Job Description DIRECTORATE: Communities DEPARTMENT: Neighbourhood Services POST: Engineering Services & Project Implementation Manager GRADE OF POST: Grade 15 RESPONSIBLE TO: Group Manager Highway Services JOB PURPOSE: To deliver the authority’s civil engineering and design function, including: project management, quality assurance, design approval, drainage, municipal infrastructure, structural and highway design. PRINCIPAL RESPONSIBILITIES AND ACTIVITIES: Lead and manage a team for the delivery of design functions through a diverse range of civil engineering tasks, including but not limited to: highway and land drainage, structural design, project management, highway design, highway structures and bridges, urban regeneration, land reclamation, mineworking, tip monitoring, streetworks, and coastal and flood protection. Preparation, procurement and monitoring of a number of types of civil engineering contracts (primarily NEC3), including for internal clients. Provide quality assurance of designs and documentation produced by the design section. Manage the engineering section to ensure projects are delivered, approved, implemented, and constructed (with appropriate on-site inspection) in a timely manner. Provide specialist advice and guidance to internal departments and external agencies regarding the form, function, maintenance, and potential liabilities of engineering structures and works. Provide comments and approval on designs to ensure such works are constructed to adoptable standards. Ensure engineering staff training is up to date and in compliance with current engineering, environmental, health and safety, and legislative standards. Manage the collating and reporting of the Design Engineering Performance Indicators and Maintenance Bench Marking returns. Communicate with all tiers of the Council including the Leader of the Council, Members, Chief Officers, and Officers, in order to prioritise and respond to service requests. Attend public events and consultations to represent the council in an expert capacity across a range of functions. Be proactive in working with clients to ensure a forward work programme and coordination of workflow for engineering and site supervision staff. Take responsibility for and manage the financial arrangements of the engineering section, including monitoring budgets, invoicing, and authorising payments to consultants and contractors. Undertake the role and responsibilities of Principal Designer under the Construction Design and Management Regulations 2015. GENERAL DUTIES To understand the Health and Safety responsibilities which fall within a manager’s role and the personal Health and Safety responsibilities within the HASAWA 1974. Attributes Qualifications Education & Training Requirements Knowledge & Experience Essential Method of Evaluation/Testing Hold an appropriate engineering qualification, Degree or equivalent, and be able to demonstrate continuing professional development within an appropriate field. Chartered Engineer Status with an appropriate Institution. Considerable experience post Chartership. (√) Production of original Qualification Certificates and application form. Extensive experience of designing highways and related engineering works. Extensive experience of leading, managing and monitoring civil engineering design teams. Extensive experience of the CDM regulations including as Principal Designer. Considerable experience in effectively managing budgets/projects for multidisciplinary service areas including setting and monitoring targets for services. Through understanding of Business Planning, performance management and qualitative measures. Detailed knowledge of DMRB and MMHW and knowledge of codes of practice including Highways Act 1980, Manual for Streets, Road Traffic Regulation Act. Knowledge and understanding of design for drainage systems including SUDS. Knowledge of Flood Water Management Act 2010, Land Drainage Act, knowledge of confined space regulations. Ability to meet set targets and produce written material on time to a high standard. Strong leadership skills to lead/motivate and manage a team. Good ICT skills and ability to adopt new tools and technologies. Proven oral and written communication skills. Skills in presenting proposals and schemes to a variety of stakeholders. Commitment to deliver a quality customer focussed services. You will be expected to have a motor vehicle available for use on official journeys. Your mileage expenses will be reimbursed based on the locally agreed rate. Ability to create and develop new procedures in line with service changes and demands.
