SPECIFICATION FOR VHF TRANSRECEIVER AND 12V
POWER SUPPLY CUM BATTERY CHARGER
VHF TRANSRECEIVERS:
1. PREAMBLE:
The Company has established network of VHF Communication. The VHF
sets are installed at various 400 KV, 220 KV, 132 KV and 66 KV Sub
stations, Offices of GETCO. Various groups are formed among the user
stations and each group operates on one channel. The VHF Communication
in each group is working on Master/Slave basis in which one Master Station
is communicating to selective Slave Station on ID basis. Slaves can
communicate with Master as well as other slave station also.
2. REQUIREMENTS:
The VHF Network is operating generally on four nos. of approved
frequencies (1) 159.875 MHz, (2) 160.075 MHz, (3) 160.475 MHz, and (4)
160.825 MHz in the range of 136 MHz to 174 MHz. The VHF sets are
intended to be procured to operate on single frequency simplex mode in
conjunction with the existing VHF sets. The VHF sets proposed to be
procured are to be used as additional sets/Replacement of old sets under
existing licenses of GETCO.
(A)
MOBILE:
The basic requirement of the VHF sets proposed is as under:
2.1 VHF set shall be highly reliable and robust in Construction. It
shall Work satisfactorily in adverse climatic conditions. The
sets meeting Military standards are preferred.
2.2 Single channel simplex operation.
2.3 RF output – 25 Watt. (Max.)
2.4 Channel spacing – 25 kHz./12.5 kHz.
2.5 Channel capacity – min. 128 channels (Simplex).
2.6 Output Impedance – 50 Ohms.
2.7 D.C. input supply – 13.2 Volt ± 20% (-ve grounded).
2.8 The VHF Sets shall have minimum spurious harmonics.
2.9 The Sets shall have sensitivity better than 0.3 µv for 12dB
SINAD
2.10 The sets shall have frequency stability better than ± 0.0005% for
transmitter and receiver (-30° C to + 60° C)
2.11 The Sets shall have high degree of efficiency & draw minimum
current during transmission, rated audio and stand by mode.
2.12 The emission shall be 16KOF3E type.
2.13 The VHF sets shall have standard tone coded, digital coded
and/or noise operated squelch.

2.14 The VHF Sets shall have the modulation sensitivity better than 100 mV
for test deviation at 1 kHz.
2.15 The VHF sets have selectivity better than 70 dB for 25 kHz
spacing.
2.16 The VHF Sets shall have min. 3 Watt Audio frequency power
output with minimum distortion with internal speaker.
2.17 The VHF Sets shall operate satisfactorily in the temperature range of
0° C to 55° C.
2.18 The VHF Sets shall operate satisfactorily in 85% humidity (nonCondensing).
2.19 Antenna shall have optimum & uniform response over the
complete band of frequencies used by the GETCO above.
2.20 Sealing shall pass rain & dust testing to IP 54.
3. FEATURES:
The VHF Sets shall have following features:
3.1.1 The VHF sets shall work as Master/Slave mode within a group.
3.1.2 The VHF sets shall communicate with other sets on ID basis.
3.1.3 The VHF Sets shall have self check facility.
3.1.4 The VHF Sets shall have Radio Check facility to determine particular
VHF set is on air and functioning properly.
3.1.5 It shall display the caller identity with PTT ID. The display shall
be LCD alphanumeric type. The offered equipments shall be fully
compatible with our existing equipments and shall display the
caller identity with PTT ID.
3.1.6 The sets shall have busy channel lock out.
3.1.7 The sets shall have Time out – Timer facility.
3.1.8 The radios shall have battery low indication when operating on
battery.
3.1.9 The sets shall have group calling facility i.e. Master set can give group
call to all Slaves and activate their receivers. It is desired that only
master set should be able to initiate the group call.
3.1.10 The VHF sets shall easily field programmable.
3.1.11 Programmable priority facility shall be available.
3.1.12 The chargers offered shall be suitable for the handheld radios offered.
The same shall have rapid charging facility.
3.1.13 The received signal strength shall be displayed on display in the
form of strength bar.
3.1.14 The set should display the status of low or high power mode of
operation and shall be programmable.

4. THE SCOPE:

MOBILE:
The following shall be in the scope of supply.

Mobile Transreceiver.
Antenna (ground plane) having 0 dB gain with the necessary clamps
and fixtures.
Coaxial cable pieces of 20 meters confirming to IS 11967 (part 1/sec4)-1987 suitable for the VHF set offered with Teflon connector to
connect VHF sets and antenna ends.
The bidder shall have to supply FIVE Nos. of programming kit along
with the software for programming the VHF sets free of cost. The
Tx/Rx output of VHF set offered shall be connected with Co-axial
cable connector with out any additional connectors and if any
connector is required shall have to supply free of cost.
It shall be the full responsibility of the supplier to obtain the
frequency approval and license for the sets supplied and cancellation
and necessary updating of licenses against replacement of sets.
Bidder shall supply Service Manual free of Cost.
The FIVE Nos. of Maintenance manual shall be supplied free of cost
along with the quantity of VHF sets offered.

