Request for Expression of Interest
For
Service provider to conduct assessment on Climate Change vulnerability and
preparation of recommendations on Adaptation measures for the selected crops
The Agriculture Modernization, Market Access and Resilience (AMMAR) project of the Government
of Georgia, with IFAD/GEF funding, aims to raise incomes of smallholder farmers and increase climate
resilience through public and private investments in upgrading climate-proof productive infrastructure,
enterprises and smallholder farmer production systems and technologies in support of inclusive growth
of climate smart agricultural value chains.
The Ministry of Agriculture of Georgia is the lead executing agency. Project activities are being
organized into two mutually supportive components to accelerate the development of up to 7 priority
climate smart agricultural value chains (VCs), Project activities will be coordinated under the Project
Management Component.
The AMMAR/GEF Programme will contract a consulting company (hereinafter referred to as the
“Consultant”) to assess climate change vulnerability of VCs for the following selected crops: peach in
Kakheti region, raspberry and blackberry in Mtskheta-Mtianeti region, blueberries in Ajara,
tomatoes in Kakheti, Kvemo Kartli, Shida Kartli, Imereti, Samegrelo, Samtskhe-Javakheti) and
identify adaptation measures wherever it is necessary.
The consulting company will perform the following Activities:
Activity 1: Climate Change Scenarios and Aquacrop modelling
Activity 2. Assessment of CC vulnerability
Activity 3: Preparation of Adaptation measures
Activity 4: Conducting Stakeholder consultations
Activity 5: Preparation of Final Report

The Lump-Sum contract will be signed with successful consultant for the duration of 7
months.
Qualification requirements for Consulting Company

General Experience – At least 10 years working experience of the company in the field,
including consulting services for development projects in the agriculture sector.

Specific Experience – At least 3 similar assignments in the last 7 years in Climate Change
modelling, including budgeting and technical support planning. Experience in Georgia or
the near region would be an asset.

Team composition and respective background
1. Team Leader with relevant experience in Project Management in Climate Change
and agriculture sector.
2. Lead Expert with relevant background, knowledge and similar experience in
preparation of final document on assessment of climate change impact on agricultural
crops.
3. Climate Change Modelling Expert with relevant background, knowledge and
experience in statistical analysis and computer modelling of climate change scenarios
for preparation of climate change related present and future trends of agro-climatic
parameters.
4. Climate Change Impact Analyst with relevant background, knowledge and
experience in assessment of present and future climate change impact on annual crops
(tomato) with FAO modeling tools particularly designed for this purpose (CropWat,
Acquacrop, etc).
5. Agronomist for annual crops (vegetables) with relevant background, knowledge and
experience in agriculture economy as well for assessment of value chain (VC),
climate change impact on VC and appropriate adaptation measures.
6. Agronomist for perennial crops (peach, berries) with relevant background,
knowledge and experience in agriculture economy as well for assessment of value
chain (VC), climate change impact on VC and appropriate adaptation measures.
Qualification requirements for key staff






At least 7 years of practical working experience in Climate Change modelling related to
agricultural sector.
At least 7 years of practical experience in design of value chain processes for annual and
perennial crops
At least 5 years of experience in preparation of GIS maps of trends of agro-climatic
parameters
Familiarity and proven experience in the implementation of development projects (Project
management, M&E, good managerial and technical skills).
Ability to work in a multi-sectoral context and communicate effectively with project
partners and stakeholders.
Oral and written fluency in English is required, and oral knowledge in Russian is an asset.

email address below. The Consultant will be selected using procedures set for Selection based
on the Consultants’ Qualification (CQS) method by IFAD Procurement Handbook (issued
on 19th of August, 2010).
Interested companies must provide information verifying that they are qualified to perform the
services and meet minimum required experience criteria above. Submitted information shall
also include: (i) company profile; (ii) track records of carrying out of similar assignments and
(iii) CVs of proposed staff members. Expressions of interest can be delivered electronically to
the address below not later than May 10, 2017, 17:00.
