Bill 916, which introduces a new technology to reduce pollution from storm water runoff and sets
a minimum bio-based content standard for motor oil sold in California.
Used motor oil is the largest volume of hazardous waste generated in California. Approximately
150 million gallons of motor oil are purchased every year, generating over ninety million gallons
of used oil. Over 70 million gallons are illegally dumped or lost in use and end up in our rivers,
lakes and streams, degrading our drinking water supplies and adding to storm water and coastal
pollution. With the extreme drought conditions facing the state, we must do everything we can to
protect our limited water resources, including reducing storm water pollution at its source.
California companies have found a way to reduce pollution at the source in an economical
fashion with bio-based synthetic lubricating oil. These new clean technologies will reduce the
adverse environmental impacts of motor oil, improve water and air quality, and reduce
greenhouse gas (GHG) emissions, all while improving vehicle performance and fuel economy.
SB 916 will help create a market for this new technology by phasing in its use, first within the
State vehicle fleet and then expanding the market statewide. By reducing a significant source of
pollution, this measure will save money for businesses and local governments in complying with
the Clean Water Act.
