should be obligated to promptly process facility de-rate
submissions so that market and dispatch decisions are
done on basis of actual facility capability.
Renewable Energy Supply Contracted Self-Scheduling and
Intermittent Generation
Market rule amendments required to facilitate market entry
and participation by renewable generation that are awarded
RES contracts through OPA. These generators are
required, under the RES contract, to be market participants
and to be either self-scheduling or intermittent. Current
market rules regarding allowable facility capacity and
dispatch data submissions may be unreasonable barriers to
market entry and participation.

Eliminate Minimum Requirement for Regulation/Automatic
Generation Control
Remove market rule requirement for IESO to have at least
+/- 100 MW of AGC with a ramp rate of 50 MW/min.
Market rules should, where possible, be objective rather
than prescriptive. Also, these requirements increase cost of
procurement of AGC and restrict more flexible contracting
that could encourage new suppliers and increase
competition.
