EIS information guideline Quarry material The Department of Agriculture, Fisheries and Forestry (DAFF) has responsibility for a range of state matters that would need to be addressed in an EIS assessment. To assist in understanding these responsibilities DAFF has developed an Environment Impact Assessment Companion Guide https://publications.qld.gov.au/dataset/daffenvironmental-impact-assessment-companion-guide for use by government agencies and project proponents in addressing the issues of the portfolio within the environmental assessment process. That document explains government’s legislative responsibilities, policies and interests so that they are captured early in the environmental assessment process. The identification of extractive/quarry resources (sand, gravel and rock) at strategic locations, making these resources available for development, and the prevention of sterilisation of these resources when land use planning or conservation planning is undertaken, is essential for the economic development of Queensland. The strategic importance of quarry-materials for individual projects is a key matter both in terms of access and the prevention of sterilisation. In preparing an EIS the following matters should be considered: impacts the project and secured areas for proposed environmental offsets will have on future access to significant quarry resources whether quarry materials are needed in the delivery of the project or associated infrastructure if quarry materials are needed: whether they are to be sourced on or off the project site the quantities, by type, of quarry material required for the project the use of the quarry material ownership of the quarry material. It could be owned by the freehold landowner or the State. If it is the State, it will be necessary for the proponent to determine under what Act the quarry materials would be administered (i.e. for approval to access) – Forestry Act 1959, Water Act 2000, Coastal Protection and Management Act 1995, or other Act if a new quarry is proposed for the project, whether this quarry would have the capacity to service more than the project if quarry materials are to be sourced off-site, describe the haulage routes proposed to transport the quarry material and any handling facilities required.
