
moral and political responsibility, and also a message of support for determined action by the European
and transatlantic communities to punish those responsible.
Victor Ponta also added that he and Minister of Foreign Affairs Titus Corlatean sent a clear message
according to which 'the European Union and our American partners could rely on Romania in these
extremely difficult moments.'
PM Ponta: Romania could afford increase in sanctions against Russia
Prime Minister Victor Ponta said Romania could afford an increase in the sanctions against the Russian
Federation, amid the current issues linked to Ukraine, due to its diminished dependence on the gas
imported from Russia.
Prime Minister Ponta told the Adevarul Live broadcast that Romania imported about 20 percent of its
national gas demand from the Russian giant Gazprom and its trade relations with Russia were up to
five billion euros.
'From the economic and social point of view Romania could afford an increase in the sanctions. I

cannot sit and look around me and (pretend not to) see that Bulgaria, Hungary, the Czech Republic,
Slovakia, even Poland to a large extent, if the gas tap were really turned off, would have a problem
much bigger than Romania. (...) From this viewpoint, we have a firmer, clearer, better outlined
position, still I can understand the difficulties other European countries encounter. Romania, hopefully
I am not mistaken, has trade relations with Russia under 5 billion euros. It's a relationship (...), but
should we stop tomorrow, Romania won't collapse', Ponta said.
ForMin Corlatean: Securing strategic routes connecting Europe and Asia - a must for
international community
The Romanian Foreign Affairs Minister Titus Corlatean stressed in July in Brussels the interrelation
between the economic development, connectivity and security, fundamental aspects both in the EU and
in the ASEAN, and which should rely on the observance of the norms and principles of the
international law.
So, according to the Romanian chief diplomat, the securing of the land, maritime or air strategic routes
linking Europe to Asia was a must not only for the two regions but also for the entire international
community, and the shooting down of the Malaysian Airlines plane was an example in this respect, a
release informs.
Minister Titus Corlatean also highlighted the implication of Romania in promoting the regional
cooperation as a way to stimulate the economic progress and mentioned the outcomes registered by the
3rd seminar within the Asia-Europe Meeting/ASEM titled 'Water Management - Fostering Prosperity
and Stability Through (Inter) Regional Cooperation', which took place on June 2 and 3 2014, at Tulcea
(SE Romania).
Bogdan Aurescu called for speedy ratification of Agreements with Rep. of Moldova, Georgia and
Ukraine
Secretary of State for Strategic Affairs with the Foreign Ministry Bogdan Aurescu said at a meeting
organized in Warsaw that the speedy ratification by Romania of the EU Association Agreements with
the Republic of Moldova, Georgia and Ukraine proved the seriousness and consistency wherewith
Bucharest understanded to support the European track of the three partner states, informed a release
issued in July by the Ministry of Foreign Affairs.
'The Romanian official presented Romania's priorities in connection with the EU's Eastern
Neighborhood and stressed concern over the developments in Eastern Ukraine whilst sustained and
determined efforts are required for the settlement of the crisis. Aurescu advocated increased diplomatic
and sanction-imposition efforts by the international community,' the press release stated.

