1. Background, issue and justification of the project (1 page maximum)
1.1. Background
Provide a brief overview of the local background.
Give details of the public sectoral policy(ies) in relation to the project. Also specify whether the
project meets a priority for the Authorities of the country.
Place the project in the current context particularly in the case of countries or regions in a situation of
crisis or political, social, economic or food instability...
Also show the project's external coherence in relation to any action implemented by other
stakeholders (institutions, international organisations and/or NGOs).
Describe the issue which justifies the project, mentioning whether any situational analysis or prior
study exists (if this is the case, please enclose it).
Explain how the project addresses basic critical needs for disadvantaged populations.
Justify the intervention area(s) with regard, in particular, to the issue(s) outlined above.
1.2. Direct and indirect beneficiaries
Provide a qualitative and quantitative description of the direct and indirect beneficiaries.
Also indicate whether the beneficiaries were involved in the project formulation.

Explain how the project provides a solution to the issue outlined above.

1.4. Alignment of the project with the priorities of the Monegasque Cooperation
Explain how the project can contribute to the Government of Monaco's development cooperation
policy.
The Monegasque Cooperation gives preference to concrete projects in the field with a strong social
impact and those of an innovative or pilot nature. Projects of particular interest to the Authorities of
the country and whose results can be disseminated or duplicated are especially given support.

Indicate any actions and measures envisaged to ensure transfer of skills between the project
management and the other implementation players involved in the project.
Give details of the measures planned to ensure self-financing, for example in the case of construction,
