JOB OVERVIEW
This position serves the Ministries of Agriculture, Environment, Energy and Mines, Natural Gas Development
and Forests, Lands and Natural Resource Operations and ensures that revenues meet the objectives of
Generally Accepted Accounting Principles (GAAP), government policy and legislation. This includes ensuring
that revenue from all sources is identified, recorded, collected, and reported; that financial controls are in place
to prevent or detect error, fraud or omission; and that proper control processes are established. The Director
leads the development of program revenue budgets, oversees the development of reports and analyzes
revenue and accounts receivable for ministry executive and central agencies. The position sets the revenue
control framework, manages the overall accounts receivable portfolio including doubtful accounts and writeoffs, and ensures that trust and investment revenue is properly recorded. The position is responsible for
managing specific operational revenue activities on behalf of programs and provides advice and direction on
revenues. The position participates in steering committees that oversee the development of revenue IM/IT
projects.
ACCOUNTABILITIES
Required:

Directs the review and analysis of revenue strategies, policies and processes to continuously improve
revenue controls, maximize the efficiency and effectiveness of transactions, and ensures the ongoing
accuracy and timeliness of revenue information.

Directs the development, evaluation and implementation of policies, procedures and training, and
develops initiatives to ensure central agency accounting controls, legislation and directives are adopted
and compatible with external partner organizations and ministry-specific financial accounting and
expenditure/revenue processes and reporting systems.

Directs revenue operations to ensure client billings are timely, accounts receivables are accurate, and
revenue is appropriately recorded and collected. Establishes performance measures to provide
information and advice to decision makers. Directs the remedial actions in response to unsatisfactory
results.

Directs the development of processes for monitoring all revenue targets, forecasting and reporting.
Provides strategic and tactical revenue input to executive on ministry initiatives and projects. Leads
the development of a timetable of critical deadlines and an accountability framework for revenue
planning responsibilities throughout the ministries.

Directs the analysis, forecasting and modelling of revenues and other resources to identify trends and
future pressures and develops options to mitigate variances. Directs business case analyses of major
changes, develops options and recommendations to meet revenue targets.

Leads continuous improvement reviews of revenue business practices through assessment of emerging
trends, best practices, changing government and partner organizational expectations, and deficiencies
in client ministry revenue frameworks. Leads the development of policy, procedures and systems
revisions and the introduction of progressive business practice control techniques to reduce or
eliminate unnecessary procedures or barriers.

Provides strategic direction to ensure briefing notes, Treasury Board submissions, correspondence, and
revenue transfer documents meet quality standards and are properly positioned to achieve ministry
requests. Directs the development of revenue input into budget submissions and briefing materials for
executives and ministers. Supports the ADM and members of the executive during the review of the
ministries’ financial plans before Treasury Board and Government Caucus committees .

Builds a successful team and facilitates goal accomplishment by providing a clear vision, expert advice
and direction. Supervises staff including assignment of work, development and evaluation of my
performance plans, approval of leave, response to grievances and initiation of discipline processes.

Directs the development of revenue communications and delivers presentations to Executive, interministry Executive teams, and stakeholder groups on revenue policies and emerging or overlapping
issues. Conducts discussions with senior management on the analyses of proposals, ensuring all
financial impacts are addressed.

Provides advice to clients regarding the development of Fee Issue Papers and maintains the Fee and
License Inventories for the ministries and agencies.
JOB REQUIREMENTS
EDUCATION & EXPERIENCE:

Professional accounting designation (CGA/CMA/CA) and must be a member in good standing.

Considerable experience in revenue cycles for a large complex organization. (5+ years)

Progressive experience planning, developing and implementing revenue policy, and procedures.
Including, demonstrated experience in analyzing and forecasting revenue and other resources to
identify trends, best practices, future pressures and options. (3+years)

Experience in the interpretation and implementation of government's financial framework, policies,
legislation and procedures with demonstrated experience in the application of government financial
administration policies and procedures, the Financial Administration Act, Balanced Budget and
Ministerial Accountability Act, Budget Transparency and Accountability Act, financial reporting,
reconciliation systems and financial systems and controls. (3+years)

Experience supervising staff and work teams, including developing and evaluating performance goals,
coaching, team building, and mentoring; as well as experience working with a proactive management
team. (5+years)

Considerable experience in financial planning, goal setting, resource allocation and shared services
delivery. (3+years)

Experience in building effective working relationships with all levels of staff, both internal/external to
government.
PREFERENCE MAY BE GIVEN TO THOSE WITH ONE OR MORE OF THE FOLLOWING:

Experience with revenue cycles
