Conference COP22: Regions and cities mobilised for climate Organised by the Committee of the Regions Wednesday, 29 June 2016 – 2.30-6.00 Brussels, European Committee of the Regions Rue Belliard 101, 1040 Brussels room JDE52, 14.30 Welcome Francesco Pigliaru, President of the Commission for Environment, Climate Change and Energy, Rapporteur on the Opinion of the Committee of the Regions on COP22, President of Sardinia, Italy What regions and cities of the EU can do to enhance action on climate – CoR Opinion on Delivering the global climate agreement 14.40 Roundtable 1 – A new climate order Following the adoption of the Paris agreement, Parties have now to operationalise the agreement and ensure it is being duly implemented. The COP22 will see whether efficient review mechanisms can be put in place to ensure the world stays on a good track to combat climate change. It will also see whether the concept of multi-level governance recognised within the Paris Agreement is put into practice through enhanced dialogue with cities and regions. More generally, Parties will have to rely on non-Party stakeholders to implement the Paris Agreement and will need to set up a new climate order. Coordination between these different actors instead of superposition of various initiatives will bring a significant added value in climate action. However in practice coordination of action is still hardly found. Beyond good governance mechanisms and coordination of action, financing and capacitybuilding will be instrumental in a successful implementation of the Paris Agreement. In the EU, cities and regions need to know all possible funding available to support them in the climate and energy transition as well as the capacity building programmes put in place to access these funding schemes. Given the scale of the change needed, it is also necessary to shift minds from exclusively relying on public funding to attracting private investment too.
