Farleigh Dickinson University. 1989-1991. Dean, Samuel J. Silberman College of Business

Administration. Chief executive officer for a tri-campus college (in Madison, Rutherford, and
Teaneck, New Jersey), with 110 full-time and over 100 part-time faculty, serving 6000 students
in 14 graduate and 9 undergraduate programs in business and economics.
American University. Between 1966 and 1989, served as Instructor, Assistant Professor,
Associate Professor, and Full Professor (from 1974) in the Department of Economics, College of
Arts and Sciences. Tenure from 1972. Served seven years as Department Chair (1974-75 and
1983-89) and at other times as director of Ph.D., M.A. and B.A. programs, respectively. Served
three terms on the University Senate and on its Executive and Finance Committees and chaired
the University Committee on Graduate Studies. Served several terms on the College of Arts and
Sciences Educational Policy Committee and its Steering Committee and as Chair of its Budget
Advisory Committee. Taught graduate and undergraduate courses in macro and micro theory,

Civil Aeronautics Board. 1981. This was a half-year appointment to complete the leave of
absence that began at the Department of Labor (see below). Served as special assistant to
Member Bailey, and provided economic analysis and policy advice with respect to airline
deregulation.
Department of Labor. 1979-81. Deputy Assistant Secretary for Policy, Evaluation, and
Research. Principal advisor to the Secretary and Assistant Secretary on matters of economic
policy, including macroeconomic policy, employment and training programs, statistical policy,
union-management relations, and regulatory policy. Served as the Department's representative to
the economic forecasting "Troikka", the White House Productivity Council, the Chrysler Loan
Guarantee Board, the Steel and Auto Industry tripartite committees, and the Board of the Alaska
Natural Gas Pipeline project. Oversaw and coordinated a research budget of over $250 million
annually. Served the final four months as acting Assistant Secretary for Policy, Evaluation, and
Research.
The Urban Institute. 1977-79. Principal Research Associate. Directed a ten-member,
interdisciplinary research team investigating the social and economic status of women.
Responsible for fundraising from government, foundations, and private corporations.
Council of Economic Advisers. 1977. Senior Staff. Advised Council members on economic
policy matters, particularly, anti-inflation policy, trade, industrial policy, and unemployment.
Carter-Mondale Transition. 1976-77. Provided economic analysis for the Departments of
Treasury, Labor, and Commerce. Principal economist developing anti-inflation policy options
for presidential review.
Congressional Budget Office. 1975-76. Deputy Assistant Director for Fiscal Analysis. Deputy
director of the Fiscal Analysis Division responsible for monitoring general economic conditions,
producing forecasts, and evaluating fiscal policy options for the House and Senate Budget
Committees. Supervised ten professionals and wrote numerous economic reports. Testified
before congressional committees and prepared testimony for the Director. Traveled widely in
the United States and to approximately 20 countries speaking on economic policy issues and the
new congressional budget-process.
University of Gothenburg, Sweden. 1973. Visiting Professor. Primarily a research

appointment. Taught a graduate seminar in theories of inflation. Presented seminars at the
Universities of Lund and Stockholm.
