ANIMAL BOARDING ESTABLISHMENTS ACT 1963
MODEL CONDITIONS FOR DOG CRECHE (HOME)
For reasons of clarity and to avoid misinterpretation the following terminology is used
in this document:
Boarding Establishment: A premises used in the course of a business to board
dogs during daytime hours. These include venues describing themselves as Dog
Crèche, Doggy Day Care, Dog Hotels and some Dog Walking businesses who keep
client dogs at the business premises in between scheduled walks.
Exercise/play area: A large fenced area used for exercising dogs and not used for
housing dogs.
Indoor Accommodation: An inside unit with no run attached. This also includes
pens, crates and similar units.
Summary
These conditions apply to any use of any premises that is being used as a
dog crèche, a business for the boarding of dogs during the day only.
Premises include dog walking businesses where client dogs are kept at the
business premises in between scheduled walks.
Licence Display
A copy of the licence shall be displayed to the public in a prominent position
in, on or about the premises, or made available to each boarder.
Permitted Hours
No dogs to be boarded overnight
Permitted operating hours are 7am – 7pm.
Number of Dogs Permitted
The maximum number of dogs permitted will be 6 (inclusive of resident
dog/s).
Familiarisation
Unfamiliar dogs from more than one household shall have a suitable period of
trial familiarisation before the boarding period. No dog shall be boarded until
the trial familiarisation has taken place. Dates of familiarisation periods shall
be recorded in the register listing dates and length of familiarisation time.
Clients must be made aware that their dog will be free to run and play with
other dogs whilst in your care. Clients must sign a consent form agreeing to
that arrangement and their signed consent form must be kept with the register
and available for inspection. Written consent shall comprise to the effect that
the owner of the dog known as (???) has seen the accommodation specified
in the consent and is satisfied with the arrangements.

Should it become apparent to the licensee or person supervising the
premises that a boarded dog displays behavioural problems or represents a
danger to any dog boarded or any person working at or visiting the premises,
or in neighbouring premises, that dog must be isolated immediately and
returned to its owner as soon as practicable.
General Conditions
No premises where there are children 5 years of age or under will be
licensed.
No animals other than dogs are to be boarded at the premises.
No dog breed or individual as designated by the Dangerous Dogs Act 1991 is
permitted to be accepted for boarding.
Any dog showing signs of flea or parasite infestation shall not be permitted
access to the crèche facility.
Any dog without an up to date vaccination record or titer test shall not be
permitted access to the crèche facility.
Any dog suspected of carrying an infectious/contagious disease shall not be
permitted access to the crèche facility.
The licence to which these conditions are attached is for the boarding of dogs
within specific premises, in the manner of keeping a pet dog, including access
by boarded dogs to all areas for recreation.
If the premises are located in a residential area, the premises must be
maintained and managed so as to be suitable for the boarding of dogs in such
an area.
The licensee must conduct the business, to the satisfaction of the Local
Authority, in such a way as to prevent noise and/or odour nuisance to
neighbouring premises.
The premises shall be maintained in a state of cleanliness conducive to
disease control and dog comfort.
The licensee will take all reasonable steps to ensure that any dog boarded on
the premises will not represent a risk to the safety of any person working or
visiting the premises or in neighbouring premises.
The licensee must ensure that the establishment is covered by adequate and
suitable Public Liability insurance and produce such insurance to an
authorised officer of the Local Authority on request.
Where a collection and delivery service is provided, a suitable vehicle fitted
with safety harnesses, cages or guard in the rear must be provided. The
vehicle should be cleaned and disinfected with a veterinary recommended
product at least every 7 days.
The Council reserves the right to amend or adjust any condition in relation to
a specific premises if it is deemed appropriate or necessary.

