HDX™
The Four (4) Channel School Bus Mobile Surveillance system requested must meet the following minimum requirements:
The vendor is permitted to propose multiple systems within their response. The vendor is to include pricing for the AngelTrax HDX
mobile digital, or equivalent, video recording system.
FOUR CHANNEL MOBILE DVR
CAMERAS
Cameras shall include the following:
• Shatterproof, anti-glare, scratch resistant, high-definition quality, PeriOptic lenses.
• High impact, vandal-proof, stamped metal housing. Internal cameras will be moisture proof.
• External cameras will be waterproof and IP68 rated.
• Built-in noise-gated omnidirectional microphones in all interior cameras.
• Interior cameras will have built-in infrared lighting for improved night/low light viewing.
• Temperature resistant circuitry.
• 700 to 800 TV lines of resolution.
• 1/3” CX3 Sony CCD Imager only, with automatic backlight compensation and digital signal processing (DSP) controlled.
• The vendor must identify the appropriate cameras and lenses to have full view of bus areas. Example: (interior) front to back, back
to front, driver, fare box, out the windshield, mid-ship and wheelchair tie-down; (exterior) roadside, curbside, lift gate and back up
with or without monitor (recording or for driver viewing only).
• The input image to the DVR shall be clear, stable and free of vibration.
• Cameras shall be mounted without brackets to ceiling, surface, wall or side with no exposed wiring.
• Front windshield view cameras shall have a bracket mount from above the windshield, if required, and not interfere with the
driver’s view.
• All cameras must have 6pin DIN waterproof connections.
MECHANICAL REQUIREMENTS
• The DVR shall have a lockable and removable front door panel with rounded edges for access to the hard drive and wiring on the
back of the unit.
• The DVR system must have protection from access of unauthorized personnel by having a locking front door panel with no
exposed controls and must offer a wireless remote control for easy setup and programming by any authorized personnel, and the
DVR shall be enclosed in a tamper-proof and lockable, shock resistant housing.
• The DVR must have an 18 gauge steel enclosure and attach to a low profile mounting plate.
• The DVR dimensions shall not exceed (Width x Height x Depth) 4.13” x 1.94” x 7.69” and the weight shall not exceed 2.2lbs.
• The DVR shall have the capability to be installed at any angle in an easily accessible location.
SYSTEM REQUIREMENTS
• The DVR must have composite audio/video connections through the front door panel for an optional live monitor to be connected
without removing the front door panel.
• The DVR must have a “plug and play” 6pin DIN rear panel connection for an onboard live monitor.
• The DVR supplied must offer one (1) to four (4) channel video and a minimum of four (4) channel audio with simultaneous
recording.
• The DVR system must have hard drive location “marking” capabilities as directed by a panic button located near the driver’s seat
and up to eight (8) sensor inputs for marking events, including headlights, parking brake, back up or reverse, service brake, right
turn, left turn, door 1 and door 2.
• The hard drive shall have a minimum storage capacity of 500GB high speed 2.5 inch SATA drive or an option for a 1TB hard drive.
The hard drive must be “hot swappable.” The term “hot swappable” shall mean the hard drive may be removed and/or replaced
while the DVR is in fully powered operation without any damage.
• The DVR camera connectors must be waterproof 6pin DIN screw on connectors including audio, video, power and ground.
• The system must have clear video at 720 x 584 NTSC resolution for DVD quality playback.
• The DVR recording modes must be user selectable for continuous, motion or alarm. In continuous mode, storage capacity must
not be impacted by motion.

• The DVR must automatically record over data files once the audio/video capacity has been reached. The system must not erase
data when overwrite begins, and overwrite should begin with the oldest data first (user selectable, on/off).
• The DVR onboard real-time clock must operate independently of the main power supply and must adjust automatically for
Daylight Saving Time with automatic time update by GPS capability.
• The DVR display resolution must have an option for the user to select NTSC and PAL settings.
• The DVR must have a start delay of one to 60 seconds, user selectable, for the system to boot up and begin recording upon
activation of the bus engine run switch.
• The DVR must have a delay time switch to allow continued recording from 0 to 999 minutes after the bus is turned off. The user
will set the delay time during the initial programming.
• The DVR must be capable of setting and recording real-time images and sound from one (1) to 45 frames per second (fps)
maximum (MJPEG) and one (1) to 90fps maximum (H4L) per channel.
• The system must have an OPTIONAL integrated passive GPS with no outside subscription service requirement.
• The OPTIONAL GPS must be compatible with software that can extract .gpx, .kml and .gps data files for Tele Atlas/Google Map
Overlay.
• The OPTIONAL GPS system’s onscreen data must include the vehicle’s coordinates, direction and speed, and each must be
imprinted on recorded video and synchronized with the camera(s).
• The DVR must include a DATA DOWNLOAD connection for easy firmware upgrades.
EXTERNAL VIRTUAL SYNCHRONIZED MAPPING™ (VSM)
• The DVR must be VSM capable, must be connected to the external VSM module via a camera input cable and must contain
embedded maps and must deliver the recorded maps as a permanent part of the video record.
• The recorded VSM video data must be court admissible.
ELECTRICAL REQUIREMENTS
• The DVR must operate from a 9-30 VDC power source connected with 16 gauge wire or larger, with inline fuses and be internally
and continually protected from power surges, voltage spikes and reverse polarity.
• The DVR must offer a lithium ion back-up battery that will save settings for up to 30 years.
• The DVR must include a UPS power conditioner to regulate fluctuations in vehicle voltage and operate all functions at full capacity
when powered by the UPS power conditioner.
WIRELESS ACCESS REQUIREMENTS
• The DVR must have a built-in 500MHz LAN board with RJ-45 connection to an optional local area network (LAN) or 3G/4G router
and cellular network.
• The DVR must be capable of transmitting, to the MotoTrax™ online reporting system or equivalent, system health information
including but not limited to the following:
• DVR boot up
• Record status
• Camera status
• Hard drive status
• Date/time change
• GPS time update
• Vehicle over speed
• Hard drive recycle
• G-Force
• SD record status
• Stop arm (indicating service brake)
• Panic event
• Bus ID change
• Hard drive full
• Camera blind
• Vehicle key on/off

