Terms of Reference
Nutriana 2 TVC, 2 Radio Spot and Billboards
All interested candidates are expected to submit sealed bids for the following “Terms of Reference”
(ToR). Candidates are expected to send their eligibility documents in a sealed envelope. Eligibility
documents may include, but are not limited to, a company profile, previous experience in relation to
the project, and letter of intent.
Background
Since 2003, Nutrition and Education International (NEI) has been developing a Soy Value Chain in
Afghanistan to help eradicate protein malnutrition. NEI’s efforts encompass Soybean cultivation
and production, processing, education, and market development. Based on the strong market
demand for Soybeans, NEI recently introduced a line of packaged Soy Foods including Soybeans,
Soy Flour, Roasted Soy Nuts, Soy Cookies, Soy Milk and Tofu. These products, sold under the
Nutriana brand name, are distributed through institutional and retail channels in key regions of
Afghanistan. NEI has run Nutriana advertising from 2014 - 2016. NEI now plans to develop a new
“Soy Milk Coming Soon” television, radio, and outdoor billboard advertising campaign that would
air in Kabul and select Provinces in 2017.
Required Services
Regarding TV and radio, NEI is considering two different options:
1. Develop/produce one 30 second “Soy Milk Coming Soon” TVC and one 30 second Soy Milk
coming soon” radio spot both in Dari and Pashto languages.
2. Develop/produce one 60 second standard Soy Milk TVC and one 60 second standard Soy
Milk radio spot in both Dari and Pashto languages.
Regarding billboards, NEI is considering one option:
1. Print/Install “Soy Milk Coming Soon” billboards - in Kabul, Herat, Mazar, Nangarhar, and
Kandahar for 2 months duration. There will be a total of 15 billboards in each province with the
following dimensions:
a. 8 billboards with (3m x 6m) dimension
b. 7 billboards with (4m x 8m) dimension
NEI requests interested agencies to provide their quotations for the above points considering the
following specifications. NEI will then select the agency that has provided the strongest and
creative ideas/scripts.
a. 30 second “Soy Milk Coming Soon” TVC and radio spot:
 Target Audience: Adults 15 years and older
 Geographic Scope: National with focus on key urban markets
 TVC and Radio Spot: one of each; both 30 second duration; Agency to develop TVC
and radio scripts. Radio to be same message as TVC. Upon NEI approval, Agency to
produce TVC and radio spot.
 Coming soon billboard: NEI will provide design to Agency. Agency will print and install
the coming soon billboards in two sizes - 3m x 6m and 4m x 8m – per agreed to media
plan. size will depend on the location and it will be provided by NEI.
 Creative Development/Production Schedule: Agency to provide schedule to
develop/produce TVC and radio spot, and to print/install billboard.
b. 60 second Soy Milk standard TVC and radio spot:
 Target Audience: Adults 15 years and older;
 Geographic Scope: National with focus on key urban markets;
 TVC and Radio Spot: one of each; both 60 second duration; Agency to develop TVC
and radio scripts. Radio to be same message as TVC. Upon NEI approval, Agency to
produce TVC and radio spot.
 Billboard: NEI will provide design to Agency. Agency will print and install billboards in
two sizes - 3m x 6m and 4m x 8m – per agreed to media plan.
 Creative Development/Production Schedule: Agency to provide schedule to
develop/produce TVC and radio spot, and to print/install billboard.
Terms of Agreement
This agreement will commence upon signature of this contract and will end upon completion of the
project.
Expiration of Agreement
This agreement will expire after Agency provides NEI with final produced version of the approved
TVC and radio spot so both are ready to air.
Approval and Authority
After the selected Agency develops and presents the agreed-to services to NEI, then NEI will
review and approve both the :30 Coming Soon and :60 standard TVCs and radio spots scripts
inform which of these two options :30 Coming Soon versus :60 Standard) will be produced.