Construction
There must be no external construction of buildings, cages or runs.
The premises will have its own entrance and must not have shared access
e.g. communal stairs.
All areas/rooms to which dogs have access must have no physical or
chemical hazards that may cause injury to the dogs.
There must be sufficient space available to be able to keep the dogs
separately if required.
There must be adequate space, light, heat and ventilation for the dogs.
Natural and artificial lighting of rooms must be sufficient to allow the proper
use and cleaning of them.
Accommodation facilities
Each dog shall be provided with a separate rest area with crate or bed in an
environment free from damp and draught. These are for dogs which may
become tired, or wish to be in a quiet area where no play is taking place,
allowing that dog to “retire” to its own secure place. No more than one
specified dog should be admitted to the individual rest crate/bed.
All bedding, blankets, rest area crates and bedding and associated utensils
shall be capable of being easily cleaned and disinfected using appropriate
animal safe products to remove any soiling; and prevent the risk of crosscontamination. Bedding must be maintained in a parasite-free, clean and dry
condition.
All bedding equipment such as beds, crates, bedding and blankets shall be
thoroughly cleansed, disinfected and dried upon vacation or every 7 days,
whichever is the sooner.
Cleanliness
All areas to which the dogs have access, including the kitchen, must be kept
clean and free from accumulations of dirt and dust and must be kept in such a
manner as to be conducive to maintenance of disease control and dog
comfort.
Veterinary advice must be sought in relation to cleaning substances so that
they or their fumes cannot be harmful to dogs.
All areas to which the dogs have access to must be easily cleanable and
disinfected using an animal safe product.
Urine and faeces shall be removed as soon as produced and the area
disinfected using an animal safe product. The area shall be dried to prevent a
slip risk.
All excreta and soiled material must be removed from all areas used by dogs
at least daily and more often if necessary.

Measures must be taken to minimise the risks from rodents, insects and other
pests within the premises.
Food and water supplies
You may not be providing food for dogs at the crèche, but only by agreement
with the owner who has provided a pre-prepared meal in a sealed container,
in respect of, for example: an elderly dog, a young dog or puppy or diabetic
dog,. That meal will be provided to that dog in a clean, secure area, out of
sight of other dogs and to the owner’s wishes. These meals will be recorded
in the register.
Remains of opened tins and uncooked food must be stored in covered, nonmetal, leakproof containers in the fridge.
A wholesome supply of water shall be available to all dogs at all times and be
regularly replenished and changed daily.
Eating/drinking vessels must be capable of being easily cleansed and
sterilised and maintained in a clean condition. All eating/drinking vessels must
be cleansed at least once daily.
Any food storage containers and facilities including pestproof containers must
be kept vermin-free at all times.
Supervision
A fit and proper person with relevant experience must always be present to
exercise supervision and deal with any emergencies whenever dogs are
boarded at the premises. This person must not have any conviction or Formal
Cautions for any animal related offence.
Dogs must not be left unattended for longer than 3 hours at a time and then
not on a regular basis. If the dogs have to be left at all, then no dogs including
resident dogs must be left outside. Resident dogs must be separated from
boarded dogs if left unattended.
Only people over 16 years of age are allowed to walk the dogs in public
places.
Exercise
There must be direct access to a suitable outside area. The area/garden must
only be for use by the homeowner (not shared with other residents).
External areas to which boarded dogs have access must be kept free from
accumulations of faeces. All deposits are to be removed at least once daily
and more often if required. The area should be regularly cleansed and
disinfected using an animal safe product.
If there is a pond it must be covered to prevent drowning.
The exercise area/garden and any other area to which the dogs have access
must be totally secure and safe. Fencing must be adequate to offer security to
prevent escape and be safe, with no dangerous sharp objects or protrusions.
Gates must be able to be locked.