• The DVR must be capable of notification to MotoTrax™ online reporting system, GPRS and/or text messaging (selectable by
client).
• The DVR must be capable of downloading event clips with MotoLinx™ web-based automatic event clip downloading software.
• The DVR must be capable of transmitting a snapshot from a preselected camera view when the driver’s panic button is pushed.
This snapshot is transmitted via GPRS.
• The DVR must provide “live viewing” of all cameras to the customer when an optional GSM router and cellular service are in use.
• The DVR must be capable of interface with RFID routing and tracking software, when an optional GSM router and cellular service
are in use.
ENVIRONMENTAL REQUIREMENTS
• The DVR unit must have high and low temperature protection including a heater and fan.
• The DVR must have start-up protection to prevent damage from transient voltage.
VIDEO RETRIEVAL PC PLAYBACK SOFTWARE AND ARCHIVING
• The software must offer user selectable retrieval of the latest MJPEG and H4L compression technology, providing motion picture
quality while offering greater storage capacity.
• The hard drive must connect to a security key and be able to connect to the computer through a SATA connection and a USB
connection. The video review shall be accomplished through this USB connection with the DVR hard drive and utilizing the
supplied proprietary playback software. The USB connection from the PC must power the DVR hard drive. Video review will
require no other office hardware.
• The software must be able to retrieve events downloaded directly on a USB drive via USB 2.0 connections/port or direct
connection to a laptop or desktop PC.
• The video retrieval or review must be secured through the use of proprietary playback software. The software must require
username and password entry and must offer court-ready video files, utilizing a watermarking system to verify that the video is
tamper free.
• The video review software must be user-friendly. It must allow for one screen viewing of all cameras, with options to select any
single camera view and audio selected from any other camera. The playback software must be able to copy video to a PC (user
selectable by time frame), and be able to create a JPEG, WMV or AVI files. The software must offer the capability to easily forward
and view video and audio clips/frames as an attachment to an email. It must include options to play, stop, forward, reverse,
pause, frame-by-frame forward, frame-by-frame reverse, beginning of video file, end of video file and volume control for audio. It
must include camera selection buttons and a time slider.
• The video retrieval capability must be “plug and play” reading for fast file transfer, utilizing PC based file formats and the security
key.
• The minimum transfer rate from the hard drive to the archiving server must be at a 10 to 1 ratio, transferring 10 minutes of video
in one minute.
• The software must easily retrieve the “tag/mark” on the hard drive, search, pause/freeze and download captured events to a PC,
USB flash drive or direct to a DVD burner, or print frame-by-frame.
• All video and data must be able to be saved on the PC’s hard drive, and/or transferred or copied to DVD, CD, VHS, and other forms
of archiving.
• The supplied software must have the capability of tracking, with playback selections of inquiry by alarm, date, time and camera
number.
• The software must have the following video quality settings: 16 Settings: four adjustment levels with four quality settings for each
adjustment level.
• The software must offer display modes of single camera, multi-camera and 4x zoom.
• The playback software must be user password protected and have defined security levels.
• The software must be capable of auto browsing for recorded video, reducing playback time spent on manual searches.
• The software must be capable of snapshot blurring.
• The software must be capable of GPS output into GPX, NMEA or KML format.
• The software must incorporate an integrated driver report card feature to assist in driver management and training.
• The software must be capable of interface with MotoTrax™ and MotoLinx™ web-based applications.

MAINTENANCE AND SOFTWARE UPGRADES
• The awarded bidder will provide contact(s) information for technical support.
• The DVR system must not require any additional maintenance support other than periodic testing for proper operation.
INSTALLATION
• The awarded bidder will supply the installation of all hardware (including accessories, cables, harnesses, etc.) and software to
guarantee systems are fully functional and operational prior to acceptance of payment.
• The awarded bidder will provide a timeline for installation, testing and startup.
• The awarded bidder will provide the number of dedicated technical support team members and/or installers required for this
project.
• The awarded bidder will include the training of staff employees on system use and optional installation certification.
• The system must be designed and supported by the manufacturer. The bidder must have experience installing and servicing
mobile video surveillance systems on client’s vehicles.
WARRANTY
• The DVR must have a Three (3) Year Limited Parts and Labor warranty.
• The cameras must have a Three (3) Year Limited Parts and Labor warranty.
• The solid-state hard drive must have a Ten (10) Year Limited Parts and Labor warranty.
TRAINING AND TECHNICAL SUPPORT
• The awarded bidder shall supply complete user training on the system and its installation, including online and current
manufacturer user manuals.
• The awarded bidder will provide a toll-free engineering support line and other technical assistance.
