INVITATION FOR PREQUALIFICATION:
FERRY MANAGEMENT SERVICES
The Authority of the OeCusse Special Administrative Region and Special Zone of Social Market
Economy (“Authority”) has been created in accordance with the East Timorese Law No 3/2014.
According to the law, it’s the competence of the Authority to promote the implementation of
economic activities to bring added value to the region, to reinforce its international competitively,
foster and promote the development of the region as an option for investment and expansion of
central government projects aimed for the region in respect of infrastructure development.
The Authority, within the promotion of its competences, is to take possession of a Ro-Ro Ferry
Vessel Ferry Hull n.º C325, in accordance with SOLAS classification for “Ro-Ro Passenger Ships
for short International Voyages”. The Vessels is intended to be used for an operation between the
Oé-Cusse Region, the capital city Díli and the island of Ataúro. The Vessel is currently under
construction and is estimated to be ready for deployment in September 2017.
In accordance with the SAR/ZEESM Procurement Law, the Authority is hereby inviting all
competent and experienced parties for Pre-qualification procedure to produce an official ShortList of qualified bidders for provision of Ferry Management Services, to be provided as on
Operator/Manager where the services are mainly focused on guaranteeing the performance of a
scheduled, commercial based, sea connection between the Oé-Cusse region, the Ataúro island
and the capital city Díli, all points in Timor-Leste, with an agreed frequency, with a period of
operation during the full year . The details of the Ferry Vessel are as follows:

bidders are available at the Ministry of Finance (MoF) Procurement Portal web-site:

Interested applicants are requested to down load the Prequalification Documents from the website
and submit the completed Application to the SAR/ZEESM Procurement Department at Oebau,
Pante Makasar, Oé-Cusse, Timor-Leste, or by official email sent to the following e-mail address:
[email protected] on or before 31 May 2017.
Only the pre-qualified companies would be contacted for the collection of bidding document. Any
unsolicited attempt to influence the internal selection process in favour of a particular company will
result in the immediate disqualification from the current bidding process.
The last date to submit the Prequalification application on prescribed form is
31 May 2017.
