V-LED Project - Philippines
(Strengthening national and subnational capacities in support of
promoting climate resilient low carbon development at subnational
level in the Philippines and Vietnam)

Summary:
The Project Coordinator shall:
- Manage the day-to-day operations of the project. This involves
leading the VLED administration and finance team, short term
experts, and other project contractors to ensure compliance with
UN-Habitat and donor requirements and other agreements;
- Lead project implementation, including quality assurance of all the
project inputs and outputs as well as the all key reports needed by
UN-Habitat for the Project;
- Ensure regular coordination with project partners of the VLED project
at the global level particularly adelphi GmBH for activities and tasks
required considering the partnership agreement vis-a-vis project
implementation in the Philippines;
- Ensure coordination with project government partners particularly
CCC, HLURB, and DILG and other stakeholders (i.e., members of the
steering committee, LGU leagues, etc.) to facilitate synergies and
complementation of activities, approaches and advocacies on
promoting climate resilient low emission development across
governance levels;
- As may be necessary, introduce enhancement to the project work
plan considering agreements with the Philippines project partners
and stakeholders especially if such changes will improve efficiency
and effectiveness of the project activities and outputs;
- Conceptualize and organize learning events, meetings, dialogues,
and other activities and ensure documentation of such activities as
noted/indicated in the work plan;
- With the support of the Administration and Finance Officer, develop
terms of reference (TORs) of short term experts and other
contractors that may be needed by the project in order to support
delivery of outputs and targets; and

Perform other tasks as may be necessary to ensure success of the
project implementation and sustainability of interventions.
Background
Sub-national authorities are crucial in achieving national and global mitigation goals. Their
decisive roles in countries’ climate-resilient low-carbon development could effectively diffuse
national climate policies to local settings and therefore engage more actors and thus lead
towards concrete results. While there are still gaps to fill towards improved sub-national lowemission development actions, an increasing number of national and regional support
programmes and new funding approaches and initiatives have emerged particularly in industrial
countries seeking to strengthen local climate action through financial and capacity-building
measures. It has been continuously noted that improving planning and implementing capacities
in municipalities and initiating and advancing learning exchanges among municipalities are
crucial steps to ensure more sustainable actions.
The adelphi research gemeinützige GmbH, a German consulting firm based in Berlin, Germany, is
one of those who have successfully engaged with the German Federal Ministry for the
Environment, Nature Conservation and Nuclear Safety (BMUB) in building and ensuring local
climate action through BMUB’s International Climate Initiative. The success of their project
implementation was viewed to be a good practice and replicable in African and Asian countries.
For Asia, UN-Habitat and adelphi therefore signed a partnership agreement to replicate/share
their experience in the Philippines for the project “Strengthening national and subnational
capacities in support of promoting climate resilient low carbon development at subnational level
in the Philippines and Vietnam” or V-LED project.
The V-LED project will be implemented in the Philippines from 2015 to 2019. The overall goal of
the project is to systematically strengthen subnational and national government representatives’
local climate action planning, coordination and implementation capacities in the Philippines. As
a consequence, vertical policy coordination between national and subnational policy-makers will
be improved and sustainable learning exchanges between subnational entities enhanced. These
actions will ultimately contribute to the achievement of national climate-resilient low-carbon
targets and priorities (Pillar 1: Vertical and horizontal exchange, learning and networking:
national/local).
Subsequently, the project results will be documented, analysed and disseminated regionally and
internationally through conferences and studies. Such systematic knowledge management
serves to disseminate lessons learnt and practical experiences in improving capacities for local
climate action in CIT and developing countries (Pillar 2: Vertical and horizontal exchange, learning
and networking: regional/international).

Purpose of the Assignment and Scope of Work
The purpose of the assignment is to lead the overall implementation of V-LED project in the
Philippines given the the capacity building and knowledge management thrust of the project.
This will improve the capacity of partners at the national and sub-national level to synergize
and link their actions towards the achievement of the country’s National Climate Change Action
Plan and other internationally submitted intentions like those identified in the Philippines’
Intended Nationally Determined Contribution submitted to the UNFCC.
Scope of Work
The Project Coordinator will have the overall responsibility of managing the V-LED Project in the
Philippines while ensuring that the project is synergized with Climate Change Programme of
UN-Habitat in Asia and the Pacific.
Specifically, he/she will:

- As may be necessary introduce enhancement to the project workplan considering
agreements with the Philippines project partners and stakeholders especially if such
changes will improve efficiency and effectiveness of the project activities and outputs;

ensure documentation of such activities as noted/indicated in the workplan; With the

Qualifications and Experience
The Project Coordinator must have:
 Advanced university degree (Master’s degree) in Urban or Regional Planning,
environmental management, governance/political science, or other related field. A firstlevel university degree in combination with qualifying experience may be accepted in
lieu of the advanced university degree;
 At least 8 years of relevant working experience that involves leading and organizing
capacity building interventions, knowledge building and communications, and at least 3
years of working experience on climate change capacity building project/s;
 With demonstrated experience/knowledge of the Philippine governance system, and in
engaging with national and local government authorities on climate change initiatives
and other related issues like DRR and environmental management;
 Mature approach, good communication skills, interpersonal management, and
proficiency in written and spoken Filipino and English.
 The United Nations shall place no restriction on the eligibility of men and women to
participate in any capacity and under conditions of equality in its principal and
subsidiary organs. (Charter of the United Nations – Chapter 3, article 8).

Reporting Arrangements and Coordination
The contract will be for 11 months (renewable). Reporting to the Philippines HPM on a regular
basis, the Project Coordinator shall work full time for the entirety of the period in close
coordination with the Regional Coordinator for CCCI Asia Pacific.