Aurescu also stressed that the EU needed to provide the partner countries coordinated and effective
support to help them cope with the pressures coming from the Russian Federation in multiple areas.
The Romanian official also pleaded for continued dialogue with Russia, based on the respect for the
freely expressed options of the member states of the Eastern Partnership, in such manner as to ensure
stability and prosperity in the region.
MAE hailed completion of legal framework for implementing Romanian-US Agreement on antimissile system
The Foreign Affairs Ministry (MAE) hailed the completion of the legal framework for implementing
the Agreement between Romania and the US on deploying the US defence system against ballistic
missiles in Romania.
'MAE hails the signing in Bucharest by the Co-Chairmen of the Joint Romanian-US Committee of the
last three Implementing Arrangements of the Agreement between Romania and the United States of
America on the deployment of the United States defence system against ballistic missiles in Romania,
which came into force on December 23, 2011. The three documents regulate the reception of up-to-date
information referring to anti-missile defence operations, aspects related to environment protection, as
well as the establishment of a connection officer of Romania within United States European
Command,' the Romanian Foreign Affairs Ministry points out in a release in July.
PSD's National Council unanimously accepted Victor Ponta's presidential bid
The National Council of the Social Democratic Party (PSD) unanimously accepted Victor Ponta's bid
for Romania's President.
The acceptance of the bid was announced by PSD Executive Chairman Liviu Dragnea after putting up
for a vote a resolution on Ponta's run for president of Romania.
'By a unanimous vote, the enlarged PSD National Council accepts the bid of Victor Ponta for the office
of Romania's President,' said Dragnea, wishing good luck to the attendees and closing the works of the
convention.
'The PNL had a clear events schedule, it hold the meeting of the Political Bureau, followed by the
meeting of the Standing Delegation on July 21 where all the agreements reached within the joint
negotiation team would be ratified and where we will also decide on the candidate for President of
Romania on PNL's behalf,' said the Liberal Vice Chairman.

Minister of Finances discussed collaboration in financial, infrastructure and business
environment fields with EBRD representatives
Minister of Public Finances Ioana-Maria Petrescu, has met with a delegation composed of directors of
the Administration Council of the European Bank for Reconstruction and Development (EBRD), with
which she discussed about collaborations for the development and stability of the financial sector,
support for development of infrastructure and ensuring a business environment propitious for
investments.
The visit was organized in the context of the consultation process regarding the EBRD Country
Strategy for Romania, for the 2015-2017 period, and was part of a series of discussions that allowed the
EBRD Administration Council to have a complete overview of the Romanian economy's priorities and
maintain close dialogue with the authorities, private sector and civil society of Romania, a release of
the Ministry of Public Finance (MFP).
'During the meeting the main interest points for the coming period were discussed, namely
development and stability of the financial sector, support for the development of infrastructure and
ensuring a business environment propitious to (foreign) investment. The Minister of Public Finances
has emphasized the interest in continuing collaboration with EBRD within these domains and has
presented the priorities of her mandate, among which are ensuring the predictability and stability of
legislation in the fiscal domain, as well as permanent dialogue with the representatives of the business
environment', MFP mentions.
National Defence Ministry to have bigger budget as of this year
Prime Minister Victor Ponta announced that the National Defence Ministry (MApN) budget would
grow this year and in the next three years, so that the Romanian military would benefit from upgraded
equipment and better training conditions.
'The Ministry of Budget and the Public Finances Ministry further holded very clear talks as regarded
that 0.2 percent increase of the GDP for the MApN to be allocated not only as of this year, but also in
the next three years so that we could reach that 2 percent goal of the GDP allocated to military
spending', Victor Ponta said.
He said that a 2.36 percent budget of the GDP is the ideal for the NATO member states.
''I wouldn't like you to forget that we've started in 2011 from 1 pct. So, a subsistence level had been
attained. We've succeeded to grow each year by 0.2 percent, we're going to make it this year too.

