Summary
Over 25 years of military service with more than 17 years in Navy Medicine serving in executive
positions. Served as the Senior Navy Aerospace Optometrist and Specialty Advisor with oversight and
leadership of 10 Navy billets. As the subject matter expert in aerospace optometry, provided
consultative services to the fleet aeromedical officers in cases relating to the ocular system. As an
executive leader, served for a period of six years as the Chair, Executive Committee and President,
Medical Staff for two military treatment facilities. Deployed as an aviation optometrist, serving with
Carrier Air Wing 17 aboard USS Eisenhower. Selected as the Navy Optometrist of the Year for 2009 in
recognition of career contributions to Navy Optometry and Navy Medicine.

Supervised the examinations and aeromedical dispositions of all Navy and Marine Corps aviation
applicants, as well as aviation applicants from the other branches of the armed forces. Provided
aeromedical examinations and dispositions to Navy and Marine Corps designated aviators. Utilizing
fleet and clinical experience, provides training to the Navy Aeromedical Officers during their initial and
refresher training. Revamped the student flight surgeon training at NAMI for alignment with fleet
operational medicine requirements. Coordinated, with COMNAVAIRFOR and NAVMEDLOGCOM, for
the acquisition and installation of updated refraction and diagnostic equipment on eleven aircraft
carriers, ensuring ease of use by Navy Flight Surgeons and resulting in improved care for aviation and
ships’ company personnel while deployed. Served as the Chair, Flight Audit Board for the oversight of
flight time requirements for approximately fifty aeromedical officers. Selected to serve as the subject
matter expert in the annual flight time verifications, working with COMNAVAIRFOR, PERS-435, and Naval
Operational Medicine Institute of over 300 aeromedical officers. Name selected to deploy as an
Individual Augmentee to Expeditionary Medical Facility, Kuwait in support of Operation New Dawn and
Enduring Freedom for 270+ days.
Appointed to the position of Specialty Consultant for Commander, Naval Air Forces in charge of all areas
of aerospace optometry and the supervision of optometric care for all navy and marine corps aviation
assets. Provided oversight and leadership to twenty four active duty aerospace optometrists and ten
CONUS and OCONUS aerospace optometry billets. Highly respected member of the aerospace medicine
team and contributing member of the aerospace medicine panel that reports directly to Naval Air
Forces. Assisted in the acquisition and update of optometry equipment on naval carriers. Sought after
to provide expert knowledge and assistance in designing the medical section of future naval carriers.

Hand selected to be the Navy/Army Transitions Officer in charge of converting EMF Kuwait to 325th
Combat Support Hospital. Utilized personal initiatives and joint service collaboration in developing,
implementing and successfully carrying through the transition plan to efficiently and effectively convert
EMF Kuwait (Navy) to the 325th Combat Support Hospital (Army). He served as the consultant and lead
agent for EMF Kuwait, USAF Joint Expeditionary Tasking Detachment, 3rd MDSC, and 325th CSH in directing
the flow of information between the commands, creating the start to finish process of transferring the
facility to the 325th CSH, acting as the liaison between the four commands in addressing issues and
concerns that would have would have otherwise delayed the EMF Kuwait conversion process.
Led the Navy and Army teams in developing plans for medical coverage for the retrograde increase of
personnel transferring in from other AORs, training scenarios for 1st Army to utilize in the final training of
325th CSH personnel, assisted in identifying personnel from Army Reserve Units that will comprise the
325th CSH, and the left seat/right seat turnover of Navy EMF Kuwait and Army 325th CSH personnel.
Coordinated the team efforts during the transition process not only with Navy, Army, and Air Force
commands, and worked with CONUS and OCONUS joint service units in addressing important taskers and
fielding questions from within the EMF Kuwait staff as well as from other units throughout the entire
process.
Selected as the Director, Clinical Services, with oversight and supervision of the specialty/surgical clinics,
Troop Medical Clinic, Optometry, and Mental Health EMF Kuwait. Supervised eighteen joint service
officers and sixteen joint service enlisted personnel in a positive attitude toward mission accomplishment
and customer satisfaction.
As the Department Head, Optometry, managed the most productive and busiest clinic within the
command. He created an imaginative and effective solo 24/7 on call optometry service for the evaluation
and treatment of over 400 eye emergencies with a resultant cost savings to Navy and Army Medicine of
over $157,000 in referral services. Professionally managed the optometric care of over 5,000 joint service
and civilian patients in a highly effective and productive manner heightening the medical readiness for
warfare missions.
During his tenure as the Senior Officer for the Annex, Troop Medical Clinic, EMF Kuwait, CDR Cooley led a
joint service team comprised of Mental Health, Optometry, Education and Training, and Religious Services
in a cohesive and productive manner. As the Senior Officer for the Annex, EMF Kuwait, and performing
in a joint service environment, he supervised four joint service officers, one leading chief petty officer,
and six junior Navy and Air Force enlisted personnel, creating a cohesive work environment for both
officer and enlisted staff members.