(B) SPECIFICATION
Power supply cum 12V battery charger for VHF Set.
1.
PREAMBLE:
The GETCO has established network of VHF communication. The
VHF set requires SMPS based DC regulated power supply to operate on
AC power. In the absence of AC power VHF set operates on 12 Volt
75AH batteries. The battery has to be charged using same power supply.
The input AC over voltage conditions is also to be controlled by the same
power supply.
2.
REQUIREMENTS:
The basic requirements of power supply cum 12V battery charger for
VHF set are as under:

Input voltage: 200 V to 310 V AC, 50 Hz ±5 %. The power supply
shall be isolated as long as voltage above permissible level exists
and shall automatically come in the circuit as soon as the voltages
reaches within permissible limit..
DC output voltage: 13.2V at 10 Amp max and shall be
adjustable as per requirement possibly by changing strapping.
Separate DC output terminals for VHF set and battery charging
shall be provided on power supply.
In case of AC supply failure battery is to be directly floated across
the load automatically.
Output voltage regulation of power supply shall be
(i) Load regulation:- ±1% for full load to no load change
(ii) Line regulation:- ± 0.2% with main supply variation.
Ripple: Ripple on output load terminal shall be less then
135 mV RMS when battery is disconnected.
Battery charging shall take place with constant voltage and
current and maximum charging voltage shall be limited
13.5V.

The power supply shall trip on output over voltage condition
above 15.5V and resume normal operation on removal of
over
voltage.
(9) The power supply shall have inherent protection against short
circuit and overload. It shall resume normal operation on removal of
the short circuit and overloads condition.
(10) The battery shall be isolated from the power supply in case of
reverse polarity.
(11) The power supply shall have AC power ON indication.
(12) The power supply shall have battery ON indication when VHF
operation is on battery.
(13) The power supply shall indicate the over drain indication of the
battery.
(14) The power supply shall work satisfactorily in the temperature range
of 0° C to 55° C.
(15) The power supply shall operate satisfactorily in 85% humidity noncondensing.
(16) The power supply shall operate continuously 24 hrs at full
load without problem.
(17) The power supply shall have over drain protector when VHF
set is operating on battery to avoid excessive discharging of
battery.
(B) THE SCOPE:
The following shall be in the scope of supply:

Power supply unit.
The bidder shall have to supply 2 Meter long low loss, flexible
battery cable with necessary lugs and fuse socket for 6 Amp glass
fuse in + ve terminal and Diode protection in – ve terminal for
protecting in case of reverse polarity connection while connecting
Power Supply to battery along with power supply free of cost.
Operating and Service manual having maintenance instructions,
circuit diagrams, list of components, trouble shooting instruction
etc.

1. The bidder shall be manufacturer or authorized supplier /dealer of
Manufacturing firm. (Please check for registered Supplier of
GETCO)
2. The bidder shall give the details of collaboration /technology used.
3. The bidder shall give the full technical details and write up for the
product offered.
4. The bidder shall give the details of manufacturer for the bought out
items, if any.
5. The bidder shall explain in details the features of the equipments
offered.
6. The bidder shall give full details of the programming facility of the
VHF sets offered.
7. The bidder shall clearly indicate separately the deviations and
limitations, if any.
8. The bidder shall demonstrate the actual working of the VHF sets at
Gotri Sub station after opening of technical bid with all features of
set offered.
9. The bidder shall give full details of orders executed for supply of
equipments offered to GETCO and other utilities. Also attach
performance certificate of respective utility.
10. The successful bidder shall have to give training to the Board's
personnel at their works to at least 4 persons free of cost.
11. Training for supplied equipments shall be arranged at the works of
original supplier and the training shall cover following requirements:
(1)
Complete description of equipment and block diagram and
each card detail description describing component importance.
(2)
The tuning and maintenance procedure for each card,
and necessary precaution for the same.
(3)
Repairing for each card up to component level fault
finding diagnosis and after replacing by original component
necessary tuning and precautions steps.
(4)
The recommended list of equipments and tools necessary
for maintenance and its make and specifications.
12. The bidder shall be fully responsible for obtaining Frequency Approval
& operating Licenses for Additional Stations where new VHF Sets will
be installed and updating the Licenses for VHF Sets which will be
considered for replacement from WPC Wing, Ministry of
communication on behalf of G.E.T.C.O within Six Month Period. The
necessary Data and supporting document will be made available from
GETCO but procedure of liaison work will be done by bidder.
13. The bidder shall have to give the details of the after Sales Service
offered and shall must have service station based in Gujarat. The
bidder should also furnish full address detail of location of service

station with contact person name and telephone numbers and should
also ensure support for after Sales Service for at least SEVEN Years
from same service station based in Gujarat for satisfactory working
and spares shall be made available for at least 10 Years.
14. The bidder should confirm the minimum period of guarantee for
ONE Year from the date of receipt of VHF Sets and accessories in
different stores as per Dispatch Instruction to be issued to bidder to
whom A/T will be placed after opening of tender and observing the
norms of GETCO, Corporate Office, Vadodara.
15. The bidder shall submit any alternative offer, which in his opinion is
better & suitable to GETCO’s network.
16. The bidder should have supplied the offered Wireless sets and the
power supply units with 200-310 VAC inputs and other accessories
to any Government organization/Electricity boards and should have
worked satisfactorily for at least THREE years.
17 The offered products’ company should preferably be on DGS &
D approval list. The copy of current DGS & D's rate contract
will be enclosed with the offer.
18 The bidders shall have to do the programming of the VHF sets as
per the instructions of engineer in-charge.
19 The bidder shall clearly indicate the optional items/charges offered.
20 The bidder shall have to give design details and drawings of
antenna offered and gets it approved before supply of the same.
21 The bidder shall have to submit the Type Test report for sealing to
rain & dust testing to IP 54 for offered equipments.