Important is that in the next three years we keep this gradual increase and 2.36 percent is the optimal
target assumed by the NATO member states, but if we reach 2 percent of the GDP from a GDP that
grew in the past three years we could already say the Romanian military are given conditions for a
modern equipment. You know very well that we are paying the F16 multirole fighter aircraft, so that
they have training conditions to help them with the technological circumstances and realities of the 21st
century'', the Prime Minister said.
Finance Ministry: Forex reserves at state's disposal amount to 6.8 bln euros
The forex reserves available to the state currently amounted to 6.8 billion euros, enough to cover 5.8
months of the gross financing needs for this year, the Ministry of Public Finance (MPF) said in the
Report on the mid-2014 economic and budgetary situation.
According to MFP, the refinancing risk, identified as the main risk associated with the portfolio of the
government debt, has fallen significantly, with the average remaining maturity of government securities
issued on the domestic market increasing from 2.4 years at the end of 2013 to 2.8 years at the end of
June 2014.
At the same time, the average remaining maturity of the portfolio of eurobonds increased in the period
of reference from 6.2 years at the end of 2013 to 7.2 years at the end of June 2014. For the entire
portfolio of the public government debt, the average remaining maturity increased from 3.9 years at the
end of 2012 to 4.9 years at the end of May 2014.
On May 31, 2014, the gross public indebtedness was 40.8 pct of GDP, of which 38.6 pct was
represented by the government debt and 2.2 pct by the local government debt. The rise in the direct
government debt was determined by the engagement of debt to finance the budget deficit and refinance
the public government debt, but also for strengthening the forex reserve available to the Treasury.
The managers of companies estimated growth for all sectors in July – September
The managers of the companies estimated for July – September growth in the retail sector and
moderate advance for the manufacturing industry, constructions and services, by comparison to the
three previous months, according to the indicator ‘short term’ of INS.
In the conjuncture analysis of July, the managers in the manufacturing industry considered that the
three next months would have moderate growth of the production volume ( short term +7%) and
relative stability of the prices (short term +3%) and the number of employees (short term -1% per
total), shows the press release of the INS.

As regarded the estimate of production, some of the activities would record growth tendency higher
than for the total of the manufacturing industry as follows: drinks production (short term +36%),
tobacco products production (short term +25%) and for the metallurgical industry (short term +24%).
For constructions there was estimated a moderate advance of the production volume (short term +10%)
between July –September and relative stability of the number of employees (short term +1% ) and of
the stock of contracts and orders (short term +5%).
As regarded the prices of construction works, the managers estimated moderate growth (short term
+6%). In the retail sector, the managers estimated for the next three months a tendency of growth of
economic activity (short term +27%) and the volume of orders for goods suppliers by commercial units
(short term +26%).
At the same time, the employers estimated the moderate growth of the number of employees (short
term +6%) as well as the prices of retail (short term +9%).
Romania received 24.67 billion euros and pays 10.2 billion euros from EU after accession
Romania received from the European Union (EU) budget 24.67 billion euros since the accession in
2007 until the end of the first semester of 2014 and paid to the EU 10.2 billion euros in the same
period, the flow balance being in Romania's favour with 14.46 billion euros, according to the Report on
the economic and budget situation on the first six months of 2014 drawn up by the Public Finance
Ministry (MFP).
After the accession, in 2007, Romania received from the EU pre-accession funds worth 2.66 billion
euros and post-accession funds accounting for 22.01 billion euros, out of which structural and cohesion
funds - 9.07 billion euros, rural development and fishery funds - 5.644 billion euros, payments from the
European Agricultural Guarantee Fund - 5.936 billion euros, and other post-accession funds - 1.35
billion euros.
In the first semester of 2014 Romania received from the EU budget 3.58 billion euros and paid 1.005
billion euros, the balance being in Romania's favour with 2.58 billion euros.
The Romanian authorities estimated to draw 7.86 billion euros from the EU in 2014.
Romania's government debt half the EU average in Q1 2014
Romania's government debt accounted for 247,921 million lei in end-Q1, 39 pct of the GDP that was,
at roughly half the average of 88 pct of the GDP recorded in the EU28 and the average of 93.9 pct of