Department Head for the most productive clinic at Naval Hospital Oak Harbor. Served as the Naval
Hospital Oak Harbor Representative to the Board of Directors, Whidbey General Hospital, and
consultant to Island County Hospital. Spearheaded the development of Provider Profiles to increase
productivity and maximize provider efficiency. Introduced an innovative Chronic Pain Management
Program which streamlined care and saved $38,000 in the first three months of use. Was requested to
present on this program at the BUMED Executive Medicine Symposium for ECOMS with the result of the
use of the program at 28 MTFs and at BUMED. Conceptualized “Island Medicine” concept by partnering
with local community hospitals to ensure best coordinated medical care while sharing educational
opportunities. Developed Ongoing Professional Practice Evaluations (OPPE), Focused Professional
Practice Evaluations (FPPE) for the privileging authorities. These programs were subsequently identified
as best business practices by NAVMEDWEST. Highly effective in directing medical staff compliance with
The Joint Commission standards resulting in the success of three Joint Commission and MED/IG
inspections. Managed the optometric care for 22 operational squadrons assuring 100% vision readiness
for deployments. Developed a Tele-Ophthalmology/Optometry program with referral providers that
resulted in local cost avoidance of network fees and a reduction of over six lost man-hours per person in
travel time. Utilizing personal initiative developed a consultative service for ocular pathology
evaluations and treatments for Aviation Medicine, Family Practice, Pediatrics, Internal Medicine, and
Emergency Room resulting in a reduction of civilian consults for care. Developed an appointment
schedule that added 1,204 TriCare Prime appointments per year, resulting in a cost avoidance of
$190,344 per year. Exceeded 70% of his peers across NAVMEDWEST AOR in RVU production.

Demonstrated teaching excellence for the Flight Surgeon, Aerospace Medicine and Family Practice
Residency Programs and received four NAMI schoolhouse awards for outstanding instructional
services due to the vast knowledge in clinical and operational optometry. Recognized expert in the field
of Aerospace Optometry and sought after to solve the most difficult problems while being the most
clinically productive department member. Appointed as the academic advisor for Aerospace and
Aviation Optometry Programs due to his vast knowledge and expertise in clinical and operational
optometry. Completed the Joint Medical Executive Skills Program requirements and was awarded the
AQDs 6SA and 6SG. Developed a highly effective database tracking for corneal refractive surgery
aeromedical dispositions of 1,240 aviation personnel. Eye Clinic Manager of Naval Hospital Pensacola
Family Practice Residency training during OIF fleet hospital deployment ensuring continuity in clinical
rotations and training. Chaired first Aerospace Optometry Working Group and served as lead author of
revised training requirements, curriculum and strategic planning, securing BUMED endorsement. Coauthored the business case analysis for Aerospace Optometry incorporating the THCSRR model for
recoding existing Optometry billets to Aerospace Optometry billets, supporting vision readiness of fleet
personnel in the operational environment.

Site coordinator /investigator for the Chief of Naval Operations’ Refractive Surgery Program at NAS
Lemoore and NAS Fallon. Intimately involved with every pre-operative and post-operative
refractive examination for all Navy Air Wings returning from deployments. Received the Naval
Hospital Lemoore Customer Service Award for outstanding care rendered to his patients.
Recognized by his peers for superior leadership ability during his tenure as President, Medical Staff
and Chair, Executive Committee of the Medical Staff. Supervised and directed eight medical staff
committees which govern all aspects of care rendered at Naval Hospital Lemoore. Introduced civilian
based practice management concepts to the Data Quality Management Team which increased
collections from supplemental insurance companies and more accurately reflected workload.
Developed and implemented a Provider Practice Management Program which allowed individual
providers to compare their performance with that of their peers resulting in increased efficiency and
decreased costs per visit.

Demonstrated leader in Aviation Optometry and advisor to numerous military treatment facilities
on the Navy Contact Lens Program. A sought after teacher and educator, he established specialized
training for clinic staff and flight surgeons on ocular diagnosis and treatment related to contact lens
wear. His recognized expertise led to the deployment with Carrier Air Wing 17 on the
USS EISENHOWER at the request of COMCARAIRWING 17 and 00-MSC. Supervised the optometry
Clinic aboard USS EISENHOWER, reducing the waiting period for glasses from three months to two
weeks. Provided optometry coverage while deployed on a 24-hour/seven day/week basis to assure
that all pilots, NFOs, and aircrew met vision readiness. Provided optometry support to personnel
assigned to other ships in the IKE Battle Group. As the first aircraft carrier deployed optometrist,
his input has and will continue to shape the future of the Aviation Optometry Community. Instrumental
in establishing a “deckplate” optical fabrication lab in the Jacksonville areas, implementing the Frames
of Choice Program and Aviation Contact Lens Program. Served as the Director, Ancillary Services
providing oversight and leadership to Lab, Radiology, Pharmacy personnel. As the PRT coordinator, his
example and motivational skills led to an unprecedented 44% “outstanding” rate by the BMC Cecil Field
staff.

vision therapy, contact lenses and general optometry. Developed an in-office spectacle fabrication lab

to those in need that could not afford the care that was provided.
