ALBUQUERQUE POLICE DEPARTMENT * ADMINISTRATIVE ORDERS* Effective: 09/07/2005; Replaces: 07/26/2005 05-AOR16 INVESTIGATIVE BUREAU GOAL The Goal of the Investigative Bureau is to provide effective and efficient support services to the Department through the following Divisions/Sections: Special Investigation Division Criminal Investigations Division The Objectives of the Investigative Bureau include: Special Investigations Division Identifying major drug traffickers and directing enforcement efforts at compiling prosecutable cases against those persons, thereby, reducing the availability of illicit drugs. Increasing vice enforcement, abatement, and the number of prosecutable arrests/cases related to commercialized vice activities. Maintaining and disseminating criminal information through a Criminal Intelligence Unit. Criminal Investigations Division Maintaining a high clearance rate of felony crimes. Maintaining a high recovery rate of reported actual stolen vehicles. Maintaining a high property recovery rate. 3-05 ALBUQUERQUE POLICE DEPARTMENT * ADMINISTRATIVE ORDERS* Effective: 09/07/2005; Replaces: 07/26/2005 05-AOR16 3-05 INVESTIGATIVE BUREAU 3-05-1 SPECIAL INVESTIGATIONS DIVISION (SID) Is composed of the Career Criminal Section, and Narcotics Section. A. Career Criminal Section The Section is composed of the ROP Unit, Vice Unit, Intelligence Unit, Gang Unit, CNT/CIT, and Fugitive Detail. 1. Intelligence Unit - Duties and Responsibilities: Gathers, maintains, assesses, and disseminates criminal intelligence information. The C.I.U. conducts intelligence collection that verifies criminal activity from any source. Once establishing that a criminal activity exists, the information will be disseminated to the investigative unit that specializes in that particular crime. The unit that specialized in that criminal activity will have primary investigative responsibility to prepare a case for prosecution. A second component to the Intelligence Unit is Technical and Administrative Support. Duties and Responsibilities: Provides services including utility and telephone subscriber information, postal service inquiries, and financial asset tracking for seizures/forfeitures on narcotics related cases. 2. Gang Unit - Duties and Responsibilities: The Unit will assume investigations of violent gang related crimes where the case responsibility does not lie with another specialized unit. The Gang Unit will assist field or specialized units in their investigations if requested to do so. 3. Vice Unit - Duties and Responsibilities: Investigates and assists in the prosecution of all vice related items within the Albuquerque metro area. Serves as liaison between the Albuquerque Police Department and all law enforcement agencies in that are involved in vice related activities. 4. Repeat Offenders Project - Duties and Responsibilities: Identifies career criminals involved in multiple crimes. 3-05 ALBUQUERQUE POLICE DEPARTMENT * ADMINISTRATIVE ORDERS* Effective: 09/07/2005; Replaces: 07/26/2005 05-AOR16 3-05-1 A. cont’d 5. CNT/CIT - Duties and Responsibilities: Team of officers who make up the Crisis Negotiations Team and the Crisis Intervention Team. They are on-call to handle crisis situations that requires tactical deployment of officers and the utilization of negotiation techniques. 6. Fugitive Detail - Duties and Responsibilities: Processes warrants and disseminates information in matters of fugitive extradition and bond hearings. B. Narcotics Section The Section is composed of the Valley Narcotics Unit, Eastside Narcotics Unit, and Westside Narcotics Unit. 1. Eastside Narcotics Team - Duties and Responsibilities: A unit of undercover police officers assigned to do narcotics investigations for the Southeast and Foothills Area Commands. 2. Westside Narcotics Team - Duties and Responsibilities: A unit of undercover police officers assigned to do narcotics investigations for the Westside Area Command. 3. Valley Narcotics Unit - Duties and Responsibilities: A unit of undercover police officers assigned to do narcotics investigations for the Valley and Northeast Area Commands. The narcotics canine handlers are attached to this unit. DEA Task Force - Duties and Responsibilities: Based on funding and manpower requests from the Drug Enforcement Administration, members of the Narcotics Section may be assigned to this task force. Members assigned to this task force fall under the operational control of the DEA, but answer administratively through the Valley Narcotics unit supervisor. 