UNICEF Office: Change Management Office, New York Headquarters Consultancy Assignment: SAP FI/CO/FM/New GL Functional and Technical Analyst with VISION ERP Project Background The objective of the VISION ERP Project is to replace the "legacy" SAP ERP HQ system and the field Offices System ProMS with the VISION ERP system that will support modified business processes in the HQ locations and about 160 field offices. The ERP platform is SAP. The scope of the ERP system includes Finance, Logistics, Funds and Grants Management, HR and Payroll, and Project Management. The project is in the second cycle of the integration tests. The VISION ERP will go live in January 2012. Responsibilities The consultant will work under the supervision of VISION Finance Technical team leader. Assignment will include: 1. Responsible for the configuration in AR, AP, GL (including New GL), AA, Cost Centers, Internal Orders, WBS Elements (Project Systems), Travel Management, Banking (Automatic Payment configuration and automated bank reconciliation). Performed the configuration or provide instructions to other team members or short-term consultants; coordinate the activities and tasks with other functional/technical teams. 2. Lead the technical work of the implementation of the SAP NewGL. Perform or oversee configuration, testing and documentation tasks and follow up on the tasks to Finance technical team members assigned to the project. 3. Design system support to meet the business requirements as specified by the IPSAS Project. Provide guidance and recommendations based on previous experience in other international organizations that have implemented IPSAS. 4. In collaboration with other team members and SMEs, design the financial periodic processes. 5. Take over from the SAP Finance Technical Lead the responsibility for the entire Finance system functionality during the third test cycle (after the initial two integration test cycles have been completed successfully). 6. Learn the project standards on the SAP development environment, project planning and status reporting, documentation, test tools and test procedures. 7. Validate completeness of required documentation and identify the gaps in documentation or functionality, provide solutions for identified gaps. 8. Produce and maintain up-to-date and complete functional specifications for enhancements, customizations, reports and forms. 9. Perform analysis of functional/technical implications of specific functional requirements, including the ones related to change requests. 10. Provide guidance on SAP best practices and solutions for specific functional requirements based on original blueprint and scope documentation. 11. Support and coordinate activities during the Integration Testing Phase, User Acceptance Testing, and Audit system reviews. Ensure testing plans and documentation are kept complete and updated, including the IPSAS-compliance evaluation criteria. Test the system functionality and reports dependent on the NewGL implementation and IPSAS requirements. 12. Support and provide input for design, testing and setup of Authorization roles and profiles for Finance functionality. 13. Provide guidelines and input to the data migration and cleanup activities. Validate the data migration procedures and the migrated and created data in Finance area. 1 14. Work closely with other functional/process team members and integration analysts to facilitate project progress and ensure delivery of an integrated system 15. Lead, facilitate and conduct system design sessions with functional and technical teams and business SMEs, and meetings on business issue resolution. Document meetings and decisions as required. 16. Create Business Process Procedures, Configuration Documentation, Functional Design Specifications; 17. Provide input to the user training: into the development of the training package and training delivery, in particular, in relation to IPSAS and NewGL. 18. Lead User Acceptance Testing of the Finance functionality. 19. Produce high quality and on-time project deliverables using a Solution Manager /ASAP methodology. 20. Provide training for the HQ SMEs and other key users and field trainers. 21. Provide user support (Tier 2 and Tier 3, as required) during the go-live period. Communication: Excellent communication and negotiation skills, including ability to defend and explain difficult issues with respect to key decisions and positions to staff, senior officials and members of intergovernmental bodies. Judgment/Decision-making: Strong, sound and mature judgment and decision-making skills; ability to manage and coordinate many different activities/operations, and to make difficult decisions under pressure; demonstrated ability to take effective initiative in stressful situations. Technological Proficiency: Solid computer skills, including proficiency in word processing, spreadsheets, and presentation software. Qualifications: The minimum qualifications required are: University degree in Business administration, Computer Science, Information systems management or related field. Experience working in SAP ECC 6.0 Knowledge of and hands-on experience with the ASAP methodology and Solution Manager Minimum 6 years of hands-on experience in configuration in SAP Finance & Controlling, (FI/CO) Accounts Payable, Accounts Receivable, General Ledger (New GL), Funds Management, Project Accounting, Asset Accounting, Financial Reporting, Budgeting and Forecasting. Knowledge of multiple modules preferred. 2 Previous Implementation experience of Funds Management, Grants Management, Integration with Funds Management actuals and budgeting, FM Account assignments and derivations in the international Public Sector and UN business environment. Full cycle experience with an SAP implementation, and NewGL implementation in the international Public Sector organization. Knowledge of Planning and Budgeting process in a Public Sector scenario. Understanding of public sector budgeting processes, issues related to multicurrency. Knowledge of integration with other areas such as MM, SD, Assets, Warehouse Management, Inventory Management, Project systems. Very good written and verbal communication skills Must have the ability to work independently with minimal supervision. Must have the ability to lead a group of 4 – 6 SAP developers. Must have the ability to work under pressure, be result-oriented and adhere to deadlines. Languages Fluency in English is a requirement. Management and Supervision The consultant reports directly to the Technical Manager, VISION ERP Project.
