7000-FM-PPCA0005 3/2001 COMMONWEALTH OF PENNSYLVANIA DEPARTMENT OF ENVIRONMENTAL PROTECTION POLLUTION PREVENTION AND COMPLIANCE ASSISTANCE EMS for Local Government Organizations Instructions The Environmental Management Systems (EMS) for Local Government Organizations project is a program through which the Pennsylvania Department of Environmental Protection (DEP) will provide contracted EMS consulting services and technical EMS training to local government organizations to help them develop an ISO 14000-type EMS. The intent is to jump start those public sector entities who are interested in seeking a better way to obtain measurable environmental and economic benefits. The goals of the project are: To assist selected local government organizations that volunteer to improve their environmental and economic performance; and To develop pilot EMS pilot projects that can serve as examples for other municipal organizations seeking to implement an EMS according to the ISO 14001 standard. Who May Apply Any Pennsylvania local-government agency, municipality or organization is eligible. townships, cities, commissions, authorities and school districts. This can include: boroughs, Evaluation and Selection An independent panel of judges will evaluate the applications. The judges will pick the winners based on those that best meet the evaluation criteria. All applicants will be notified of the results in writing. All entries are public information and summaries of winning applications will be published. Evaluation Criteria Motivation for EMS: Reasons and motivating factors for implementing an EMS and anticipated effects will be considered. Applicants should include pertinent information including management commitment and any environmental management activities currently being planned. Scope of EMS activities: Extent of your organization’s operations to be addressed by the EMS will be evaluated. Each applicant will select an area of operations (e.g. water treatment plant, streets department, parks department, etc.) that will be the focus of the EMS. Identification of the scope will be non-binding at the time of application. Following selection of the successful applications, the organization will make the final determination of the focus of the EMS in consultation with the EMS consultant and DEP. Willingness to involve stakeholders: Applicants will be expected to communicate with and involve stakeholders (employees, community members, public officials, etc.) throughout EMS development and implementation. Willingness to be an example: Since one of the project goals is to develop pilot EMSs that can serve as examples to other organizations, the applicant must demonstrate a willingness to share EMS experiences. Geography and population served: Geographic region and population served by the organization will be considered as a means to ensure adequate representation of various regions and populations across the Commonwealth.
