DESCRIPTION:
This position will focus heavily on preparing Requests for Proposals (RFP) and
contracts for public housing modernization projects using federal funds; and Public
Housing residential rental unit maintenance and turnover to ensure timely leasing of
families from the waiting list. Coordinates the overall preventative maintenance, repair,
cleaning, security, and construction of public housing grounds, apartments and
administrative office. Completes federally required reporting to the U.S. Department of
Housing and Urban Development (HUD).
EXAMPLE OF DUTIES:
1. Develops and issues Requests for Proposals and Requests for Quotations for
federally-funded public housing capital modernization and rehab projects.
2. Project management to include the formal bid process, contract preparation and
contractor compliance with all federal program rules and regulations; meets with
professional engineers, architects and contractors for pre-design information relating to
capital improvements and the rehab and modernization of public housing apartments
and grounds.
3. Reads and interprets blueprints and building plans.
4. Comply with all City procurement and engineering requirements, and all federal
program regulations to meet HUD requirements for inspection.
5. In conjunction with Housing Accounting, develops and monitors Federal Public
Housing Five Year and Annual Capital Fund budget.
6. In accordance with federal Public Housing regulations, schedules, organizes and
supervises building maintenance workers, lead building maintenance worker and
service workers and coordinates the overall preventative maintenance, repair, move-out
and move-in inspections for vacant units, unit rehab and turnover for public housing
apartments and grounds.
7. Administers the computerized preventative maintenance and mobile work order
management system; assigns work orders, reviews completed work orders for tenant
charges and ensures charges are correct.
8. Makes recommendations and develops cost estimates on materials, supplies,
equipment and personnel needs.
9. Inspects work by city staff contract staff, and contractors/vendors,both in progress
and upon completion. Completes punch lists to finalize projects prior to final payment
and family occupancy.
10. Complies with and educates contractors/vendors on federal Section 3 and
Davis/Bacon Wage requirements for all projects, contracts and contractors; completes
Davis/Bacon Wage Reviews; completes Davis-Bacon wage reviews.
11. Develops and updates Housing Division policies, procedures and guidance
pertaining to public housing maintenance and grounds and capital improvement project
management.
12. Receives and resolves complaints and problems concerning personnel supervised
and work performed; provides information and educates public housing residents on
tenant maintenance requirements, obligations and responsibilities.
13. Provides instruction to assigned staff in proper work procedures, safety practices,
departmental policies and procedures.
14. Purchases equipment, materials, supplies and personnel needs pertaining to public
housing maintenance, and grounds.
15. Prepares oral and written technical and statistical reports.
16. Maintains and updates employee files.
17. Attends various meetings and committee functions.
18. Assists the Housing Services Manager and the Housing Supervisor in the planning
of long-term goals for the division.
19. Supervises special programs as may be determined by federal program regulations
or city policy.
20. Works with Glendale Police Department to determine tenant's criminal activity on
the property and to provide any/all information known to Housing maintenance.
21. Performs other related duties as assigned
MINIMUM QUALIFICATIONS & SPECIAL REQUIREMENTS:
Two years of trade school or college level course work in building construction,
maintenance, and repair, and four years experience in general construction at the
journeyman level including one year of lead or supervisory experience.
Knowledge of:
Principles, methods, tools, materials and practices used in building maintenance,
trades, and custodial services needed to maintain city federal public housing
apartments and grounds
Supervisory policies, procedures, and techniques
State, local and federal codes and guidelines such as the Uniform building code for
plumbing, mechanical, electrical, fire and safety, and regulation of the EPA, OSHA, the
Arizona Corporation commissions
The provisions of the Americans with Disabilities Act
Federal regulations such as the Davis-Bacon Wage Reporting and Section 3
requirements
Principles of public administration and public housing practices
Accepted office administration and supervisory techniques
Request for Proposals/contract approval processes for government contracts DavisBeacon Wage Reporting requirements.
Ability to:
Manage multiple projects and meet all federal regulatory deadlines
Plan, organize, assign and coordinate the work of building maintenance crews
Estimate equipment, personnel and material needs on a project basis
Read and interpret blueprints
Establish and maintain effective working relationships with subordinates, residents,
vendors, contractors and other city employees
Deal effectively with city employees and the general public in the resolution of
complaints and the provision of services
Operate a personal computer and programs related to the department’s preventative
maintenance and work management system
Any equivalent combination of training and experience that provides the required
knowledge, skills, and abilities, is qualifying.
SPECIAL REQUIREMENTS:
Valid Arizona driver's license
Applicants will be required to undergo drug testing prior to employment and will be
subject to further drug and alcohol testing throughout their period of employment in
accordance with the City of Glendale Substance Abuse policy