The exercise area/garden should be secure so as to reasonably prevent
unauthorised access to the dogs.
Dogs must be exercised in accordance with their owner’s wishes. If dogs are
taken off the premises, they must be kept on leads unless with the owner’s
written permission.
When exercised in public places the licensee should be aware of any
legislation and/or local Orders in relation to dog control and ensure
compliance with any such Order.
Dogs must wear a collar with an identity tag displaying the name, address
and contact telephone number of the boarding premises.
The local authority must be informed as soon as possible but no longer than
12 hours if a dog is lost.
Disease Control and Vaccination
Proof must be provided that boarded and resident dogs have current
vaccinations against canine Distemper, Infectious Canine Hepatitus (Canine
adenovirus), Leptospirosis (L. canicola and L. icterohaemorrhagicae), Canine
Parvovirus and other relevant diseases. The course of vaccination must have
been completed at least 4 weeks before the first date of boarding or in
accordance with veterinary or manufacturer instructions. A titer test is
acceptable only when written veterinary advice is provided. A record that the
proof has been supplied must be kept and should include recording and
monitoring the due dates to ensure booster vaccinations are taken up to
continue to allow the dog to be admitted to the crèche.
All reasonable precautions must be taken to prevent and control the spread of
infectious or contagious disease and parasites. Anti-bacterial soap/handwash
should be used by all persons involved in the management of the crèche after
handling the dogs, clearing up excreta, handling soiled bedding etc.
A veterinary surgeon and the pet owner must be called in the event of any
sign of disease, injury or illness. Where a dog is sick or injured, any
instructions for treatment, which have been given by a veterinary surgeon,
must be strictly followed.
A well stocked first-aid kit suitable for use on dogs, based on advice from your
veterinary surgeon, shall be maintained and accessible at all times.
All dogs, including resident dogs, must be treated for fleas, ticks, worms and
other parasites. Resident dogs should be treated regularly and in all cases,
the information recorded. The premises should also be regularly treated using
a veterinary recommended product and a good standard of hygiene must be
achieved.
Isolation and Contagious Disease Outbreak
Dogs showing signs of disease or illness shall be isolated from any other
dogs until veterinary advice is sought. There must be sufficient facilities within

the premises to ensure effective separation of any sick animal. The pet owner
must be contacted and the dog returned to them as soon as practicable.
Dogs that have shown sign of illness or disease will not be permitted readmittance to the crèche facility until a veterinary surgeon has deemed the
risk to have passed.
The licensee must inform the Local Authority as soon as is practicable but no
longer than the next working day if a dog develops an infectious disease.
Following an episode of infectious disease the premises must undergo a
reasonable quarantine period. This period will be specified by the Local
authority as agreed with their authorised veterinary surgeon. If necessary, the
licensee must be prepared to close until the veterinary surgeon deems the
risk to have passed.
The Local Authority must be informed immediately if a dog dies or has a
serious accident or injury on or off the premises during its stay. In the case of
death, the licensee must make arrangements for the body to be stored at a
veterinary surgery until the owner can be contacted.
Register
A register must be kept of all dogs attending the crèche. The information must
include the following:
 Time and date of arrival and time of departure
 Name of dog and any ID system (such as microchip/tattoo)
 Description, breed, age, gender
 Name, address and contact number of owner/keeper
 Name, address and contact number of dog’s veterinary surgeon
 Proof of current vaccination or equivalent titer.
 In the case of bitches, date of last season and due season
 Any medical/health conditions
The register must be kept readily available and for a minimum of 2 years. It
should be kept in such a manner as to enable an authorised officer to easily
access such information. Where records are computerised they should be
easily retrievable for inspection. A back up copy must also be kept.
Fire/Emergency Precautions
Appropriate steps must be taken for the protection of the dogs in case of fire
or other emergency. The premises must have at least two working smoke
detectors located at the top and bottom of the stairs.
The licensee must be aware of the location of all dogs at the premises at all
times.
All electrical installations and appliances must be maintained in a safe
condition.
No dog must be left in a room with loose or trailing cables or wires.
All heating appliances must be free of risk of fire as is reasonably practicable.
There must be no use of free standing gas or oil appliances.
