How to use this template
This template should be used to present the calculations when proposing the amount of financial assurance under the Environmental Protection Act 1994. This template has been
designed for use by environmental authority holders who undertake resource activities other than mining (i.e. petroleum, geothermal or greenhouse gas storage activities). The
template has been designed to allow for the varying phases of rehabilitation and the associated costs. Explanatory Notes appear at the bottom of the template and provide further
detail and definitions.

Explanatory Notes:
1. Use one worksheet per year.
2. Disturbance category—Each row should include the activity type that will result in significant disturbance.
3. Unit costs—The table provides the ability to nominate different unit costs to reflect the staged nature of rehabilitation and variable costs depending on the amount of
rehabilitation that has been carried out.
 UF is the unit cost to completely rehabilitate un-rehabilitated disturbance.
 UP is the unit cost to complete rehabilitation of partially rehabilitated disturbance. (This may not apply for the first year if activities/rehabilitation did not commence).
4. Pre-existing disturbance—Records the amount of disturbance that will need to be carried over from the previous year’s net annual disturbance.
 F—is the amount of disturbance leftover from the previous year (NF) that requires full rehabilitation. (This may not apply for the first year if activities/rehabilitation did
not commence).
 P—is the amount of disturbance leftover from the previous year (NP) that requires partial rehabilitation. (This may not apply for the first or second year if
activities/rehabilitation did not commence).
5. Proposed new disturbance (D)—Records the amount of disturbance proposed for the current period.
6. Previous year’s rehabilitation work on un-rehabilitated disturbance (C)—This section allows you to record the amount of rehabilitation that was undertaken on
disturbance that had not previously been rehabilitated. (This may not apply for the first year if activities/rehabilitation did not commence).
 X is the amount of disturbance that was fully rehabilitated in the previous year
 Y is the amount of disturbance that was only partially rehabilitated in the previous year
7. Previous year’s completion of partial rehabilitation (P)—This section allows you to record the amount of rehabilitation undertaken on disturbance that has been partially
rehabilitated. (This may not apply for the first or second year if activities/rehabilitation did not commence).
 Z is the amount of partially rehabilitated disturbance that was fully rehabilitated in the previous year
8. Net annual disturbance—Records the total amount of disturbance that will require rehabilitation and for which a financial assurance amount must cover.

NF is the total disturbance that will need to be fully rehabilitated.
 NP is the total disturbance that only requires partial rehabilitation to complete. (This may not apply for the first year if activities/rehabilitation did not commence).
