In 2011, the autonomies received
Transfers for Bs 18.741 millions
The regions, local governments and public
universities have autonomy to manage their
income. Resources generated by the state do
not remain at the Nation’s General Treasury
(TGN). Are transfered at the autonomous
levels.
In 2011, the nine departmental governments,
337 councils and 11 public universities in
Bolivia received Bs 18.741 millions for resources
transfers coming from
Tax Coparticipation,
Royalties from Hydrocarbons and Mines ,
Hydrocarbons Direct Tax (IDH) and others.
Resources generated by gas and oil exploitation
are the main source of income for the regions
that grow up in the last six years and a half. the
positive Government’s economic management,
affected positively, to increase the TGN ‘s
Revenue, dependant on the
Ministry of
Economy and Public Finances, economic
resources that do not remain in the treasury , but
that is transferred to local governments, councils
universities and public institutions that manage

this money autonomously.
Growth
In 2005 (last Year of neoliberal
g o v e r n m e n t s ), Treasury transfers to the
autonomous levels were Bs 6.669 millions.
After the hydrocarbons nationalization, in May
2006 (first Year of Evo Morales government),
regional income went up in 41, 6%; so that the
amount transferred from that year went up to Bs
10.330 millions.
In 2007, transfers went up to Bs 11.716 millions. In
2008, went up to Bs 13.575 millions. In 2009,
reached to Bs 12.978 millions. In 2010 went up to
Bs 14.539 millions.

And in 2011, to Bs 18.741 millions. For this Year
2012, The Ministry of Economy and Public
Finances had a budget transfers for Bs 20.232
millions.
Regarding the GDP
Resources
transfers
to
councils,
local
governments and universities regarding the
Gross Domestic Product (GDP), went up from 7,
2%, in 2005, to 8,9%, in 2010.
In 2011, transfers for tax co participation —it
means, from tax Revenue from the National Tax
Service (SIN)— reached to Bs 6.356,3 millions ;
amount to which is added up income from the IDH
with Bs 6.093,4 millions; hydrocarbon royalties to
local governments were Bs 3.149,3 millions and
the mining royalties to Bs 1.007,3 millions.
Income that regions received, through its local
governments and councils, allowed them to have
enough resources to do productive investment to
generate development and jobs.
But also can make infrastructure projects; invest
in education and health, to benefit its population.
Universities also have enough resources to
improve infrastructure, number of Jobs and
academic research.
La Paz and Santa Cruz universities are the biggest ones

The Mayor of San Simón University, from Cochabamba, received Bs 444,9 millions and the
Oruro’s Technical University (UTO), Bs 162,9
millions.
To the Mayor San Francisco Xavier University
were transfered Bs 210,3 millions; to the Juan
Misael Saracho from Tarija, Bs 168,3 millions;
to the Tomás Frías from Potosí, Bs 163 millions
; and the Beni’s Technical Bs 130,9 millions.
The El Alto Public University (U PEA) received
Bs 131,3 millions; Pando’s, Bs 60,1 millions;
and XX Century, Bs 43,1 millions.
In 2011, the 11 public universities in Bolivia
received resources for Bs 2.697,7 millions from
the TGN’s subsidies, tax co participation and
IDH. In this way , were transferred Bs 623,4
millions to the Mayor of San Andrés University
(UMSA), from La Paz; and Bs 559,4 millions to
the Gabriel René Moreno, from Santa Cruz.
In the last six years, public universities
resources went up in over 100 percent. In
2005, altogether received Bs 1.152 millions ,
amount that went up in 2006 to Bs 1.567
millions; to Bs 1.767 millions in 2007; and to Bs
2.071 ,6 millions in 2008.

In 2011, councils recieved Bs 9.850,2 millions
In 2011, the 337 council autonomous
governments in Bolivia received Bs 9.850,2
millions and for 2012 there was a budget transfer
of Bs 10.727,7 millions .In 1994, when the
management decentralization starts in Bolivia,
the 311 councils received from transfers a total
of Bs 291 millions. The numbers, show that
there was a growth in income for councils from
2006.
In 2001, transfers to council’s autonomous
governments were Bs 1.327 millions, amount
that in 2005 went up to Bs 2.443 millions.
After the hydrocarbons Nationalization, in
2006, transfers went up to 3.964 millions.

In 2007 went up to Bs 4.636 millions; in 2008
to 6.758; in 2009 to Bs 6.924 millions; in 2010

Tarija and Potosí local governments are the ones
that receive more resources , thanks to the
revenue from oil and mining , respectively,
adding up transfers from the Nation’s General
Treasury (TGN). In 2011, Tarija received for
transfers from the TGN and royalties Bs 2.182
millions and Potosí, Bs 964,7 millions . Santa
Cruz recieved Bs 865.5 millions and
In 2011, the nine local governments in Bolivia
received Bs 6.193 millions for resources transfers;
from which, hydrocarbon royalties are the biggest
ones that add up Bs 3.149,3 millions ; followed
by the Hydrocarbons Direct Tax (IDH) with Bs
1.283,3 millions ; next the mining royalties with Bs
1.007,5 millions. And at last , the special Tax to
Hydrocarbons and Derivates (IEHD) with Bs 553,9
millions.
Even though Beni and Pando are not
hydrocarbon producers, receive a participation
from the Revenue; besides the participation in
mining and forestry royalties from the local
governments, according to the established in
current norms.
