Position Overview
The position is an enforcement position for IAC 69, and requires the ability to plan, direct
and coordinate programs and administrative activities of a complex nature where
unknown and numerous contingency factors are involved. Requires knowledge,
understanding and ability to plan and implement comprehensive Environmental Health
Services as defined by Iowa’s Public Health Standards (located at
www.idph.state.ia.us)
Reports to: Director of Public Health
Educational Requirements:
1. A registered Sanitarian (RS) or Registered Environmental Health Specialist (REHS) with
the National Environmental Health Association (NEHA) or a bachelor’s degree in a
science field, a minimum of 2 years related experience, and attainment of registration
within one year of employment.
2. National Incident Management System
3. Trainings, certifications, and registrations as required by various program areas.
Annual requirement to obtain and document 15 hours of public health related continuing
education. This is in addition to mandated OSHA and NIMS trainings.

Assessment:
Information Gathering: The capacity to collect and access information on current health topics,
demographics (including vital statistics), and environmental health related topics.
Data Analysis and Interpretation: The capacity to analyze data, recognize meaningful test results,
interpret results, and present the results in an appropriate way to different types of audiences; interprets
and relates environmental and population surveillance to populations served
Evaluation: Analyze health status information in order to provide feedback to continuous improvement
activities; provides support for colleagues in analyzing, planning, and evaluating programs; designs
interventions to improve public satisfaction and program compliance
Management:
Problem Solving: The ability to develop insight into and appropriate solutions to environmental health
problems; clearly articulate problem issues; take appropriate measures to resolve the problem and/or
present a range of solutions; collaborate in the decision-making process.
Organizational Knowledge and Behavior: Maintain effective working relationships among the different
programs, department, and activities; considers individual and family in analyzing issues and proposing
solutions; anticipates benefits and consequences of environmental health program in relation to other
programs; articulates the relationship of social, economic, political, and technological trends on health
status.
Project Management: Measure outcomes for individual environmental programs; formulates goals and
objectives by understanding what is necessary to get thing done internally and externally; design action
steps using a variety of resources; establish appropriate timelines and deadlines.
Supervision of Staff: Supervises Environmental Health Staff
Computer & Information Technology: The skill to use software available within the agency to perform
research, record keeping, communication, data analysis and interpretation; applies information to the
needs of the department and the public. Software will include windows based products, Microsoft
products, time tracking software, HAN, LMS, and software specific to Environmental Health.
Reporting, Documentation, and Record-Keeping: The capacity to produce reports to document actions,
keep records, and inform appropriate parties; provides quantitative reports in a user-friendly format;
interprets findings for concerned groups and audiences
Collaboration: Identify internal/external partners for participation in services and coordinates
collaboration among individuals, groups, and organizations; encourages departmental/public
empowerment in responding to health problems; encourages team problem solving and outcomes;
cooperates with other organizations sponsoring complementary public health initiatives in the
community.
Language Ability/Communication:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical
procedures, and governmental regulations. Ability to write reports, business correspondence, and
procedure manuals. Ability to effectively present information and respond to questions from groups of
managers, clients, customers, and the general public.
Educate: The capacity to use the environmental health practitioner’s front-line role to effectively
educate the public on environmental health issues and the public health rationale for recommendations;
utilize/attend available education/training opportunities to upgrade knowledge and skills.
Communicate: The ability to respond the expression of opinions and perspectives from community
stakeholders, departments, and the public; translate public expression of needs into clean descriptions of
health needs; maintains open communication across departments and disciplines; maintains open
communication with community stakeholders; speaks and writes clearly in a manner appropriate to the
message and the intended audience.
Conflict Resolution: The capacity to facilitate and moderate the resolution of conflicts within the agency,
in the community, and with regulated parties.
Marketing: The capacity to articulate basic concepts of environmental health and public health and
convey an understanding of their value and importance to clients and the public; promotes/supports
health-related initiatives in daily interactions in/with community organizations; encourages
individual/public participation in environmental health programs.
Mathematical Skills
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions,
percentages, area, and volume. Ability to apply concepts of basic algebra and geometry.
Cognitive Demands
Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical
problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its
most difficult phases. Ability to deal with a variety of abstract and concrete variables.

Environmental Adaptability
Indoor and outdoor work, with potentially ongoing exposure to elements, including undesirable
conditions which may include heat, cold, construction equipment, odors and smells, filthy environments,
animals, etc.
Physical Demands
Work involving sitting, walking, occasional bending, lifting and carrying paper and related
light objects generally weighing 10 lbs. or less. Horizontal and vertical reaching motion is
required. Aptitudes required are those typically associated with operations including clerical,
numerical and forms perception, clarity of vision 20" or less to view computer screens, legal
documents and property description cards; eye/hand/foot coordination, hand and finger
dexterity, motor coordination, hearing and conversation skills. Work is performed in a variety
of locations requiring standing, walking and moving about in various inspection functions; uses
a variety of equipment (generally hand carried) such as levels, tape measures and probes to
measure distances, find septic tanks and related tasks; uses thermometers, water bottles and
related devices to collect samples for testing; plugs unused wells using heavy bags of sand/filler
(50#).

Essential Job Functions
1. Develop and recommend policy and procedures for all environmental health
services provided. The manual must address minimum required components.
2. Demonstrate provision of all core environmental health inspection or
consultative services
3. Performs administrative duties to include data management, general
correspondence, fee and fine collection and equipment maintenance.
4. Maintains knowledge of current policies, laws, trends and developments in
the field and applies pertinent new knowledge to performance of other
responsibilities.
5. Conducts inspections of assigned facilities and/or sites for compliance with
applicable health codes.
6. Reviews and/or prepares applications, permits and technical reports.
7. Initiates, negotiates, and implements enforcement and other actions as
appropriate.
8. Provides general public health technical assistance, training and regulatory
interpretation of Environmental Health laws.
9. Assists with environmental health emergencies and episodes and/or conducts
safety evaluations.
10. Communicates and interacts professionally and appropriately with Public
Health team members, members of the community, contractors, funders,
regulatory
bodies
and
others
when
representing
Public
Health/Environmental Health in the community.
