2. JOB PURPOSE
To provide professional and clinical leadership to the Public Dental Service to ensure the delivery of
equitable and accessible primary care dental services, promoting effective integration and co-ordination
with GDP contractors. To ensure corporate objectives of NHS Highland and national policy aims are
addressed, liaising with secondary care and public health colleagues and working with regional and
National colleagues and organisations in contributing to the leadership of the strategic direction of
Primary Care Dental Services in Highland.

4. ORGANISATIONAL POSITION

5. ROLE OF DEPARTMENT
The Dental Service Department, assists NHS Highland in ensuring the deliver of equitable, sustainable,
affordable and accessible primary care dental services throughout the Northern Highland area and does
this through:











the implementation of the ‘Action Plan for Improving Oral health and Modernising NHS Dental
Services in Scotland (2005) and the revised NHS Highland Primary Care Dental Services Strategy
(currently under revision)
the delivery of routine and emergency dental services to local communities
the delivery of the epidemiological function through the National Dental Inspection Programme
the delivery of the national oral health improvement programmes
the delivery of specialist services (e.g. general anesthetics & sedation)
the delivery of Special Care Dental Services and services for priority groups.
the delivery of care in a variety of settings (e.g. domiciliary care & care from mobile surgeries)
participation in community wide oral health initiatives
contracting arrangements for GDPs
OOH services, integrated with the Scottish Emergency Dental Service
Participation in training of pre qualification and post qualification staff, including dental outreach and
Therapist training
6. KEY RESULT AREAS
Professional & Educational
i. Lead clinical quality / performance management and clinical governance arrangements for the Public
Dental Service within Highland and act as joint Chair of the NHS Highland Dental Clinical
Governance & Risk Management Group, alongside the GDP clinical lead in respect of Primary Care
Dental Services i.e including GDP sector.
ii. Provide clinical leadership and maintain a high level of clinical standards and quality of care through
the development of systems of clinical governance including effective clinical risk management,
clinical audit and clinical effectiveness and CPD within the PDS.
iii. Lead and ensure the effective liaison and communication between oral health teams and integrated
health and social care teams throughout the NHS Highland Health & Social Care Partnership area.
iv. Investigate clinical complaints relating to the Public Dental Services in the NHS Highland Health &
Social Care Partnership area in line with the NHS Highland complaints procedure
v. Work with NES to ensure effective support, coordination and facilitation of professional development
of all Public Dental Service teams within the NHS Highland Health & Social Care Partnership area.
vi. Support UHI in achieving appropriate academic governance of the BSc OHS programme by ensuring
clinical governance of patient services and appropriate governance of staff within the Teaching wing
of the Inverness Dental Centre.
Planning
i. Lead role in guidance and advice on policy in relation to the public dental service.
ii. To work with stakeholders to ensure the effective implementation of the NHSH Primary Care Dental
Strategy, currently under review.
iii. Lead and co-ordinate clinical and service planning for public dental services across the NHS
Highland Health & Social Care Partnership area working closely with GDP partners, health and
social care partners in communities and in the secondary care setting, public health and the
Highland Area Dental Committee working .
iv. Maintain good working relationships with stakeholders and the Local Authority as the Lead Agency
for Children’s Services to ensure NDIP and oral health promotion activities are supported and
successfully implemented.
v. Ensure effective clinical workforce planning is in place to meet service plans.
vi. Evaluate services to ensure effective clinical and health improvement outcomes.
vii. Provide leadership and direction to clinical public dental service re-design and development, working
with colleagues to ensure effective clinical pathways are in place to ensure there is clarity regarding
the interface between the managed and independent contractor service within the NHS Highland
Health & Social care partnership area.
viii. Participate in the North of Scotland Oral Health and Dentistry Programme Board Meetings to ensure
effective representation of primary care.
Corporate
i. Contribute to the corporate and executive activities of the Board as required, providing advice and
guidance on policy in relation to the public dental service eg.

