DCL filed flight plans using a STAR must contain a published STAR transition or if intercepting
the STAR then the filed intercept fix must be within the transition phase prior to the start of the
actual procedure. Additionally, if a STAR has notated optimum profile descent (OPD)
procedures, then a published STAR transition must be filed in the flight plan.
ARRIVAL PROCEDURE rules (draft)
With the FP coming in as:
..WPT.WPT..TRANS.STAR.DestAPT
When the uplink contents are to include:
routeinformation (ending with LastWPT) and
procedurearrival (containing ARR, uSTAR, uTRANS)
1) If TRANS.STAR is listed in the DB as a named procedure under that Destination Airport, send uplink
with:
a) LastWPT = the First fix in the 424 DB sequ
ence associated with TRANS.STAR
b) uSTAR = STAR, uTRANS = TRANS
note: this covers cases where TRANS.STAR is ALB.SHAFF7, BAF.SHAFF7, GEE.SHAFF7, LMT.TUDOR2, etc
2) If not, but TRANS is the same as the STAR name minus the last character of the STAR (eg
TUDOR.TUDOR2, SHAFF.SHAFF7), or TRANS is the first fix in the "ALL" ie base leg/common) transition for
that STAR (eg SWR.FLUNK3, PIECH.TUDOR2, FLOSI.SHAFF7), send uplink with:
a) LastWPT = first fix in the "ALL" (ie base leg/common) transition for that STAR
b) uSTAR = STAR
c) uTRANS = blank (no transition in proceduredeparture)
If not, ERROR/Unable list

Should there be a desire to work within the current DTAP limitation of not importing the ALL/base
leg/common transition entries from the 424 DB, a partial solution would be to replace Requirement 2
with the following:
2) If not, but TRANS is the end/last fix in the 424 DB of transitions for any named transition associated
with the STAR, send uplink with:
a) LastWPT = TRANS
b) uSTAR = STAR
c) uTRANS = blank (no transition in proceduredeparture)
note: this covers cases where TRANS.STAR is FLOSI.SHAFF7, PIECH.TUDOR2, etc
Such a solution would eliminate filings with SWC.FLUNK3 (procedures with only an ALL transition), or
TUDOR.TUDOR2, SHAFF.SHAFF7, etc (procedures with the transition name different than the transition
fix) from being DCL eligible.

DEPARTURE PROCEDURE rules (draft)

With no SID in the FP, the controller may select cSID and cTRANS
When the uplink contents are to include:
routeinformation (starting with FirstWPT) and/or
proceduredeparture (containing DEP, uSID, uTRANS)
1) SID is present in the adaptation (an entry in the DTAP local SID file)
If TRANS is a listed transition for that SID, then
a) FirstWPT = TRANS
b) uSID = SID, uTRANS = TRANS
If not, (TRANS is not a listed transition for that SID) but TRANS is a valid waypoint/fix, then
a) FirstWPT = TRANS
b) uSID = SID, uTRANS = blank (no departure transition)
note: this is the case when the users agree to file the SID and the name of the departure fix
or more properly,
a) FirstWPT = last waypoint in the RW transition procedure for that SID
b) uSID = SID, uTRANS = blank (no departure transition)
2) SID is not an adapted departure procedure, then set CHI to controller selectable cSID, cTRANS
If Controller selects cSID=None, then
a) FirstWPT = SID (first element in the FP after airport)
b) uSID / uTRANS not applicable (no proceduredeparture, no departuretrans)
If Controller selects cSID<>None and cTRANS=None
a) FirstWPT = SID (first element in the FP after airport)
b) uSID = cSID, uTRANS = blank (no departure transition)
note: this is the case when there's no SID in the FP, but the controller selections EWR1, none transition. EWR1 no transition is
equivalent to the EWR1.EWR charted procedure (knowing EWR is not the departure fix). EWR1 should be adapted to have
EWR1 SID with no listed transitions (because while EWR is the name of the charted NONE transition, its not the name of the
transition fix)
If Controller selects SID<>None and TRANS<>None
a) FirstWPT = cTRANS
b) uSID = cSID, uTRANS = cTRANS
note: this case is when there's no SID in the FP, but controller selections CHLDR1, CHLDR or
CHLDR1, ANSWA. CHLDR1 should be adapted to have CHLDR1 SID with CHLDR and ANSWA as listed transitions.