3-05 ALBUQUERQUE POLICE DEPARTMENT * ADMINISTRATIVE ORDERS* Effective: 09/07/2005; Replaces: 07/26/2005 05-AOR16 3-05-2 CRIMNAL INVESTIGATIONS DIVISION This Division is composed of Violent Crimes Section, Property Crimes Section, Juvenile Section, and Administration Section. A. VIOLENT CRIMES DIVISION – DUTIES AND RESPONSIBILITIES: The section is composed of the Sex Crimes Unit, Armed Robbery Unit, Homicide Unit, Family Abuse and Stocking Team (FAST), Victim Assistance Detail, and Homicide Cold Case Detail. 1. Sex Crimes Unit - Duties and Responsibilities: Investigate all criminal sexual penetration cases, and attempted criminal sexual penetration cases. 2. Family Abuse and Stalking Unit– Duties and Responsibilities Investigates stalking cases that occur within the city of Albuquerque. Coordinate investigative efforts with other units when necessary. 3. Victim Assistance Detail – Duties and Responsibilities Works in coordination with the District Attorney’s office in providing information and services for victims/witnesses of domestic violence. Also provides pertinent information concerning other family crises issues, such as shelters and basic needs services. 4. Armed Robbery Unit – Duties and Responsibilities: Investigates armed robberies in cases where the offender is not in custody. 5. Homicide Unit – Duties and Responsibilities: Investigates all homicides and deaths where the cause is in question. 6. Cold Case Homicide Detail - Duties and Responsibilities: Investigates homicide cases that have been inactivated. 3-05 ALBUQUERQUE POLICE DEPARTMENT * ADMINISTRATIVE ORDERS* Effective: 09/07/2005; Replaces: 07/26/2005 05-AOR16 3-05-2 cont’d B. PROPERTY CRIMES DIVISION – DUTIES AND RESPONSIBILITIES: This section is composed of the White Collar Crimes Unit, Crime Stoppers Detail, Auto Theft Unit, Burglary Unit, Pawn Shop Detail, and Wrecker Services Unit. 1. White Collar Crimes Unit – Duties and Responsibilities: Investigate of all crimes of deception, con games, forgery, fraud, and embezzlement. 2. Crime Stoppers Detail - Duties and Responsibilities: Coordinates a cash reward program for citizens who call with leads on major crime offenders, reporting directly to the Deputy Chief of Police of ISB. 3. Auto Theft Unit – Duties and Responsibilities: a. b. c. 4. Auto Theft Investigations Unit - Investigate auto thefts and is on-call to assist Field Services units. Community Auto Theft Team (CATT) conducts inspections of the following: 1) Auto dealers 2) Towing companies 3) Auto dismantler/salvage yards 4) Auto crushers/shredders 5) "Chop Shops" commercial auto theft operations 6) Auto title frauds and title companies Wrecker Services Unit is responsible for administering the City of Albuquerque (COA) Wrecker Services Ordinance for tow companies meeting requirements for inclusion on the COA tow rotation. Burglary Unit – Duties and Responsibilities: Investigates all residential and commercial burglaries, recovers stolen property, and identifies, apprehends, and assists in the prosecution of burglary crime offenders. Assist area command detectives on auto burglary investigations when their expertise is needed. 5. Pawn Shop Detail – Duties and Responsibilities Monitors, coordinates, and investigates pawn and/or pawnbroker activities occurring in the city. 3-05 ALBUQUERQUE POLICE DEPARTMENT * ADMINISTRATIVE ORDERS* Effective: 09/07/2005; Replaces: 07/26/2005 05-AOR16 3-05-2 cont’d C. JUVENILE SECTION – DUTIES AND RESPONSIBILITIES The Section is composed of CACU, GREAT/School Resource Officers, High School Detectives, and Missing Persons and Child Exploitation Detail. 1. Crimes Against Children Unit (CACU) - Duties and Responsibilities: Investigates cases of physical and sexual abuse that are referred by the Department of Human Services. 2. Child Exploitation Detail - Duties and Responsibilities: Investigates cases of child exploitation to include: pornography, child prostitution, abduction of children, criminal sexual penetration/contact of a minor, pedophiles, and indecent exposure involving children under the age of 13. 3. GREAT/School Resource Officers (SRO) School Resource Officers are assigned to middle schools within the city. SRO's are responsible for working in the schools to teach and encourage students to avoid drug and alcohol abuse. 4. Missing Persons - Duties and Responsibilities: Investigates reports of missing persons. D. ADMINISTRATION SECTION – DUTIES AND RESPONSIBILITIES: Word Processing Types the majority of the documents that are produced by detectives and other personnel of the Criminal Investigations Division. 3-05
