Clinical practice, teaching and research
Worked for 9 years as a specialist physician in the University Departments of Medicine and Clinical Medicine at
the Singapore General Hospital, with rights of private practice and extensive medical undergraduate and postgraduate
teaching commitments. Active clinical research programme in haematology, diabetes and liver disease, resulting in some
50 scientific publications.
Specialist Physician at Darwin Hospital and to whole of Northern Territory, 1961-62.
Developed large general medical practice in Canberra, 1977-82.
Health statistics and epidemiology
Member of the National Health and Medical Research Council, and chaired the Council's Medical Statistics
Committee, Epidemiology Committee, Mental Health Committee, Hospital Morbidity Statistics Sub-Committee, Tropical
Medicine and Health Committee, Nutrition Committee.
Member from 1964 of the WHO Expert Committee on Health Statistics, WHO Expert Advisory Panel on Health
Situation and Trend Assessment. From 1974 to 1989 chaired the WHO expert committees on health statistics, WHO
committees preparing the 9th and 10th revisions of the International Classifications of Disease, and the Rockefeller
Foundation and WHO International Conferences for these ICD Revisions.
Director of the Australian Institute of Health and developed it as the statutory national health statistics authority.
Special epidemiological interests have included atherosclerotic heart disease, hypertension, stroke, asthma and sex

Co-author of community health services plan for Singapore Government, 1959. Developed and directed Singapore
Blood Transfusion Service. Medical Director of Clinical Pathology Services for Singapore General Hospital.

In Commonwealth Department of Health directed Divisions dealing with National Health and Medical Research
Council, National Health, Pharmaceutical Benefits and Drug Evaluation, Public Health, A.C.T. Health Services,
Quarantine, Medical Benefits and Health Advancement. Deputy Director~General, 1973-74.
Chairman of Canberra Hospitals Board. Director of A.C.T. Health Services. Developed the Capital Territory Health
Commission as a statutory authority and was first Chairman. Member of A.C.T. Advisory Council 1969-73. Chairman of
A.C.T. professional registration Boards dealing with medicine, dentistry, nursing and pharmacy.
Chairman of the National Hospitals and Health Services Commission.
Chairman or member of numerous Commonwealth planning, development and investigative enquiries.

Private consultancy contracts have included:

several commissions on health statistics for WHO;

work for the Rockefeller Foundation on health statistics;

work for Australian Government in Bangladesh;

coordination and development of Coffs Harbour, Bellingen and Dorrigo hospitals for NSW Health Commission;
•
acting as Chief Medical Officer for NSW Department of Health following abolition of the Health Commission;

commissions for South Australian Health Commission on renal dialysis and transplant services, Institute of Medical
and Veterinary Science, and on pathology services for The Queen Victoria Hospital;
•
chairman of committee appointed by South Australian Government to advise on reorganisation of the State pathology
services;
•
several commissions for Commonwealth Department of Health (and its successors), including studies relating to
AIDS, alcohol and drug services, and preliminary review of Red Cross Blood Transfusion Services;

several hospital coordination and redevelopment studies in collaboration with architects Lawrence Nield and Partners,
including the Royal Adelaide Hospital, the Adelaide Children's Hospital, and hospitals in Berri, Barmera, Loxton and

hospital services under Medicare for the Commonwealth Government,
methadone program funding for the Department of Community Services
and Health, transfer of Repatriation Hospitals to State administration in
Tasmania, Victoria (including the redevelopment of the Austin, PANCH
and Heidelberg Hospitals), and Queensland (including the redevelopment
and coordination of the Princess Alexandra, Queen Elizabeth 11,
Greenslopes and Logan Hospitals) and service plan for the Darling Downs

consultancies with McKay and Associates in 1995196 have included a major
review of the Australian Red Cross Blood Transfusion Services; review of
the future clinical services to be provided in the North Brisbane Region by
the Royal Brisbane Hospital, Royal Womens' Hospital, Royal Childrens'
Hospital and The Prince Charles Hospital; review of the medical services
in the Central West Region of Queensland; and the management for the
Commonwealth Department of Human Services and Health of a consulting
project to achieve optimum supply and effective use of psychiatric services.
