Carol Layton
Carol Layton's career with the Ontario Public Service (OPS) spanned almost 36 years.
Carol was Deputy Minister of Transportation from September, 2010 through January,
2016. She also served as Deputy Minister in the Ministry of Revenue, the Ministry of
Public Infrastructure Renewal, and as the inaugural deputy for Results Delivery in
Cabinet Office. Carol's first appointment as Deputy Minister was with the Ministry of
Citizenship and Immigration in 2003. Along with this appointment, she was the Deputy
Minister responsible for Senior's and Women's Issues. Carol recently retired from the
OPS.
Earlier in her career Carol held management positions in Treasury Board and
Management Board Secretariat, and the ministries of Health and Long-Term Care, the
Attorney General and the Ministry of Finance - where she began her career.
Carol is the recipient of the University of Waterloo's Faculty of Environment 2015 Alumni
Achievement Award.
She is the recipient of the 2011 Ontario Lieutenant Governor’s Medal of Distinction in
Public Administration.
Carol is a long-serving member of the Institute of Public Administration of Canada
(IPAC) and served as president of the Institute in 2006- 2007.
Carol holds an Environmental Studies degree from the University of Waterloo and
attended the Queen's University Public Executives Program.
