Changes to Economic Load Response Program Applications
The Shutdown cost associated with a Load Response bid will be changed to biannual values
instead of daily. Shutdown costs will apply to two biannual periods. Period 1 is effective from
April 1 to September 30. Period 2 is effective from October 1 to March 31. Once a period
becomes effective, the associated shutdown cost cannot be changed.
Day Ahead Load Response Bidding
Since Period 1 is the active period, registered market participants that are entering Day-Ahead
Load Response bids for the Economic Load Response Program should provide PJM with the
valid shutdown costs by 1600 on Tuesday, June 25. If no shutdown cost is provided, the cost will
default to 0 for Period 1. Participants that register for the Economic Load Response Program
after June 25, must also provide shut down cost information or the shut down cost value will
default to 0. Please send all shutdown cost information to Lynn Horning ([email protected]).
Participants can change the Shutdown Cost for Period 2 through September 30. The Period 1
and Period 2 Shutdown Costs are entered and viewed in the Load Response Daily page in
eMKT. The XML Modify and XML Query for the Load Response Daily information have been
changed to reflect the biannual shutdown costs. Please go to http://www.pjm.com/training/twoset/downloads/external_specs.pdf for the latest External Interface Specification Guide for eMKT.
This change to eMKT will take effect on Wednesday, June 26, 2002 at 0900.
Real Time Load Curtailment
For those Economic Load Response participants that wish to curtail load in real time or wish to
be dispatchable in real time, and do not wish to bid into the Day Ahead market, operational
information is submitted at the time of Registration via the Load Response Program Application
in eSuites.
Since Period 1 is the active period, registered market participants that are entering Load
Response real time operational information for the Economic Load Response Program should
provide PJM with the valid shutdown costs by 1600 on Tuesday, June 25. If no shutdown cost
is provided, the cost will default to 0 for Period 1. Participants that register for the Economic
Load Response Program after June 25, must also provide shut down cost information or the shut
down cost value will default to 0. Please send all shutdown cost information to Lynn Horning

page in the Load Response Program application.
This change to the Load Response Program application in eSuites took effect on
Wednesday, June 12, 2002 at 1630.
