An exciting new initiative that’s set to
bring a significant number of important
benefits to Downham Market and West
Norfolk. An estimated £350m will be
invested in the project, creating over
4,600 new permanent jobs and 1,500
temporary construction positions.
Why Downham Market?
Downham Market is equidistant between Cambridge and
Norwich where there are already established technologybased business and education hubs, and has good access
to London and airports.
Why is it important?
It will bring a number of important benefits to
Downham Market and the surrounding area:

Aventa Capital Partners Limited is an investment
management firm with a track record for creating
transformational and long term sustainable
infrastructure projects.
When will it be ready?
Outline planning permission is extant and in
conjunction with our partners the Centre’s design
and planning is already underway. Construction is
scheduled to start in Q4 2016. The Institute of Data
Science and its campus infrastructure will be followed
by a phased build out of the Centre’s commercial space.
We expect the educational centre will be finished in
Q3 2017 and will be able to receive its first intake of
students in Q2 2018.




What is the Centre for Advanced Knowledge Engineering?
It will be the first bespoke facility of its kind in Europe and will be built on the site of the old RAF
base at Downham Market. Included in the development will be a commercially supported Institute
of Data Science as well as office and research premises for companies looking to expand, relocate
or establish a base in the UK and an educational facility in partnership with leading regional
colleges and universities.
The Centre will include supporting infrastructure to complement its campus feel such as a hotel and
international conference centre, halls of residence, restaurant and leisure facilities. The commercial zone
will incorporate 10-12 flagship buildings covering 120,000m2 to be completed over a phased three year
build programme. The site would also benefit from enhanced transport links.

What is Big Data?
Big Data, knowledge engineering and cyber security
are truly 21st Century phenomena in which the UK has
established Itself as a world leader.
Big Data is a collection of data sets so large and complex
that it becomes difficult to process using traditional
database management tools or data processing
applications. Managing and exploiting a single large set of
related data, as compared to separate smaller sets with
the same total amount of data, allows correlations to be
found for applications such as spotting business trends,
determining quality of research and prevention of diseases.
Whilst ‘structured’ data is more commonly known and is
that which already exists in most databases, ‘unstructured’
data research is the key driver for this project. Currently
around 80% of all data is unstructured which is made up of
not only pure text, but also digital video and voice activity
created by social media feeds, SMS, blogs, tweets, images,
emails and internet content.
What is knowledge
engineering?
Knowledge engineering is a software engineering discipline
that involves integrating knowledge into computer systems
in order to solve complex problems normally requiring a
high level of human expertise. It is used in many computer
science domains such as artificial intelligence, including
databases, data mining, expert systems, decision support
systems and geographic information systems and more
recently cyber security.
