Reciprocal Disaster Services Agreement [District may wish to have a reciprocal disaster service agreement with another district. The agreement will allow the sharing of hardware/software in the event of a disaster which incapacitates the equipment at one location. A sample agreement is provided below.] This is an Agreement of Convenience entered between the _______________________________________________, hereinafter referred to as ______________________________, and the_____________________________________, hereinafter referred to as _____________, for the period commencing upon the acceptance of the Agreement by both parties. WHEREAS ______________ and ________________ are both school districts charted by the Ohio Department of Education and WHEREAS both ________________ and _______________ operate fairly compatible software, and WHEREAS both ________________ and ________________ operate fairly compatible equipment, and WHEREAS _______________ and _________________ locations are reasonably convenient to one another; THEREFOR BE IT RESOLVED by the governing boards of ________________ and _____________ that they do hereby agree to provide reciprocal services as outlined below in the event a disaster should disable the data processing equipment of one if the sites: A) Access to computer facility of the functioning site by personnel from non-functioning site. B) Computer time, personnel assistance, and all other assistance that can be reasonably be made to the non functioning site without placing an unreasonable burden upon the staff and other resources of the functioning site. C) Costs for services provided to the non-functioning site would not exceed the actual additional operating cost incurred by the functioning site due to the additional workload processed for the non-functioning site under this agreement. D) Other services as mutually agreed upon by the parties of this Agreement. This agreement shall be considered perpetual and may be modified any time by the written mutual consent of the involved parties. Cancellation of this agreement may be effected by either party upon thirty-day (30) written notification to the other party. Implementation Procedures A. District Responsibilities I. Backups District technical personnel must on a regular basis, perform disk backups of mission critical data that is located on district servers and work stations. Good practice is to have an automated process which performs this function daily with the backup media stored in a fire-proof cabinet, preferably at a location other that the school building, (i.e. local bank vault.) File restoration is only as good as the last backup. Failure to perform these function will result in the loss of data. Example: A media of 5 tapes would be needed to perform backups daily. Good practice would be to have one tape, perhaps “Monday’s” be taken off site for safekeeping. The following days backup media may be filed in a fireproof safe on-site. (Preferably, all media should be kept off site and one that is easily accessible. ) II. DISASTER RECIPROCAL AGREEMENT: (HOT SITE) _________________________ has an agreement with the __________________________ . This agreement stipulates that in the event of a disaster, where the computer equipment at either of the above locations are out of service, the non-functioning site users may have access to the computers at the functioning location so that the necessary data processing operations may continue to be performed. Please be aware that this arrangement of a hot site where data processing functions can be resumed, is not intended for daily use by the non-functioning users. The services provided will be assigned on a priority basis as outlined in Section D. B. User Responsibilities I. District users must meet the specifications as outlined in Section D before contacting the District Tech. Coordinator requesting services. 2. District users are responsible to bring all necessary records that would be needed to bring their files up-to-date. Example: If the latest backup used to restore the district’s files at the hot site, contained the data copied during the preceding day, then transactions processed prior to the disaster and after the latest backup would need to be re-created. 3. Transportation to and from the designated hot site. Western Ohio Computer Organization - June 2000 7 4. All forms, paper, checks, purchase orders, diskettes, etc...must be brought with the user to the designated hot site. 5. All charges that the hot site may assess will be passed on to the non-functioning user utilizing the hot site. C. Recovery Plan The following recovery plan will be implemented and followed until computer services normally provided by ___________________________________ are restored. 1. Assessment is made to ascertain the extent of the damage that may affect district data processing systems and networks. Number of PC’s damaged and un-repairable Extent of damage to file server(s) Wiring Closets o Switches, hubs o Wiring 2. District users will be notified of the current situation and advised to follow Section B, Users Responsibilities. 3. Designate hot site will be notified of the situation and request made to implement this recovery plan. 4. All data media containing the necessary files will be gathered from the off-site storage facilities. (Tech. Coordinator) Media/Hardware Needed: Latest daily backup tapes. Latest data/media entered/updated since last good backup Salvageable server(s) and PC’s Switches/Hubs Cabling 5. All necessary hardware and software items are transported to the hot site if required. 6. Those users requesting services as outlined in Section D, are to notify the district Tech. Coordinator at:________________ The Tech. Coordinator will make the necessary arrangements with the designated hot site to ensure that the requesting user will have an account and directory established and that the district’s data files restored. (If hot site hardware is utilized.) 7. The district will maintain a staff member at the hot site to provide support to the non-functioning site personnel. 6. Necessary vendors and insurance companies notified per Section E. 7. Files restored and updated at the hot site will have daily backups performed. 8. Once the District’s operations are restored, all district files updated at the hot site will be restored back onto the District’s PC’s and servers. Western Ohio Computer Organization - June 2000 8 9. Users notified that the district’s operations are restored and that the utilization of the hot site will be terminated. D. Priority Usage List 1. Users required to meet payroll deadlines will be given priority over all other non-functioning users. 2. Normal, daily operations such as p/o, receipt, check processing, will be allowed access to the hot site twice per week 3. Student Services: Attendance and grade reporting will be given priority over all other student services operations. Other reports will be allowed access to the hot site twice per week 4. EMIS related data reporting, depending upon the reporting involved, will be allowed access to the hot site twice per month. 5.
