ORGANIZATIONAL CONTEXT
The Supply Associate (Disposal, Insurance and Revenue Management) will work in the Asset Management
Unit (AMU) under the Asset and Fleet Management Section, Supply Management Logistics Service, Division of
Emergency, Security and Supply.
The incumbent will support generation of revenues through various disposal methods, development and
implementation of new revenue generation methods and management, optimization and protection of UNHCR's
assets in order to maximize their value in accordance with the UNHCR Controller's Rules and Regulations for
Property, Plant and Equipment.
The incumbent will be supervised by the Supply Officer (Asset Management, Disposal and Insurance) who
defines the work objectives and provides necessary advice and guidance to staff in the Asset Management and
in Vehicle Disposal unit. The contacts of the incumbent will include providing operational guidance and
managing coordination with other units within the Organization such as Infrastructure Management,
Compliance, Finance, and other Units in order to maximize revenue generation for UNHCR, develop and
implement innovative disposal methods, conduct and manage auctions on behalf of Field Offices worldwide, in
both English and French-speaking environments and, in coordination with the Supply Officer (Asset
Management, Disposal and Insurance) advise and assist field operations in the application of UNHCR
insurance practices to improve insurance reporting and the repair of assets. S/he will also be required to assist
in the management of commercial auctioneering firms, logistic providers and host country agencies to ensure
auction revenues are maximized in accordance with the High Commissioner's directives. The incumbent will
work hand-in-hand with relevant staff in UNHCR regional/country offices in order to support implementation of
the policies and procedures concerning UNHCR Assets and Property Management.
FUNCTIONAL STATEMENT
Accountability
 UNHCR's asset management mandate for safeguarding assets, implementing the controller's polices
for Property Plant and Equipment and leveraging UNHCR's assets for revenue generation are applied
in an effective manner across the organization.
 UNHCR's Assets Management Unit delivers quality asset management services to operations in
accordance with the UNHCR Manual Chapters 2, 6 and 8.
 UNHCR's AMU guides revenue generation activities that leverage UNHCR assets at the field mission
level.
 UNHCR's AMU guides Field Offices through insurance related processes in order to reduce UNHCR's
impairment level and diminished value of assets.

Responsibility
 Provide assistance to asset-related activities of UNHCR's field operations in order to ensure assets
auctions are completed in a manner that maximizes revenue for UNHCR and new revenue generation
methodologies are developed and implemented.
 Liaise with, coach and assist UNHCR operations in a proactive manner aimed to insure vehicle
accidents and damage are reported and processed through UNHCR's Global Insurance Provider in
order to eliminate the diminished value of assets and the subsequent impairments.
 Assess income from sale of assets in accordance with AMU's roles and Responsibilities as set forth in
the UNHCR Manual Chapters 2, 6, and 8,and the Financial Polices for Assets as promulgated by the
Controller.
 Apply full scope of asset management authority in an appropriate and timely manner.
 Enact "asset management best practices" for implementation in line with UNHCR rules and regulations.
 Maintain an efficient system for the resolution of asset management issues in support of UNHCR's
users.
 In coordination with the manager and the Field Office, organize and conduct auctions of assets in
UNHCR operations in a manner that maximizes revenues for UNHCR.
 Assist with the coordination of asset management activities to ensure that UNHCR's assets are repaired
through effective application of the GFM insurance provisions.
 Maintain accurate and comprehensive records on asset-related activities and provide reports as and
whenever requested.
 Evaluate disposal requisitions to ensure that specifications, disposal dates and all other requirements
are in order.
 Assist in the evaluation of service providers and provide advice to UNHCR operations on asset
disposals.
 Assist UNHCR operations with preparation of Transfers of Ownership, Disposals, etc. in order to
streamline the asset disposal process.
 In consultation with the Infrastructure Management Unit of SMLS, assist on income generation issues
related to land and buildings and proactively assist with the implementation of strategies at the field
office level that assist in their transition from leased to owned properties.
 Monitor the quality and accuracy of asset-related data in relevant business systems. Compile and
analyse statistical information, identify trends and developments in asset-related elated matters that will
assist the field operations in their planning process for adequate decision making.
 Implement effective asset and fleet management that regularly monitors the asset/fleet pool, saves cost
and safeguards the investment of the organisation including receipt, inspection, registration & marking
of new Property, Plant and Equipment (PPE), organisation of the physical verification of PPE, ensure
that PPE agreements are properly issued and signed, and preparation of disposal forms and cases for
the Asset Management Board, and organise the disposal of PPE according to Asset Management Board
decisions.
 Perform other related tasks as required.
Authority
 Enforce global compliance with relevant UNHCR regulations, rules and procedures related to asset
management.
 Identify, assess and select vendors (Auctioneer) based on their capability for delivering the best services
and cost effectiveness to UNHCR.
 Make recommendations to senior management for resources allocation to support on-going operations.
 Determine shipment methods, routes and delivery schedules to meet demand of fleet in a timely manner
versus the fleet disposal schedule.
 Make recommendations to the manager for adoption of innovative changes to asset-related policy,
procedures and best-practices.
 Enact UNHCR disposal methodology at the field office level to ensure vehicle assets are mandatorily
sold at the conclusion of the five-year usage period.
 Provide web-site modification of the AMU disposal web-site in order to ensure ease-of-use for
customers, proper functional support for Auction Product line determination for on-site auctions and the
ability to post instant-buy transactions for purchase.

ESSENTIAL MINIMUM QUALIFICATIONS, PROFESSIONAL EXPERIENCE AND REQUIRED

Completion of secondary education with certificate/training in a related field.
Minimum 6 years of previous relevant job experience.
Fluency in English language.

DESIRABLE QUALIFICATIONS AND COMPETENCIES









Completion of UNHCR learning programmes or specific training relevant to functions of the position
such as the Supply Chain Learning Programme (SCLP).
Experience in on-line auctioning.
Experience in innovative Revenue-Generation methodologies.
Knowledge and working experience of PeopleSoft applications.
Proven ability to manage and execute large-scale asset auctions that have exceeded $150,000 USD in
Sales Revenue.
Experience in the design, building and fielding of a functional web-site.
Proven knowledge and experience working with UNHCR's Global Vehicle Insurance provisions.
Proven knowledge and experience in developing and executing accounting impairments for assets.
Knowledge of French language.
ELIGIBILITY