the GDP recorded in the eurozone, according to a report published in July by the Eurostat statistical
office.
Romania had one of the smallest government debts in EU in end-Q1, after Estonia, which posted 10 pct
of the GDP in its government debt, and followed by Bulgaria with 20.3 pct of the GDP, Luxembourg 22.8 pct of the GDP and Latvia - 38.2 pct of the GDP.
At the opposite end, the member states with the highest government debts were Greece (174.1 pct of
the GDP), Italy (135.6 pct of the GDP) and Portugal (132.9 pct). In Romania, the government debt
increased from 241,445 million lei (38.4 pct of the GDP) to 247,921 million lei (39 pct of the GDP).
In the EU, the government debt rose from 87.2 pct of the GDP to 88 pct of the GDP, while in the
eurozone the government debt went up to 93.9 pct of the GDP from 92.7 pct, after decreasing for two
consecutive quarters.
Romanian-Chinese trade exchanges reached 1.6 billion dollars in first 5 months of 2014
The total volume of trade exchanges between Romania and China hit 1.6 billion dollars in the first five
months of the year, up 26.6 per cent from the similar period of 2013, according to a release of the
Chamber of Commerce and Industry of the Municipality of Bucharest (CCIB).
'The event today [July 22] is another concrete example of the excellent collaboration we have with our
partners in the province of Shanxi, after the business forum we organised here in Bucharest this May;
then again, in early June, a business people delegation from this province visited the Romanian
pavilion CCIB set up at the international consumer goods fair in Ningbo, an occasion that allowed the
organisation of three rounds of B2B meetings with the Romanian companies that went to the People's
Republic of China,' CCIB President Dorin Dimitriu mentioned in a message sent to the participants in
the event.
According to official data, in the interval January - June 2014, the total volume of the Romanian Chinese trade exchanges totalled 1.6 billion dollars, increasing 26.2 per cent from the similar period of
last year.

First international comedy festival in Bucharest in end-September
The first international comedy festival in the Romanian capital is set to take place over September 2228, according to the Cultural Centre of the Bucharest Municipality (ARCUB).

The 'Bucharest Comedy Week' programme would include a wide range of contemporary comedy
genres: stand-up comedy, street shows, films, theatre shows, humorous activities, improvisations, jokes
and farces.
'The cinema and theatre halls, the terraces, parks and even the streets will host comedy shows in which
the Bucharesters would even have the chance to participate in actively, while turning from simple
bystanders into characters in the show,' ARCUB specified.
The event was meant to bring back the good mood on the Bucharest streets and on the people's faces.
The Festival was intended as an attraction point for both Bucharesters and tourists.
Brasov Council Square hosted third edition of the festival of music and books
The opening of the 3rd edition of the Festival of Music and Books at the Council Square of Brasov was
announced to the sound of trumpets by the Castle Guards. Throughout Sunday, Brasov people and
visitors of the city were treated to generous book offerings on all topics, book promotions and launches,
poetry recitals, folk, pop and folklore music shows on the stages set up in the Council Square.
'This event is a traditional cultural landmark of July in Brasov, and the large number of publishing
houses taking part in the festival makes us believe this will be a successful edition, the same as the
previous two were. We hope the number of visitors to the book and music stands will also set a new
record,' Virgil Onita of the Libris Cultural Association of Brasov told the opening of the festival.
More than 30 stands with books on all topics - Romanian and universal literature, psychology,
economy, health and nutrition, personal development, spirituality, business, foreign language books,
children's books - and recording studios attended the festival. Among the publishing houses were
Humanitas, Rao, Trei, Libris.ro, Litera, Nemira, Polirom, Paralela 45, Cartea Romaneasca, Curtea
Veche, House of Guides.

Dracula,' to be unfolded July 20 - August 31, organisers AIESEC Romania reported in a press release .
The 'Discover Romania beyond Dracula' project was funded by Romania's Ministry of Tourism and
Sports and it was designed to improve the picture of Romania in the world and at home among young
people by promoting culture and the national heritage and by encouraging volunteerism among young
people.

AIESEC representatives organised, July 20-23, professional training sessions for international young
people that comprised journalism, blogging, photography, picture and video editing and social media.
They came up with articles for personal blogs and also for the national blog of AIESEC Romania, the
Facebook and Twitter social networks, along with radio and television reportages to keep friends in the
home countries abreast of the experiences lived in Romania.
AIESEC is a global, non-political, independent, not-for-profit organization run by students and recent
graduates of institutions of higher education, the world's largest student organisation. It operates in 130
