Quote template for registered electrical contractors
1. Fill in this quote template, ensuring that all sections are completed, including the drawings. Refer to
the ‘Assessment methodology’ document for information on how the department assesses quotes
(available on our website).
2. If you have not registered for the PRF program you will need to complete and submit a ‘Supplier

When submitting quotes please note the following:
You will be required to manage and include in your quote all costs and activities associated with
the undergrounding works (including those being performed by third parties) including;





Pit installation and truck appointments with the power companies (these may be waived
however this would need to be checked with the relevant power company)
Any meter alteration fees
Trenching and cabling
Removal of poles and all waste material (including rocks)
Site remediation to ensure that the property is undamaged and is, as far as practicable, in the
same state it was prior to the works being carried out.
The government funding will only cover a ‘like for like’ replacement. That is, the current capacity of
the overhead will be replaced with the same capacity. POEL owners wishing to upgrade their capacity
are free to do so, but are responsible for meeting the additional cost. Pre-existing issues, such as
faulty meters and household wiring are also not covered.

and Installation Rules (SIRs).

*Insulating the Overhead Service
Please ensure you have considered replacing the POEL with an overhead insulated service (to be
authorised by ESV) where there is excessive rock. You can make your quote conditional upon
obtaining that authorisation.
The fee charged by Energy Safe Victoria (ESV) should be included in your quote. Upon awarding of the
works a Conditional Offer will be issued allowing you to engage with ESV to seek the exemption. If an
exemption is not granted, the Conditional offer will be withdrawn, you will be refunded the ESV amount and
should then submit a quote for undergrounding the POEL. Do not incur any additional liability until the
exemption has been confirmed by ESV (for example ordering materials) as the department will only refund
the ESV amount.
