The AIDS Support Organization (TASO Uganda), was founded to contribute to the process of
preventing HIV infection, restoring hope and improving the quality of Life of persons, families and
communities affected by HIV infection and disease. TASO requires the services of dedicated,
competent, innovative and results oriented persons for employment on a contract basis for the posts

Main Purpose of the Job
Ensure that the Project’s financial resources are adequate, well managed and properly utilized and
accounted for during the implementation of the planned activities according to the set procedures and
guidelines of MOFPED and Global Fund
Key Outputs
1. Financial and Accounting procedures in place
2. Periodic work plans and budgets in place as required
3. Financial returns Consolidated
4. Consolidated Cash Flow projections in place
5. Accountability statements produced
6. Financial management system maintained
7. Capacity of CSOs built to enable them manage the funds disbursed to them

Key Duties and Responsibilities
1. Facilitate and co-ordinate development and maintenance of a sound financial management
system for the Project.
2. Ensure total adherence to the system by all finance and accounts personnel at various levels,
and by users of financial resources
3. Contribute to the periodic updating and review of the effectiveness of internal control systems
4. Co-ordinate the preparation of the budgets and ensure that the Project exercises budgetary
control
5. Approve expenditures up to the prescribed limits, and in accordance with existing policies and
regulations
6. Develop or adopt the appropriate budgetary performance reports/return formats, and ensure
that they are applied by the relevant staff.
7. Offer technical advice to management and prescribe feasible solutions whenever need arises
8. Efficiently and effectively manage the Project’s financial resources in conformity with the
financial and accounting policies and regulations
9. Contribute to the Project’s strategic planning process by providing necessary inputs in areas
of expertise and responsibility

10. Ensure timely compilation and submission of statutory financial returns and related financial
management reports.
11. Ensure satisfactory liquidity management of the Project by taking appropriate actions
12. Ensure timely submission of financial statements/returns and avail all records to internal and
external auditors
13. Ensure the provision of timely and satisfactory responses to all auditors’ queries and/or
comments.
14. Provide effective leadership to subordinates, and ensure teamwork among them
15. Identify and address weaknesses in the financial management practices of Global Fund sub
recipient.

To supervise and coordinate the provision of all psychosocial services at TASO Centre of Excellence
and Public Health Facilities and promote care, treatment and support programs in accordance to the

Key Duties and Responsibilities
1. Develop, harmonize and manage departmental work plans and budgets

3. Lead the provision of care, treatment and support services to PLHIV at the Facilities and
communities.
4. Provide guidance to implementation of HIV prevention services
5. Coordinate center clinics and community outreach activities
6. Lead the mapping and identification of OVC Households
7. Plan, supervise and monitor provision of comprehensive OVC services
8. Plan, supervise and monitor implementation of ARV delivery at the center and Community
9. Ensure an updated Pre-ART Register.
10. Conduct psychosocial HSS activities at PHFs
11. Ensure effective follow-up of clients both at TASO centers and PHFs to improve client
retention in care
12. Ensure all HIV Positive individuals are linked into care, treatment and support services
13. Provide support to the Centre Manager on partnership issues related to counselling,
community and social support activities and psychosocial activities.
14. Ensure compliance to the set TASO standards, procedures and guidelines in the delivery of
counselling services.
15. Carry out performance planning, review and appraisals for the subordinates staff in the
department
16. Conduct quarterly programmatic reviews of counselling and manage smooth transitions as
staffs are rotated in the different service arms.
17. Ensure effective documentation of psychosocial activities and success stories
18. Prepare, review and submit periodic reports on psychosocial activities as required
Minimum Academic Qualifications:
Bachelor’s degree in any of the following disciplines: Social Sciences, Education, SWSA,
Development Studies, Community and Adult Education, Community Psychology, or Guidance and
Counselling
Additional Training Necessary: Post graduate Diploma in Project Planning and Management,
HIV/AIDS Counselling Certificate, Supervision skills and TOT in community care.

Three (3) years of laboratory work experience in HIV research based organization is required
and registered with the AHPC