attending locality, partnership and other relevant meetings
liaising with the Communications Team, providing interviews
contributing to the public health annual report
participating /leading preparation for external reviews
ii. To undertake other duties or functions as requested by the Board in particular relation to primary
care dental direction across NHS Highland
iii. To provide performance updates to the Board and other stakeholders as required.
iv. Lead the communication with Chief Dental Officer’s office on behalf of Northern Highland.
6. KEY RESULT AREAS
Managerial
i. To be responsible for the overall management of the Public Dental Services within the NHS
Highland Health & Social care partnership area ensuring compliance with Board policies, protocols
and in particular leading on the governance and risk management agenda and the delivery of
services within the Highland Quality Approach framework.
ii. Be responsible for ensuring the completion of the National Dental Inspection Programme (NDIP) and
other epidemiological surveys in conjunction with the NDIP Coordinator and Consultant in Dental
Public Health.
iii. Be responsible for the implementation of national oral health improvement programmes within the
NHS Highland Health & Social care partnership area.
iv. With the Service Development Manger be accountable for the budgets so that resources are
effectively deployed in accordance with Board financial policies.
v. Management responsibility and clinical accountability for the Dental OOH service within the NHS
Highland Health & Social care partnership area ensuring effective linkage with NHS 24, the HUB and
Scottish Emergency Dental Service (SEDS).
vi. To manage student outreach and have clinical governance and management accountability for the
non-academic aspects for the UHI BSc Oral Health Science Programme within a Service level
Agreement with NES.
Clinical Service
i. Deliver services for 14 to 16 sessions per month at a senior level related to a clinical area within
which the postholder has a relevant postgraduate qualification.
ii. To maintain and expand knowledge and understanding on technological developments, modern
dental techniques and practice.

8. ASSIGNMENT AND REVIEW OF WORK
Objectives will be set and reviewed with the Associate Medical Director on an annual basis. It is
envisaged that a formal appraisal is undertaken on an annual cycle. The postholder will have a high
degree of autonomy and will be responsible for setting priorities, developing and implementing plans to
meet agreed objectives. The post is guided by national policy and direction as well as corporate
management and NHS Highland Board direction.
9. DECISIONS AND JUDGEMENTS
The postholder will be working with a large degree of autonomy and will be expected to make the majority of
decisions without reference to the Associate Medical Director and to be accountable for these decisions.

The post holder will be expected to make decisions associated with the delivery of safe and effective
services within the context of the requirement to deliver annual efficiency savings.
The post holder will be making decisions in the context of HR policies and procedures, for example
chairing disciplinary hearings and deciding on appropriate level of sanction, up to and including
dismissal.
10. MOST CHALLENGING/DIFFICULT PARTS OF THE JOB
The post holder will require to demonstrate leadership and vision, and be able to work with a range of
different stakeholders, with different agendas, to develop equitable, accessible and sustainable primary care
dental services across divergent communities within the NHS Highland Health & Social care partnership area
and during an extended period of change.
The post holder will be expected to manage the demands of balancing a role that requires the delivery of
clinical services and clinical leadership with management responsibilities.
Maintain a patient focused quality service within a reducing PDS financial allocation whilst responding to the
variation in NHS commitment of GDP independent contractors.
Personal resilience and focus on supporting teams through change.
Balancing the communication of consistent message that reflects the diversity with the NHS Highland Health
& Social care partnership area.
11. COMMUNICATIONS AND RELATIONSHIPS
The postholder is expected to communicate with a wide range of senior clinical and non-clinical staff across
NHS Highland including the Chief Executive, Director of Public Health, Consultant in Dental Public Health,
the Chief Operating Officer and senior officials of external organisations and in particular Scottish
Government colleagues and the Chief Dental Officer. Excellent communication skills are required to
influence and persuade others, and to build relationships within the service, allowing for a positive influence
and contributing to the implementation of change. The postholder is expected to have strong presentation
skills and to be able to express a view convincingly and coherently, verbally and in writing to a wide range of
interested parties and individuals.
12. PHYSICAL, MENTAL, EMOTIONAL AND ENVIRONMENTAL DEMANDS OF THE JOB
Physical

The postholder is required to perform clinical dental duties which involve sitting, standing and maintaining
a fixed posture for extended periods of time, e.g. up to one hour in duration.
 The postholder will be required to travel throughout the northern Highland area and must be able to
undertake journeys of up to 2.5 hours duration.
Mental
 The postholder must demonstrate ability to focus and concentrate for extended periods of time during for
example Board Meetings and presentations to large groups of staff and within the community.
 The postholder must also be able to balance the demands of the need for change within the PDS service,
and implementing this while dealing with the consequences of change in terms of reactions from staff,
dealing with complaints and enquiries from the press and public.
Emotional
 The postholder will require personal resilience and focus on supporting teams through change.
Environmental
 The postholder will work within dental clinic, office and hospital environments.
13. KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED TO DO THE JOB
Dental Degree
Full registration with the GDC
Have a VT number, or an ability to gain equivalence through NES
Experience in delivery of NHS dental services
A relevant clinical postgraduate qualification with related clinical experience at a Senior level.
Experience in management/clinical leadership
Excellent communication skills and evidence of problem solving/solution finding traits
Highly developed written communication skills and presentation techniques
An assertive and diplomatic approach to consultation and negotiation
Clear commitment to a customer focus in working relationships
Clear commitment and evidence of operating within a partnership working model
